Amendments and Additions to the Regulation on Requirements for Managing Liquidity of Commercial Banks

The Central Bank of Uzbekistan amends the Regulation on Requirements for Managing Liquidity of Commercial Banks by revising paragraph 43 and adding paragraphs 43-1 and 43-2 to define current and instant liquidity ratios. The current liquidity ratio is set at a minimum of 30 percent, calculated as the ratio of current assets to current liabilities. The instant liquidity ratio is subject to a phased minimum threshold of 10 percent starting August 1, 2017, 15 percent starting November 1, 2017, and 20 percent starting January 1, 2018. Additionally, a new Appendix 3 is added to list specific balance sheet accounts for liabilities payable on demand.

On Amendments and Additions to the Regulation on Requirements for Managing Liquidity of Commercial Banks

In accordance with the Laws of the Republic of Uzbekistan "On the Central Bank of the Republic of Uzbekistan" and "On Banks and Banking Activity", the Board of the Central Bank of the Republic of Uzbekistan resolves:

  1. Amendments and additions to the Regulation on Requirements for Managing Liquidity of Commercial Banks, approved by Resolution No. 19/14 of the Board of the Central Bank of the Republic of Uzbekistan dated July 22, 2015 (registration number 2709, August 13, 2015) (Collection of Legislation of the Republic of Uzbekistan, 2015, No. 32, Article 437), shall be made in accordance with the Appendix.

  2. This Resolution enters into force from the date of its official publication.

Amendments and Additions to the Regulation on Requirements for Managing Liquidity of Commercial Banks

  1. Paragraph 43 shall be stated in the following wording:

"43. To ensure the timely and full performance of banks' obligations, they must comply with the norms of instant and current liquidity."

  1. Paragraphs 43-1 and 43-2 shall be added in the following wording:

"43-1. The current liquidity coefficient is determined by the ratio of the sum of current assets (liquid assets and deposits of the bank with a payment term of up to 30 days, excluding loans with an extended term or a repayment term that has expired) to the sum of current liabilities (liabilities payable on demand and with an execution term of up to 30 days) and must not be less than 30 percent.

43-2. The instant liquidity coefficient is determined by the ratio of the sum of cash in the bank's cash desk and other payment documents, as well as funds in the bank's accounts at the Central Bank of the Republic of Uzbekistan (excluding the mandatory reserve account at the Central Bank and funds in mandatory reserve deposits) to the balance of accounts listed in Appendix 3 to this Regulation — the sum of liabilities payable on demand.

Only funds in the national currency of the Republic of Uzbekistan are taken into account when calculating the instant liquidity coefficient.

The instant liquidity coefficient must not be less than 10 percent starting from August 1, 2017, 15 percent starting from November 1, 2017, and 20 percent starting from January 1, 2018."

  1. Appendix 3 shall be added to the Appendix to these amendments and additions in the following wording:
