Customs agent patent number 1887 is granted to Mario Palos Moreno to exercise functions before the Nuevo Laredo Customs as his assigned customs office. The patent is awarded via substitution following the death of customs agent Diana Isabel González Villanueva and in compliance with a sentence dated April 28, 2022, issued by the First Specialized Chamber in Foreign Trade Matters of the Federal Court of Administrative Justice. Additionally, Mario Palos Moreno is authorized to act before the Mexico City International Airport, Colombia, and Veracruz customs offices as additional customs to his assignment. The Legal General Directorate of Customs of the National Customs Agency of Mexico issued this agreement on September 27, 2023.

Subject: Agreement granting customs agent patent by substitution.
Having seen the resolution contained in official letter number 4082 dated September 27, 2023, whereby it is ordered to issue the customs agent patent by substitution, in favor of Citizen Mario Palos Moreno, based on the provisions of articles 1, 8, 14, 16, 17, 31, section IV and 90 of the Political Constitution of the United Mexican States; 1, 2, section I, 17, 18, 26 and 31, sections XI and XII of the Organic Law of the Federal Public Administration; 4, Section G, section VI, 48 and 49 of the Internal Regulations of the Ministry of Finance and Public Credit in force; 1 first paragraph, 2, sections II and XXI, 35, 36, 36-A, 54, first paragraph, 59-A, 159, 160, 161, 162, 163, 164, 165, 166 and 167 of the Customs Law; 1, 51, section II of the Federal Duties Law in force; 1 first paragraph and last, 5, 12, 18, 18-A, 19, 32-D, 33 last paragraph, 38, 63 first and last paragraph, 135 of the Federal Fiscal Code; 13 of the Regulations of the Fiscal Code; 1, 3, section XVI, 4 first paragraph, section B, section V, 8 first paragraph, 12 second paragraph, 13 sections VIII, XXIV and LXV, 25 first paragraph, section XXIII, XXVII, articles first, third, seventh and eighth Transitory of the Internal Regulations of the National Customs Agency of Mexico, published in the Official Gazette of the Federation on December 21, 2021, and its modification published in the same dissemination body on May 4, 2022; Rule 1.4.14., of the General Rules for Foreign Trade for 2018, in relation to Rules 1.4.13. and 1.4.14., of the General Rules for Foreign Trade for 2019 and their correlatives 1.4.11., for 2020, 2022 and 2023, respectively, as well as indicated in Procedure Instruction 19/LA to request the "Agreement granting customs agent patent by substitution" (Rule 1.4.14.), contained in Appendix 1-A of the General Rules for Foreign Trade for 2018, and their correlatives for 2019 and 2020, currently Appendix 2 of the Rules for 2022 and 2023, since the tax domicile of the interested party is within the national territory, this Legal General Directorate of Customs of the National Customs Agency of Mexico, proceeds to issue the following:
AGREEMENT
First. - Derived from compliance with the sentence dated April 28, 2022, issued by the First Specialized Chamber in Foreign Trade Matters of the Federal Court of Administrative Justice, within the Administrative Litigation Trial number 565/19-EC1-01-9; the procedure for substitution of customs agent patent was continued, therefore, once analyzed and fulfilled the requirements provided in Rules 1.4.14., of the General Rules for Foreign Trade for 2018, in relation to Rules 1.4.13. and 1.4.14., of the General Rules for Foreign Trade for 2019 and their correlatives 1.4.11., for 2020, 2022 and 2023, respectively, harmonized with the provisions of article 159 of the Customs Law, issue the "Agreement granting customs agent patent by substitution", in favor of Citizen Mario Palos Moreno, by virtue of the death of customs agent Diana Isabel González Villanueva, having complied with the legal requirements for obtaining the Agreement granting customs agent patent by substitution.
Second. - In view of the above, customs agent patent number 1887 is granted to Citizen Mario Palos Moreno, to exercise functions as such before the Nuevo Laredo Customs, as assigned customs.
Third. - Citizen Mario Palos Moreno is authorized to act before the customs of the Mexico City International Airport, Colombia and Veracruz as additional customs to his assignment, same ones that were authorized to the customs agent from whom the patent is obtained.
Fourth. - Send an attentive official letter to the Heads of the assigned customs and of the additional customs authorized to the customs agent to exercise functions as such, for their knowledge and corresponding effects.
Fifth. - Notify personally Citizen Mario Palos Moreno, of this Agreement.
