THE STANDARDS COMMITTEE OF THE CENTRAL BANK OF RESERVE OF EL SALVADOR, CONSIDERING: I. That article 7 letter n) of the Law on Supervision and Regulation of the Financial System establishes that the supervision of the Development Bank of El Salvador corresponds to the Superintendence of the Financial System. II. That article 99 letter c) of the Law on Supervision and Regulation of the Financial System establishes that it corresponds to the Standards Committee to issue resolutions such as the approval of technical standards for the elaboration, approval, presentation, and dissemination of financial statements and supplementary information of the members of the financial system; for the determination of accounting obligations and the principles in accordance with which they must keep their accounting. III. That article 71 of the Law on the Financial System for Development Promotion establishes the creation in the Development Bank of El Salvador of a Salvadoran Guarantee Fund, referred to as "the Guarantee Fund" or "the FSG", which is a special patrimony with specific purposes and will be administered by the aforementioned Bank. IV. That article 86 of the Law on the Financial System for Development Promotion establishes that all provisions and privileges established for the Development Bank of El Salvador, including the Supervision of the Superintendence, shall be applicable to operations carried out with the resources of the Guarantee Fund regulated by said Law.

THEREFORE, in virtue of the normative powers conferred by article 99 of the Law on Supervision and Regulation of the Financial System, AGREES to issue the following:

ACCOUNTING MANUAL FOR THE SALVADORAN GUARANTEE FUND

I. OBJECTIVES

  1. General Objective The objective of this manual is to provide the Salvadoran Guarantee Fund with the technical instrument that allows them to keep an orderly accounting record of transactions and operations of an economic and financial nature, with the purpose of presenting financial statements that reflect the economic and financial situation at a specific date, the operating results, and the cash flows that will serve for analysis and decision-making by administrators, institutions responsible for the regulation and oversight thereof. This manual is mandatory for the Salvadoran Guarantee Fund included in the Law on the Financial System for Development Promotion. In the text of this Manual, the expression "FSG" refers to the Salvadoran Guarantee Fund.

  2. Specific Objectives a) Provide an instrument that allows the FSG to keep accounting and its transactions uniformly. b) Provide a tool that facilitates the classification of all financial transactions of the FSG. c) Provide true, transparent, reliable, and timely accounting information to all users of the FSG. d) Allow greater efficiency in the exercise of supervision of the FSG by the Superintendence of the Financial System (Superintendence).

II. GENERAL STANDARDS

  1. Minimum requirements for accounting records The legal books must contain accounts of up to six digits and auxiliary accounts up to ten digits. In addition, what is established in Title II of Book Two of the Commercial Code must be complied with insofar as it does not oppose these standards.

  2. Daily cut-off of operations for the recording of transactions The FSG must carry out the daily cut-off of its operations until the hour in which they ordinarily provide their services; however, they may carry it out before the end of the working day, in which case the transactions carried out after the cut-off will be recorded with the date of the next business day and the corresponding accounting vouchers must be marked with the legend: "Extraordinary Service".

2.1 Accounting Period The accounting period of the FSG will comprise from January 1 to December 31 of each calendar year, during its validity. Transactions are recorded daily, carrying out a daily closing, a monthly closing at the end of each month, and an annual closing at the end of each accounting year.

2.2 Accounting Basis

The accounting basis used for the recording of transactions is Accrual, meaning the effects of transactions and other events are recognized when they occur, recognition is given as they are incurred or accrued (and not when cash is received or paid) and they are recorded in the financial statements of the periods to which they relate.

  1. Unforeseen operations When any operation or transaction arises that is not provided for in this Account Manual, the FSG will communicate to the Superintendence regarding the transaction and the accounting criteria it intends to use. Along with the proposal for accounting treatment, it will describe the transaction or event, indicating its quantitative impact on the financial statements, and the reasons that, in the judgment of the competent administrative body, justify the proposed treatment. The request will be evaluated by the Superintendence who will analyze the proposal and submit it for approval by the Standards Committee of the Central Bank if appropriate.

  2. Purification of accounting balances Accounting balances must not contain data subject to confirmation, clarification, regularization, or definitive recording, when this depends on the FSG.

  3. Update Only the Central Bank of Reserve of El Salvador, through the Standards Committee, can make changes to this Manual; nevertheless, the FSG can expand the accounts by disaggregating them beyond ten digits, provided that such expansion corresponds to the concept of the account, for which the FSG must internally establish who will be responsible for the expansion of accounts.

  4. Responsibility for information The directors, managers, and employees responsible for the preparation or review of accounting information will be responsible for errors, omissions, and irregularities contained therein. The information received by the Superintendence may be modified within the period established for its presentation; once this period has expired, it will be considered definitive; however, the FSG may request the respective substitution justifying it appropriately, notwithstanding being authorized for it, the information will be considered received out of time for the pertinent legal effects. The accounting balances to be sent to the Superintendence include accounts of up to ten digits. When the supervisory entity requires it, it may request greater disaggregation of the accounts.

III. MAIN APPLICABLE ACCOUNTING PRINCIPLES The FSG must keep its accounting based on the Accounting Standards issued by the financial regulator, the provisions contained in this Manual, and the International Financial Reporting Standards (IFRS) using the most conservative option when the Standards Committee of the Central Bank of Reserve has not manifested itself regarding any of the permitted options; in the case that the event, transaction, or accounting operation is not specifically regulated by the aforementioned International Standards, it must be accounted for using the Conceptual Framework for the Preparation and Presentation of Financial Statements of said standards.

IV. COMPONENTS OF THE MAIN LINE ITEMS In order to satisfy the information needs of the different users of the FSG's financial statements, some line items were subdivided in such a way that it is feasible to obtain the institutional sectorization of the economy; the components of the accounting to which we refer are: 110 AVAILABLE FUNDS 112 TEMPORARY ACQUISITION OF DOCUMENTS 113 FINANCIAL INVESTMENTS 122 ASSETS RECEIVED IN PAYMENT OR AWARDED 211 LOANS 213 DISCOUNTED DOCUMENTS 911 COMMITMENTS ACQUIRED BY GRANTED GUARANTEES 913 RIGHTS AND OBLIGATIONS FOR OBTAINED CREDITS 914 ASSETS RECEIVED IN PAYMENT

V. ACCOUNTING INFORMATION VALIDATION SYSTEM The object of the validators described below is that the accounting information satisfies the minimum standards of consistency and quality that allow it to fulfill its purposes. The validators of the accounting information are the following:

  1. The accounting equation is composed of the following elements: Asset = Liability + Equity + Results 1 = 2 + 3 + (6 – 7 – 8)

  2. The following account must have a zero balance at the end of each month: a) 114199 Recoveries to apply.

  3. The accounts starting with digits 1; 4; 7 and 8; must have a debit balance, except the following: (1) a) 1129 Estimation for losses; b) 1139 Estimation for investment risk; c) 114899 Judicial collection recoveries; d) 1149 Estimation for uncollectibility; e) 1259 Estimation for uncollectibility of accounts receivable; f) 1329 Depreciation and loss by impairment of value.

  4. The accounts starting with digits 2, 3, 5 and 6 must have a credit balance, except the following: (1) a) 3140010201 Results of previous exercises – losses; and b) 3140020201 Results of the current exercise – losses.

  5. Capital must be established based on the following equation: (1)

Due to the fact that two digits are used to identify the sub-accounts, these can reach up to a number of ninety-nine; which gives flexibility to the catalog for future expansions. The position 98, always indicates the existence of a sub-account that represents an asset valuation. The position 99, always indicates the existence of a sub-account that represents interest to be received or to be paid, as appropriate. The maximum number of sub-accounts within an account, in this Catalog is nine.

In addition to the two digits mentioned, each sub-account contains two others, which are used to specify a characteristic, as explained in the following letters.

  1. Ninth and tenth digits It is a position used to differentiate the class of currency that represents the balance of the sub-account. The meanings of the digits are: 01 = Local currency. 02 = Foreign currency.

To facilitate the reading of the account catalog, after the name of each sub-account, the initials ML or ME have been added, which mean Local Currency and Foreign Currency, respectively. With the first of the initials, the United States dollar is designated and with the second, all those currencies different from the United States dollar and the Salvadoran colón.
