This amendatory circular modifies the Eighty-Fifth Transitory Provision of the Single Insurance and Surety Circular to extend the validity period for authorizations of Natural Person Agents and Attorneys-in-Fact of Legal Person Agents. Authorizations that required endorsement following the suspension of deadlines published on March 27, 2020, due to the health emergency, will remain valid until December 15, 2023. The modification enters into force the day after its publication in the Official Gazette of the Federation.

AMENDATORY CIRCULAR 1/23 TO THE SINGLE INSURANCE AND SURETY CIRCULAR
(Eighty-Fifth Transitory Provision)
The National Insurance and Surety Commission, based on articles 91, 92, 93, 94, 366, section II, 367, section II, 372, sections VI, XXII and XLII, 373 and 381 of the Law of Insurance and Surety Institutions, and:
CONSIDERING
That on August 25, 2022, Amendatory Circular 7/22 to the Single Insurance and Surety Circular was published in the Official Gazette of the Federation, in which it was established that the authorizations of Natural Person Agents and Attorneys-in-Fact of Legal Person Agents that had not been endorsed following the suspension of deadlines published on March 27, 2020, through Amendatory Circular 4/20 to the Single Insurance and Surety Circular, due to the health emergency caused by the SARS-CoV2 virus (COVID-19) would remain valid until February 28, 2023.
That in order to provide legal certainty to the Natural Person Agents and Attorneys-in-Fact of Legal Person Agents who continue in the process of obtaining the endorsement of their authorization, this Commission considers it necessary to extend the validity period that has been indicated in the previous paragraph, so it has resolved to issue the following modification to the Single Insurance and Surety Circular in the terms specified below:
AMENDATORY CIRCULAR 1/23 TO THE SINGLE INSURANCE AND SURETY CIRCULAR
(Eighty-Fifth Transitory Provision)
SOLE. - The text of the Eighty-Fifth Transitory Provision, made known through various Amendatory Circular 7/22, is modified to read as follows:
« EIGHTY-FIFTH. - The computation of deadlines for the endorsement of authorizations of Natural Person Agents and Attorneys-in-Fact of Legal Person Agents referred to in article 15, last paragraph, of the Regulations of Insurance and Surety Agents, and Provision 32.4.1. of the Single Insurance and Surety Circular, suspended through Amendatory Circular 4/20 to the Single Insurance and Surety Circular published in the Official Gazette of the Federation on March 27, 2020, is resumed. The authorizations of Natural Person Agents and Attorneys-in-Fact of Legal Person Agents that should have been endorsed from that date will remain valid until December 15, 2023, including authorizations that must be endorsed during the same period.»
TRANSITORY
SOLE. - This Amendatory Circular will enter into force the day after its publication in the Official Gazette of the Federation.
The foregoing is made known to you based on articles 91, 92, 93, 94, 366, section II, 367, section II, 372, sections VI, XXII and XLII, 373 and 381 of the Law of Insurance and Surety Institutions.
