The Agreement General Customs Directorate of the National Customs Agency of Mexico grants Customs Broker Patent Number 1888 to Genaro García Zapico Mercado Ocampo, authorizing him to exercise functions at the Toluca Customs as his primary assignment. This patent is issued by substitution following the voluntary withdrawal of the previous broker, María del Pilar Mercado Ocampo Santiago, and in compliance with a September 5, 2023, court ruling. The agreement additionally authorizes the new broker to operate at the Mexico City International Airport, Guadalajara, and Querétaro customs as additional assignments.

Subject: Agreement granting customs broker patent by substitution.
Having seen the resolution contained in official letter number 1432 dated February 29, 2024, by which the issuance of the customs broker patent by substitution is ordered, in favor of Mr. Genaro García Zapico Mercado Ocampo, based on the provisions of articles 1, 8, 14, 16, and 90 of the Political Constitution of the United Mexican States; articles 1, 2, fraction I, 17, 18, 26, and 31, fractions XI and XII of the Organic Law of the Federal Public Administration; articles 4, Section G, fraction VI, 48, and 49 of the Internal Regulations of the Ministry of Finance and Public Credit in force; article 1, first paragraph, 2, fractions II and XXI, 35, 36, 36-A, 54, first paragraph, 59-A, 159, 160, 161, 162, 163, 164, 165, 166, and 167 of the Customs Law; article 1, first paragraph and last, 5, 12, 18, 18-A, 19, 32-D, 33 last paragraph, 38, 63 first and last paragraph, 135 of the Federal Tax Code; article 13 of the Tax Code Regulations; articles 1, 3, fraction XVI, 4 first paragraph, Section B, fraction V, 8 first paragraph, 12 second paragraph, 13 fractions VIII, XXIV, and LXV, 25 first paragraph, fractions XXIII and XXVII, articles first, third, seventh, and eighth Transitory of the Internal Regulations of the National Customs Agency of Mexico, published in the Official Gazette of the Federation on December 21, 2021, and its modification published in the same publication on May 4, 2022; Rule 1.4.14. of the General Foreign Trade Rules for 2018, in relation to Rules 1.4.13. and 1.4.14. of the General Foreign Trade Rules for 2019 and their correlative rules 1.4.11. for 2020, 2022, 2023, and 2024, respectively, as well as what is stated in the Procedure Instruction 19/LA to request the "Agreement granting customs broker patent by substitution" (Rule 1.4.14.), contained in Annex 1-A of the General Foreign Trade Rules for 2018, and its correlative annexes for 2019 and 2020, currently Annex 2 of the Rules for 2022, 2023, and 2024, since the fiscal address of the interested party is located within the national territory, this General Legal Directorate of Customs of the National Customs Agency of Mexico proceeds to issue the following:
AGREEMENT
First.- In strict compliance with the ruling dated September 5, 2023, issued by the Second Specialized Chamber in Foreign Trade Matters and Auxiliary Chamber of the Federal Court of Administrative Justice, within Administrative Litigation number 1184/21-EC2-01-4-OT; the procedure for the substitution of the customs broker patent was continued, therefore, once the requirements provided for in Rules 1.4.14. of the General Foreign Trade Rules for 2018, in relation to Rules 1.4.13. and 1.4.14. of the General Foreign Trade Rules for 2019 and their correlative rules 1.4.11. for 2020, 2022, 2023, and 2024, respectively, harmonized with what is provided in article 159 of the Customs Law, have been analyzed and fulfilled, the "Agreement granting customs broker patent by substitution" is issued, in favor of Mr. Genaro García Zapico Mercado Ocampo, due to the voluntary withdrawal of customs broker María del Pilar Mercado Ocampo Santiago, having met the legal requirements for obtaining the Agreement granting customs broker patent by substitution.
Second.-
In view of the above, customs broker patent number 1888 is granted in favor of Mr. Genaro García Zapico Mercado Ocampo, to exercise functions with such status before the Toluca Customs, as his assigned customs.
Third.-
Authorization is granted to Mr. Genaro García Zapico Mercado Ocampo to act before the customs of the Mexico City International Airport, Guadalajara, and Querétaro as additional customs to his assignment, which were previously authorized for the customs broker from whom the patent is obtained.
Fourth.-
An official letter is sent to the Heads of the assigned customs and the additional authorized customs for the customs broker to exercise functions with such status, for their knowledge and corresponding effects.
Fifth.-
The present Agreement is personally notified to Mr. Genaro García Zapico Mercado Ocampo.
