Amendments and Additions to the Regulation on the Registration and Licensing of Credit Bureaus

The Central Bank of Uzbekistan amends the Regulation on the Registration and Licensing of Credit Bureaus by establishing a minimum authorized capital of 2 billion Uzbek som for credit bureaus. The amendments also update terminology to include singular forms for founders and authorized capital, and allow the inclusion of email addresses in applications to facilitate electronic notification of decisions. These changes become effective three months after official publication.

RESOLUTION OF THE BOARD OF THE CENTRAL BANK OF THE REPUBLIC OF UZBEKISTON

On Amendments and Additions to the Regulation on the Registration of Credit Bureaus and the Procedure for Licensing Their Activities

[Registered by the Ministry of Justice of the Republic of Uzbekistan on April 23, 2025, registration number 3042-5]

In accordance with the Laws of the Republic of Uzbekistan "On the Central Bank of the Republic of Uzbekistan" and No. URQ-1043 dated March 4, 2025 "On Credit Information Exchange", aimed at further improving relations in the credit sector, the Board of the Central Bank of the Republic of Uzbekistan resolves:

  1. Amendments and additions to the Regulation on the Registration of Credit Bureaus and the Procedure for Licensing Their Activities, approved by Resolution No. 16/23 of the Board of the Central Bank of the Republic of Uzbekistan dated April 28, 2018 (registration number 3042, July 25, 2018) (National Database of Legislative Acts, July 25, 2018, No. 10/18/3042/1573), shall be made in accordance with the Appendix.

  2. This resolution has been coordinated with the Ministry of Digital Technologies of the Republic of Uzbekistan and the Chamber of Commerce and Industry of the Republic of Uzbekistan.

  3. This resolution shall enter into force three months after the date of its official publication.

APPENDIX

To Resolution No. 9/3 of the Board of the Central Bank of the Republic of Uzbekistan dated April 11, 2025

Amendments and Additions Being Made to the Regulation on the Registration of Credit Bureaus and the Procedure for Licensing Their Activities

  1. Paragraphs 5, 6, and 21 shall be supplemented with the word "(founder)" after the word "founders".

  2. Paragraph 6-1 shall be added with the following content:

"6-1. The minimum amount of the authorized fund (authorized capital) of a credit bureau must be two billion soums."

  1. In paragraph 19:

the second bullet point shall be stated in the following wording:

"the minutes of the general meeting of founders on the establishment of a credit bureau or the decision of a single founder on the establishment of a credit bureau;";

the fourth bullet point shall be supplemented with the word "(founder)" after the word "founders";

the sixth bullet point shall be supplemented with the words "(authorized capital)" after the words "authorized fund";

the seventh bullet point shall be stated in the following wording:

"The application may indicate the email address of the founders (founder). The indication of the email address in the application is considered consent to receive a notification about the decision made on this application in electronic form through the information system."
