Approval of Rules for Maintaining Statistical Reporting in Commercial Banks

for Maintaining Statistical Reporting

in Commercial Banks

These Rules establish the procedure for maintaining statistical reporting (hereinafter referred to as statistical reports) in commercial banks in accordance with the Laws of the Republic of Uzbekistan "On the Central Bank of the Republic of Uzbekistan", "On Banks and Banking Activity", "On Official Statistics" and the Decree of the President of the Republic of Uzbekistan dated January 9, 2018, No. PF-5296 "On Measures for Fundamental Improvement of the Activity of the Central Bank of the Republic of Uzbekistan". Chapter 1. General Provisions

  1. These Rules apply to commercial banks operating in the Republic of Uzbekistan. See previous edition.

  2. Statistical reporting of commercial banks is introduced to form complete and objective information on the state of development of the banking and financial system and monetary relations necessary for the implementation of tasks assigned to the Central Bank of the Republic of Uzbekistan (hereinafter referred to as the Central Bank in the text) in accordance with legislation. (paragraph 2 in the edition of the Order of the Minister of Justice of the Republic of Uzbekistan dated July 28, 2021, No. 16-mh (registration number 3313, 28.07.2021) — , 28.07.2021, No. 10/21/3313/0724) See previous edition.

  3. Statistical reports are submitted by commercial banks in accordance with the forms specified in Appendices 1 to 50 of these Rules. Chapter 2. Preparation and Submission of Statistical Reports

  1. Statistical reports are prepared by structural subdivisions designated as responsible by the respective order of the heads of commercial banks.

Prepared statistical reports are reviewed and signed by the first heads (in exceptional cases, their deputies) and chief accountants of commercial banks.

  1. Indicators in statistical reports must be reflected rounded to three decimal places after the whole number, ensuring the correctness of final results and the mutual consistency of statistical reports and balance sheet data.

  2. Statistical reports are submitted by the Head Offices of commercial banks to the Central Bank in the following manner:

in accordance with the report forms specified in Appendices 1 to 31 of these Rules, to the Department of Statistics and Research of the Central Bank by the 5th day of the month following the reporting month;

in accordance with the report forms specified in Appendices 32 to 34 of these Rules, to the Department for Monitoring the Activity of Commercial Banks on Financial Support of Business Entities of the Central Bank by the 5th day of the month following the reporting month;

in accordance with the report forms specified in Appendices 35 to 36 of these Rules, to the Operations Department of the Central Bank by the 5th day of the month following the reporting month; See previous edition.

in accordance with the report form specified in Appendix 38 of these Rules, to the Department of Prudential Supervision of Credit Institutions of the Central Bank every Monday; (sixth bullet point of paragraph 6 in the edition of the Decision of the Board of the Central Bank of the Republic of Uzbekistan dated October 27, 2021, No. 25/3 (registration number 3031-1, 27.11.2021) — , 27.11.2021, No. 10/21/3031-1/1104 — enters into force from February 28, 2022)

in accordance with the report form specified in Appendix 39 of these Rules, to the Department of Currency Regulation and Balance of Payments of the Central Bank by the 5th day of the month following the reporting month;

in accordance with the report form specified in Appendix 40 of these Rules, to the Monetary Operations Department of the Central Bank every fourteen days; See previous edition.

in accordance with the report form specified in Appendix 47 of these Rules by the 3rd day of the month following the reporting month, in accordance with the report form specified in Appendix 48 of these Rules by the 4th day of the month following the reporting month, and in accordance with the report forms specified in Appendices 49 to 50 of these Rules quarterly by the 15th day of the month following the reporting quarter, to the Department of Currency Regulation and Balance of Payments of the Central Bank.   1. Statistical reports are submitted by the branches of commercial banks to the Main Directorates of the Central Bank for the Republic of Karakalpakstan, regions, and Tashkent city (hereinafter referred to as the territorial main directorates of the Central Bank) in the following manner:

in accordance with the report forms specified in Appendices 1, 2, 4, 5, 7 to 18, 20, 21, 23 to 34 of these Rules by the 5th day of the month following the reporting month;

in accordance with the report forms specified in Appendices 41 to 43 and 46 of these Rules by the 10th day of the month following the reporting month.

  1. If the deadline for submitting statistical reports falls on a holiday, statistical reports are submitted on the first working day following the holiday.

  2. To automate the process of preparing and submitting statistical reports and to establish automatic formation of statistical reports, the Central Bank may implement relevant software in collaboration with commercial banks using electronic systems.

Responsible structural subdivisions and employees are designated by the respective order of the heads of commercial banks to ensure the correct, complete, and timely entry of data for statistical reports formed through software into electronic systems.

  1. Heads of commercial banks:

control the correct, fair, and complete formation of statistical reports and their submission within established deadlines;

control the correct, complete, and timely entry of data for statistical reports formed through software into electronic systems.

  1. Commercial banks may independently develop and introduce statistical report forms not provided for in the Appendix to these Rules for their own needs.

Chapter 3. Inspection of Statistical Reports, Elimination of Identified Errors and Deficiencies

  1. Responsible structural subdivisions of the central apparatus of the Central Bank and territorial main directorates of the Central Bank:

regularly monitor the timely and complete submission of statistical reports;

provide relevant explanations and practical assistance to commercial banks on the preparation of statistical reports;

take necessary measures to eliminate violations of deadlines and procedures for preparing statistical reports and to ensure their fairness.

  1. Statistical reports are inspected by responsible structural subdivisions of the central apparatus of the Central Bank and territorial main directorates of the Central Bank by comparing relevant indicators with balance sheet and other statistical report data, and through analytical and logical comparison with indicators of statistical reports from previous dates.

  2. In cases where errors and deficiencies are identified in statistical reports by responsible structural subdivisions of the central apparatus of the Central Bank or territorial main directorates of the Central Bank, relevant instructions are issued to commercial banks for the elimination of such errors and deficiencies, and the submission of corrected statistical reports is brought under control.

  3. In cases where errors and deficiencies are identified in statistical reports by the commercial banks that formed them after submission, the responsible structural subdivisions of the central apparatus of the Central Bank or territorial main directorates of the Central Bank are immediately notified of this.

  4. Errors and deficiencies in statistical reports are eliminated by commercial banks, and corrected statistical reports are reviewed and signed by the first heads (in exceptional cases, their deputies) and chief accountants of commercial banks.

  5. Corrected statistical reports are submitted to the responsible structural subdivisions of the central apparatus of the Central Bank or territorial main directorates of the Central Bank as appropriate.

Chapter 4. Final Provisions See previous edition.

  1. Responsibility for the correctness, completeness, and timely submission of data reflected in statistical reports is imposed on the heads of commercial banks in accordance with legislation.
