Added

Agreement Disclosing the Report on Participable Federal Revenue and Federal Participations, and Calculation Procedures for December 2023

The Secretariat of Finance and Public Credit publishes the participable federal revenue collected in November 2023 and the resulting federal revenue participations distributed in December 2023 to the federative entities and municipalities. The document details the integration of the General Participation Fund, Municipal Development Fund, Hydrocarbon Extraction Fund, Compensation Fund, and specific participations on special production and services taxes, including the calculation of participation coefficients for each. It also provides the provisional participations for December 2023 and the distribution of funds to municipalities bordering the frontier or coasts where goods or hydrocarbons enter or exit the country.

AGREEMENT BY WHICH THE REPORT ON THE PARTICIPABLE FEDERAL REVENUE

AND THE FEDERAL PARTICIPATIONS, AS WELL AS THE CALCULATION PROCEDURES,

FOR THE MONTH OF DECEMBER 2023 IS MADE KNOWN.

ROGELIO EDUARDO RAMÍREZ DE LA O, Secretary of Finance and Public Credit, based on

the provisions of Article 31 of the Organic Law of the Federal Public Administration; Article 26 of the Law of the

Tax Administration Service, and Articles 3, 6, and 11, fraction XX of the Internal Regulations of the Secretariat of

Finance and Public Credit, and

CONSIDERING

The integration of the participable federal revenue for the month of November 2023, with which the

participations in federal revenues for the month of December 2023 were calculated, in accordance

with Articles 2nd, 2nd-A, 3rd-A, 4th-A, 4th-B, and 7th of the Fiscal Coordination Law, for the concept

of the General Participation Fund; the Municipal Development Fund; the Hydrocarbon Extraction Fund;

the Compensation Fund; the specific participations in the special tax on production and services;

the 0.136% of the participable federal revenue corresponding to the municipalities bordering the

frontier or coasts where goods entering or leaving the country that are imported or exported

materially enter or exit, and the transfer of the Mexican Oil Fund for Stabilization and Development,

to the municipalities bordering the frontier or coasts through which the hydrocarbons leaving the country

materially exit;

The determination of the participation coefficients of the first, second, and third parts of the

growth of the General Participation Fund; the Municipal Development Fund; the Hydrocarbon Extraction Fund;

the Compensation Fund; the specific participations of the

special tax on production and services; the 0.136% of the participable federal revenue

corresponding to the municipalities bordering the frontier or coasts where goods entering or leaving the country that are imported or exported

materially enter or exit, and the transfer of the Mexican Oil Fund for Stabilization and Development, to the municipalities bordering the

frontier or coasts through which the hydrocarbons leaving the country

materially exit, with which the distribution of the participations of December 2023 was carried out, in accordance with

Articles 2nd, 2nd-A, 3rd-A, 4th-A, 4th-B, 5th, and 7th of the Fiscal Coordination Law, and

The distribution and integration of the General Participation Fund; the Municipal Development Fund;

the Hydrocarbon Extraction Fund; the Compensation Fund; the specific participations

of the special tax on production and services; the participations of the 0.136% of

the participable federal revenue corresponding to the municipalities bordering the frontier or

materially exit, for the month of December 2023, in accordance with Articles 2nd, 2nd-A, 3rd-A, 4th-A, 4th-B, 5th, and 7th of the Fiscal Coordination

Law.

AGREEMENT

First.- In compliance with the obligation contained in Article 26 of the Tax Administration Service Law,

in the tables listed below, the participable federal revenue of November 2023 is made known, the participations in federal revenues for the month of December

2023, as well as the procedure followed in the determination and integration of the same, by federative entities and, if applicable, by municipalities. The figures corresponding to the month of December 2023 do

not include deductions derived from financial commitments contracted by the federative entities.
