Agreement Determining Inhabile Days for Administrative Acts and Procedures Before the CNBV

The National Banking and Securities Commission (CNBV) designates specific dates in late 2024 and throughout 2025 as inhabile days, in addition to Saturdays and Sundays, for administrative acts and procedures. These designated days include periods in December 2024 and January 2025, as well as specific dates in February, March, April, May, September, and November 2025. During these inhabile periods, deadlines for the Commission to review or resolve pending procedures are suspended, with natural day deadlines specifically suspended between December 23, 2024, and January 7, 2025. The agreement entered into force on December 20, 2024, the day following its publication in the Official Gazette.

AGREEMENT DETERMINING THE DAYS THAT WILL BE CONSIDERED AS INHABILE FOR THE PURPOSES OF ADMINISTRATIVE ACTS AND PROCEDURES THAT ARE OR SHOULD BE PROCESSED BEFORE THE NATIONAL BANKING AND SECURITIES COMMISSION BY THE ENTITIES AND PERSONS SUBJECT TO THE SUPERVISION OF SAID COMMISSION, AS WELL AS BY AUTHORITIES AND THE GENERAL PUBLIC.

The National Banking and Securities Commission, based on Articles 14 and 16, first paragraph, fraction I of the National Banking and Securities Commission Law, and in terms of what is provided for in Articles 4 and 28, second paragraph of the Federal Administrative Procedure Law, as well as in Article Third, numeral 76 of the Agreement by which the Provisions in the areas of Human Resources and Career Professional Service are issued, as well as the General Administrative Manual in the matter of Human Resources and Organization and the Manual of the Career Professional Service, published in the Official Gazette of the Federation on July 12, 2010 and its reforms, and

CONSIDERING

That with the aim of providing certainty and legal security to the entities and private parties subject to the supervision of the National Banking and Securities Commission, as well as to other authorities and the general public regarding the administrative acts and procedures carried out before this Commission, it is necessary to establish the days that will be considered inhabile and that deadlines and terms will not run within said procedures, has resolved to issue the following:

AGREEMENT DETERMINING THE DAYS THAT WILL BE CONSIDERED AS INHABILE FOR THE PURPOSES OF ADMINISTRATIVE ACTS AND PROCEDURES THAT ARE OR SHOULD BE PROCESSED BEFORE THE NATIONAL BANKING AND SECURITIES COMMISSION BY THE ENTITIES AND PERSONS SUBJECT TO THE SUPERVISION OF SAID COMMISSION, AS WELL AS BY AUTHORITIES AND THE GENERAL PUBLIC

SINGLE.- The following days will be considered as inhabile days for the purposes of administrative acts and procedures that are or should be processed before the National Banking and Securities Commission, in addition to Saturdays and Sundays:

I.

From December 23 to 27, 2024; from December 30, 2024 to January 3, 2025 and from January 6 to 7, 2025.

II.

The first Monday of February 2025 in commemoration of February 5.

III.

The third Monday of March 2025 in commemoration of March 21.

IV.

April 17 and 18, 2025.

V.

May 1, 2025.

VI.

May 5, 2025.

VII.

September 16, 2025.

VIII.

November 2, 2025 and the third Monday of said month in commemoration of November 20.

During the inhabile days and periods included in this Agreement, the deadlines for the Commission to take knowledge of or resolve what is appropriate regarding the procedures or processes managed before it will be understood as suspended.

During the period from December 23, 2024 to January 7, 2025, the deadlines fixed in natural days for the Commission to resolve what is appropriate regarding the procedures or processes managed before it and that are in the process of attention will be understood as suspended.

TRANSITORY

FIRST.- Publish in the Official Gazette of the Federation.

SECOND.- This Agreement will enter into force the day following its publication in the Official Gazette of the Federation.
