ACD Circular Letter No. 01: About CIB Reporting for Agricultural and Rural Credit

The document mandates that all new agricultural and rural credit approvals or renewals, excluding those linked to microfinance institutions (MFIs), require a Credit Information Bureau (CIB) report verification regardless of the loan amount. This requirement replaces the previous exemption for crop and harvest loans up to 250,000 BDT, aiming to prevent multiple loans from different banks and reduce the risk of fraud. Banks are instructed to use the Bangladesh Bank's CIB portal to obtain these reports quickly, while all other instructions in the referenced circular and policy remain unchanged. This directive takes immediate effect.

Regarding CIB Reporting.

  1. Reference is drawn to this department's ACD Circular Letter No. 02 dated 03/12/2018 and Appendix No. 2.1.10 of the Agricultural and Policy Credit Policy and Guidelines for the fiscal year 2024-2025.

  2. It was mentioned in the aforementioned circular letter and the relevant appendix of the policy guidelines that it is not necessary to collect CIB reports for new loan approvals or renewals of existing loans in the case of crop and harvest loans up to 2.50 lakh Taka.

  3. If loans are disbursed without CIB report verification, it becomes impossible for the lending bank to know if a customer has taken multiple crop and harvest loans from various banks up to the maximum amount of 2.50 lakh Taka. This process creates a risk of increasing fraudulent loans. Currently, collecting CIB reports has been made much easier compared to before. Banks can quickly collect CIB reports of loan applicants using Bangladesh Bank's CIB portal.

  4. In view of the above, it has been decided that CIB report verification will be required for all sectors under Agricultural and Policy Credit (excluding MFI linkages) for any amount of new loan approval or renewal of existing loans.

  5. Furthermore, other instructions of the aforementioned circular letter and the relevant appendix of the Agricultural and Policy Credit Policy and Guidelines for the fiscal year 2024-2025 will remain unchanged.

This directive will take immediate effect.
