The Institute of Administration and Appraisals of National Assets declares specific dates in 2024 as non-working days for its administrative acts and proceedings, including February 5, March 18, March 28-29, May 1, September 16, October 1, November 18, and December 25. During these declared non-working days, legal deadlines for procedures and services handled by the Institute do not run. Additionally, the Institute recognizes non-working days for information access requests as published by the National Institute of Transparency, Access to Information and Personal Data Protection on December 28, 2023, and reserves the right to announce further suspension of labor days for the second vacation period of 2024 based on the Secretary of Public Education's schedule.

AGREEMENT declaring to the general public the days of 2024 that will be considered as non-working days for the purposes of administrative acts and proceedings processed by the Institute of Administration and Appraisals of National Assets.

VÍCTOR JULIÁN MARTÍNEZ BOLAÑOS, President of the Institute of Administration and Appraisals of National
Assets, based on the provisions of articles 17 and 31, fraction XXIX of the Organic Law of the Federal Public Administration, 4 and 28 of the Federal Administrative Procedure Law;
4, section G,
fraction V, 48 and 49 of the Internal Regulations of the Ministry of Finance and Public Credit; 1 and 6, fraction I of the
Regulations of the Institute of Administration and Appraisals of National Assets; and numeral 76, fractions II and IV
of the Agreement by which the Provisions in the areas of Human Resources and the Career Professional Service are issued, as well as the General Administrative Manual in the area of Human Resources and Organization and the Manual of the Career Professional Service, and;
CONSIDERING
The Federal Administrative Procedure Law is the legal framework that regulates the acts,
procedures and resolutions of the Federal Public Administration, including its decentralized administrative bodies, which establishes in its article 28 that administrative actions and diligences must be carried out on working days and hours, not considering Saturdays and Sundays as such.
That, the aforementioned Law also indicates as non-working days those on which the competent authorities have general vacations or on which work is suspended, which will be made known to the public through an agreement issued by the Head of the respective department, which will be published in the Official Gazette of the Federation.
In accordance with numeral 76, fractions II and IV of the Agreement by which the Provisions in the areas of Human Resources and the Career Professional Service are issued, as well as the General Administrative Manual in the area of Human Resources and Organization and the Manual of the Career Professional Service, published in the Official Gazette of the Federation on July 12, 2010, and with the last reform on May 17, 2019, the suspension of work must be published in the Official Gazette of the Federation, in order not to affect the provision of services to the public.
With the purpose of providing certainty and legal security to private parties regarding the procedures carried out before the Institute of Administration and Appraisals of National Assets, in relation to the days on which deadlines and terms regarding the corresponding administrative procedures do not run, it is necessary to make known to the general public the days that will be considered non-working in 2024, I have deemed it appropriate to issue the following:
AGREEMENT BY WHICH THE GENERAL PUBLIC IS MADE AWARE OF THE DAYS

2024, WHICH WILL BE CONSIDERED AS NON-WORKING DAYS FOR THE PURPOSES OF THE ACTS AND
ADMINISTRATIVE PROCEEDINGS PROCESSED BY THE INSTITUTE OF
ADMINISTRATION
AND APPRAISALS OF NATIONAL ASSETS
ARTICLE FIRST. - For the purposes of the administrative acts and proceedings that the different Administrative Units of the Institute of Administration and Appraisals of National Assets carry out in the exercise of their powers, the following days of 2024 will be considered as non-working days:
a)
February 5 (In commemoration of the Promulgation of the Constitution of 1917);
b)
March 18 (In commemoration of March 21, Birthday of Benito Juárez);
c)
March 28 and 29 (Holy Thursday and Good Friday);
d)
May 1 (Labor Day);
e)
September 16 (In commemoration of the Independence of Mexico);
f)
October 1 (On the occasion of the transmission of the Federal Executive Power);
g)
November 18 (In commemoration of November 20, Anniversary of the start of the Mexican Revolution);
h)
December 25 (Christmas Celebration).
This, without prejudice to the power of this Institute to enable the days and hours it requires for the fulfillment of its powers, as well as to assign the personnel guards that each of the Administrative Units may require.
ARTICLE SECOND. - On the days included in the previous article, the deadlines established by laws, agreements and other applicable provisions regarding procedures and services under the
Institute of Administration and Appraisals of National Assets will not run.
ARTICLE THIRD. - In the attention of information access requests by the
Transparency Unit, the days considered as non-working days will be those that the National Institute of Transparency, Access to Information and Personal Data Protection made known through publication in the Official Gazette of the Federation on December 28, 2023.
ARTICLE FOURTH. - The days of suspension of work corresponding to the second vacation period of 2024, will be made known in terms of article 28 of the Federal Administrative Procedure Law and taking as a basis the vacation period that the Secretary of Public Education determines for the 2024-2025 academic year.
TRANSITORY
SINGLE. - This Agreement will enter into force on the day of its publication in the Official Gazette of the
Federation.
