ACD Circular No. 4: Agriculture loan facility for the flood affected farmers

The Agriculture Credit Department of Bangladesh Bank directs all scheduled banks operating in Bangladesh to implement immediate measures to support farmers affected by recent floods in specified districts. Banks are instructed to disburse new loans for crops, fisheries, and livestock based on actual needs, suspend loan recovery from affected farmers until conditions improve, and facilitate loan rescheduling with relaxed down payment requirements. Additionally, banks must prevent the filing of new certificate cases against defaulters, suspend existing certificate cases for resolution through Solmanar, and provide loans for rehabilitation activities such as poultry and cattle rearing. Banks must report the progress of these actions via an attached form to the department by October 31, 2020.

Dear Sir,

Regarding the provision of agricultural loan facilities to farmers affected by recent floods.

Recently, due to excessive rainfall and rising water levels in rivers in various districts of Bangladesh (Lalmonirhat, Kurigram, Gaibandha, Nilphamari, Rangpur, Sylhet, Sunamganj, Sirajganj, Bogura, Tangail, Jamalpur, Faridpur, Shariatpur, Madaripur, Manikganj, Munshiganj, Feni, Netrokona, Dhaka, Nawgaon), sudden floods have been created, resulting in damage to agricultural crops. Consequently, farmers in these areas have been widely affected.

In this situation, you are hereby instructed to urgently implement the following steps to cope with the sudden flood situation in the aforementioned districts:

  1. To continue agricultural production activities to help affected farmers recover from losses, distribute new loans for crops, fisheries, and livestock sectors based on actual demand and reality;
  2. Suspend the recovery of agricultural loans from affected farmers until the situation improves, and provide loan rescheduling facilities by relaxing down payment conditions;
  3. Take necessary measures to prevent the aging of unpaid loans based on banker-customer relations without filing new certificate cases, and temporarily suspend filed certificate cases for resolution through Solmanar;
  4. Closely monitor that farmers affected by floods can avail loan facilities in a timely manner according to their actual needs and do not face any harassment in getting loans;
  5. Furthermore, take necessary measures to provide loans for activities such as rearing ducks, chickens, and cattle in the courtyards of houses, producing and purchasing cattle feed, and generating other income sources for the rehabilitation of affected farmers;

You are hereby instructed to inform this department regarding the progress of the actions taken in this matter through the attached form by 31/10/2020.

This directive will come into force immediately.
