The document outlines a ten-step procedure for obtaining authorisation, beginning with preparation and submission of the application file. It establishes a standard 13-week consideration period that is suspended if the application is incomplete or requires additional information. The assessment includes verification of completeness, screening of policymakers for suitability and integrity, and optional on-site visits or interviews. The process concludes with an official decision, potential rejection with an opportunity for explanation, and rights to object or appeal.
