Access to Daily Information on the Reference Value of the US Dollar

Financial entities are authorized to access daily information on the US Dollar's reference buy and sell values via the Central Bank of Bolivia's (BCB) "BCB Indicators" web service. Entities already using the service must configure their access according to the attached Technical Specifications Manual, while those without access must submit a written request to the BCB Systems Manager. Gentlemen:

The Central Bank of Bolivia (BCB) informs Financial Entities that they can access the daily information published by the BCB regarding the Reference Buy and Sell Value of the US Dollar, through the "BCB Indicators" web service.

Entities that currently have access to the "BCB Indicators" web service will be able to configure their enablement according to the attached Technical Specifications Manual. For any queries, entities may contact phone 2661122 or email fmanrriquez@bcb.gob.bo. Furthermore, entities that do not have this service must submit their request in writing to Mr. Edgar Fernando Revollo Patón, BCB Systems Manager.

TECHNICAL SPECIFICATIONS OF THE BCB INDICATORS WEB SERVICE 5

  1. INTRODUCTION This Technical Specifications document for the BCB Indicators Web Service describes the technical aspects necessary to consume them and details the input and output data structures and formats.
  2. USERS The web service is the part of the BCB Website for consultation by different entities, whether from the public, private, or financial sector.
  3. WEB SERVICE OPERATION The external client will invoke the published operations or methods at the BCB, via the INTERNET, requesting the value of the indicator type for a given date. This invocation, upon being received at the BCB, will validate the format of the arguments for the indicator code, the date, and the currency code, as well as the availability of the requested information. If all the validations described in the previous points are satisfactory, the system will respond with the requested information in data format or an electronic message in XML language. If some of the described validations are not satisfactory, the system will automatically respond to the invocation with an error code, in data format or an XML message.
  4. TYPES OF INDICATORS Through this service, as of today, queries can be made for the following indicators:
  • Exchange Rates (quotations)
  • Reference Interest Rates (TRE)
  • Referential parity active rates for UFV 4.1. EXCHANGE RATE CONSULTATION (currency quotation) Through this service, the user will obtain the exchange rate of a currency or reference index (see codifier Nº 2) expressed in Bolivianos per unit of currency on the requested date. The response consists of the exchange rate value for the currency or reference index on the requested date.

TECHNICAL SPECIFICATIONS OF THE BCB INDICATORS WEB SERVICE 6 4.1.1. Considerations

  • The exchange rate consultation service will be subject to the availability of BCB information.
  • For holidays (which include Saturday and Sunday), the service will provide the last valid exchange rate for the currency. That is, for example, if the query corresponds to a Sunday, the service will provide the exchange rate from the last business day.
  • In the case of the Housing Development Unit (UFV), since its value is calculated for all days of a period, the service will respond with unique UFV values including holidays and weekends. 4.2. REFERENCE INTEREST RATE CONSULTATION (TRE) Allows obtaining the value of the TRE rate for a specific currency or reference index (see codifier Nº 2) on a given date. The output consists of the rate value for the currency or reference index and its validity period. 4.2.1. Considerations
  • The reference rate consultation service will depend on the availability of information. 4.3. REFERENTIAL PARITY ACTIVE RATE CONSULTATION FOR UFV Allows obtaining the value of the TRE rate for a specific currency or reference index (see codifier Nº 2) on a given date. The output consists of the rate value for the currency or reference index and its validity period. 4.3.1. Considerations
  • The reference rate consultation service will depend on the availability of information.
  1. CHARACTERISTICS AND OPERATIONS OF THE “ServiciosBCB” WEB SERVICE To send requests from an XML file, the user must construct the XML file with one or more requests, and these requests, in turn, with one or more parameters.

TECHNICAL SPECIFICATIONS OF THE BCB INDICATORS WEB SERVICE 7 With the XSD schema and with the help of the consultation methods, the system will read the XML file, validate that the information is correct, allowing the sending of information registered in the database. The service will perform detailed validation per request. 5.1. GET INDICATOR 5.1.1. Input Parameters The "obtenerIndicador" method sends the request to the database, for which the following parameters are necessary.
