AMLA’s Final Report regarding the draft Implementing Technical Standards under Article 15(3) of Regulation (EU) 2024/1620

The Anti-Money Laundering Authority (AMLA) published a Final Report on the Draft Implementing Technical Standards (ITS) on cooperation within the AML/CFT supervisory system for direct supervision under Article 15(3) of Regulation (EU) 2024/1620. The Cyprus Securities and Exchange Commission (CySEC) informs regulated entities that from 2028, AMLA will directly supervise certain financial institutions at group level, transferring their AML/CFT supervision from national supervisors. AMLA also published an FAQ document addressing interpretative and implementation issues for obliged entities regarding the reporting package for identifying provisionally eligible entities for direct supervision, which CySEC encourages reporting entities to consult.

Crowdfunding Service Providers FROM : Cyprus Securities and Exchange Commission DATE : 14 August 2026 CIRCULAR NO. : C796 SUBJECT : AMLA’s Final Report regarding the draft ITSs under article 15(3) of Regulation (EU) 2024/1620 Further to circular C750, the Cyprus Securities and Exchange Commission (the ‘CySEC’) informs the Regulated Entities that the Anti-Money Laundering Authority (the ‘AMLA’) published a Final Report on the Draft Implementing Technical Standards (the ‘ITS’) on cooperation within the AML/CFT supervisory system for the purposes of direct supervision under Article 15(3) of Regulation (EU) 2024/1620. CySEC reminds Regulated Entities that, from 2028, AMLA will directly supervise a number of financial institutions at group level, thereby transferring their AML/CFT supervision from national supervisors to AMLA. Further to the above, AMLA published a FAQ document answering the questions most frequently raised about the reporting package on the identification of provisionally eligible obliged entities for direct supervision. The questions address key interpretative challenges,

2 operational clarifications, and practical implementation issues encountered by obliged entities as part of the data collection organised by each financial supervisor at national level. CySEC encourages reporting entities to consult the material already available on AMLA's website:
