SUBJECT: AGREEMENT FOR THE GRANTING OF A CUSTOMS BROKER PATENT.
Having seen the resolution contained in letter number 500-00-00-00-00-2025-7437, dated December 4, 2025, by which the issuance of the customs broker patent by Call for Applications is ordered, in favor of Mr. EDUARDO CANTÚ RUÍZ, based on what is provided in articles 1, 8, 14, 16, and 90 of the Political Constitution of the United Mexican States; 1, 2, fraction I, 17, 18, 26 and 31, fractions XI and XII of the Organic Law of the Federal Public Administration; 4, Section G, fraction VI, 48 and 49 of the Internal Regulations of the Ministry of Finance and Public Credit in force; 1 first paragraph, 2, fractions II and XXI, 35, 36, 36-A, 54, first paragraph, 59-A, 159, 160, 161, 162, 163, 164, 165, 166 and 167 of the Customs Law; fourth transitory provision of the Decree by which various provisions of the Customs Law are reformed, added and repealed, published in the Official Journal of the Federation on November 19, 2025; 1, 51, fraction II of the Federal Rights Law in force at the time of the facts; 1 first paragraph and last, 5, 12, 18, 18-A, 19, 32-D, 33 last paragraph, 38, 63, first and last paragraph and 135 of the Federal Tax Code; 13 of the Regulations of the Tax Code; 1, 3, fraction XVI, 4 first paragraph section B, fraction V, 8 first paragraph, 12 second paragraph, 13 fractions VIII, XXIV and LXV, 25 first paragraph, fractions XXIII and XXVII, First, Third, Seventh and Eighth Transitory Articles of the Internal Regulations of the National Customs Agency of Mexico, published in the Official Journal of the Federation on December 21, 2021, and its modification published in the same dissemination medium on May 24, 2022; Rule 1.2.2., of the General Rules of Foreign Trade in force at the time of the facts, as well as what is stated in the procedure file 40/LA titled "Application for the issuance of the 'Agreement granting customs broker patent'", contained in Annex 2 of the General Rules of Foreign Trade in force at the time of the facts; inasmuch as the fiscal address of the interested party is located within the national territory, in compliance with the definitive and interlocutory judgments of complaint, dated October 18, 2024 and October 29, 2025; respectively, issued by the Fourteenth Regional Chamber in Mexico City, of the Federal Administrative Justice Tribunal, in the nullity lawsuit number 9615/24-17-14-7, this General Legal Directorate of Customs of the National Customs Agency of Mexico, proceeds to issue the following:
AGREEMENT
First. In compliance with the requirements provided in article 159 of the Customs Law and those established in the BASES, PHASES AND OTHER PROVISIONS indicated in CHAPTERS I, II and III of the Call for Applications to obtain a customs broker patent, published in the Official Journal of the Federation on June 22, 2023, and what is stated in item 10 of the AGREEMENT for the Resumption of the aforementioned Call, published in the same official dissemination medium on November 20, 2023, harmonized with what is provided in article 159 of the Customs Law, the "Agreement for the granting of a customs broker patent" is issued in favor of Mr. EDUARDO CANTÚ RUÍZ, having met the legal requirements for obtaining the Agreement for the granting of a customs broker patent by Call for Applications.
Second. In view of the above, customs broker patent number 1950 is granted in favor of Mr. EDUARDO CANTÚ RUÍZ, to exercise functions with such status before the Customs of Nuevo Laredo.
Third. An attentive letter is sent to the Head of the authorized customs office assigned to the customs broker to exercise functions with such status, for their knowledge and corresponding effects.
Fourth. This Agreement is notified to Mr. EDUARDO CANTÚ RUÍZ.
