The Department of the Treasury’s Office of Foreign Assets Control (OFAC) published General License 11 to authorize the wind down of transactions involving specific blocked persons under the International Criminal Court-Related Sanctions Regulations. This license permits transactions ordinarily incident and necessary to winding down dealings with Gocha Lordkipanidze, Erdenebalsuren Damdin, and their respective 50 percent or greater owned entities through January 17, 2026. The authorization requires that any payments to these blocked persons be made into blocked interest-bearing accounts located in the United States in accordance with the regulations.
