The Central Bank of Uzbekistan approves technical requirements for the construction of cash networks in bank and branch buildings, mandating that cash networks be located on the first floor and include specific rooms such as a cash vault, counting room, and collection box. The rules specify structural standards for vaults, including minimum dimensions (10 m² area, 2.5 m height), reinforced concrete construction, and ventilation, as well as security and lighting requirements for all cash handling areas. These requirements apply to all banks and their branches in Uzbekistan and entered into force on November 2, 2016.

These Technical Requirements establish the requirements for the construction of cash networks in bank and branch buildings. To facilitate the exchange of cash documents, the accounting department should be located in a place close to the cash network. [See previous edition.]
Taking into account the volume of the bank (branch) building and the location of rooms, the receipt cash desk, payment cash desk, or receipt-payment cash desk may also be organized separately from the cash network in accordance with these Technical Requirements. The placement of a currency exchange branch and retail operation cash rooms in the cash network is determined by the Head Bank, taking into account the processing of cash and other valuables (counting, sorting, wrapping, and performing cash operations) and ensuring their safekeeping. All rooms of the cash network must be located close to each other and conveniently arranged.
There must be no possibility for third parties to observe the process of handling valuables in the cash network. [See previous edition.]
The cash network and its rooms must be constructed taking into account the future increase in the volume of cash and other valuables stored in the bank (branch), as well as using non-combustible building materials.
Reconstruction, modification, and expansion work in the rooms of the cash network are carried out on the basis of fire safety requirements. In this case, conditions must be created for the safe evacuation of people and material assets from the bank (branch) building in emergency situations. The doors and corridors of the cash network rooms must be constructed with a width that ensures the free movement of loading carts (dimensions 700 x 1200 mm).
The surface of the floors in all rooms of the cash network must be at the same level.
Metal grilles made of wire with a diameter of at least 16 mm and holes no larger than 150 mm must be installed on the windows of all rooms of the cash network from the inside. [See previous edition.]
The manager's room in the cash network must be located in such a way as to allow monitoring of receipt and payment or receipt-payment cash operations.
The area allocated for the receipt cash desk, payment cash desk, or receipt-payment cash desk must provide the opportunity to ensure the safekeeping of cash and other valuables in the cash desk and to perform cash operations.
The front of the receipt cash desk, payment cash desk, or receipt-payment cash desk must face the cash hall.
To prevent free entry of customers into the cash room, a sturdy barrier must be installed on the side of the receipt cash desk, payment cash desk, or receipt-payment cash desk facing the cash hall.
When cashiers provide cash services to customers at the receipt, payment, or receipt-payment cash desks, opportunities must be created for customers to observe the activities of the cash staff.
The side of the receipt cash desk, payment cash desk, or receipt-payment cash desk facing the cash hall must be equipped with conditions for customers to receive or hand over cash and other valuables.
When the receipt cash desk, payment cash desk, or receipt-payment cash desk in a bank (branch) is organized separately, located side by side, these cash desks must be equipped with conditions to ensure the safekeeping and integrity of cash and other valuables, as well as the ability to control cash operations.
The receipt cash desk, payment cash desk, or receipt-payment cash desk must have a door with a width of at least 90 cm that can be locked from the inside and outside, as well as a separate corridor connecting it to other rooms of the bank (branch) cash network. A separate room or area must be allocated in the cash hall for customers to recount cash obtained from the cash desk.
A counting cash room is organized for sorting, packing, counting, and wrapping incoming cash in the cash network. [See previous edition.]
The area of the counting cash room must be constructed taking into account that at least 4 m² of area corresponds to one employee. If the windows of the counting room are located on the outside of the building, these window grilles must be equipped with additional metal mesh with a cell size of 5 x 5 cm.
The counting cash room must have natural light, and in addition, the illumination level at the cashier's workplaces must be at least 400 lux. [See previous edition.]
The anteroom of the cash vault in the cash network must be an anteroom of the cash vault with an area of at least 6 m². The anteroom of the cash vault must be directly adjacent to the cash vault. [See previous edition.]
If the door of the cash vault is required to be sealed, a special device for drawing out the smell emitted when heating the seal is installed in the anteroom of the cash vault. Installation of windows in the anteroom of the cash vault is prohibited.
Depending on the volume of stored cash and other valuables, several cash vaults may be constructed in the cash network of banks and their branches. [See previous edition.]
Entry to the cash vault is allowed only from the anteroom of the cash vault. If entry to several cash vaults is possible from one anteroom of the cash vault, this anteroom of the cash vault is considered the anteroom for all cash vaults.
The area of the cash vault must be at least 10 m², and the height must be 2.5 m. The walls, floor, and ceiling of the cash vault are poured from a reinforced concrete shell with a thickness of 20 cm. Its walls must be adjacent only to internal rooms.
The perimeter of the reinforced concrete shell of the cash vault must be surrounded by an additional wall made of fired brick with a thickness of at least 38 cm. The capital walls of the bank and its branch building may simultaneously serve as additional walls of the cash vault.
The cash vault must be located in the central part of the building without connecting to the outer walls of the bank building.
If the walls of the cash vault are connected to the outer (street or other building) walls of the building, a monitoring corridor with a width of 90–120 cm must be left between them.
Construction of technical basements under the cash vault is prohibited. [See previous edition.]
If the bank building is single-story, the space between the upper surface of the cash vault shell and the covering plate must be 25 cm.
The concrete mix must be prepared from cement of grade M 400–500, granite or diabase gravel with a size of 15–20 mm, sand with a modulus of fineness of not less than 2, and wire fragments with a diameter of 0.5–1.0 mm and a length of 30 mm.
The composition of the concrete mix must be as follows:
When pouring the concrete mix, it must be compacted with a vibrator, then moistened for 10 days during which the concrete hardens and is maintained at the required temperature.
The reinforcement of the reinforced concrete shell is made of two metal grilles with a cell size of 100x100 mm and a wire diameter of 16 mm of group A-III, with a gap of 100 mm between them. In this case, the intersection node of the reinforcement of one grille must coincide with the center of the cells of the second grille.
The doors of the cash vault must be armored. An inner metal grille door must be installed in the cash vault.
Ventilation must be installed in the cash vault. When designing ventilation, it must be taken into account that the temperature must be maintained at 18–25°C, the relative humidity of the air must be 45–60 percent, and three-fold air exchange must be ensured.
Special protected ventilation ducts must be installed in the lower and upper parts of the cash vault walls for air exchange.
Metal or plastic pipes with a diameter of 40–50 mm in a bent shape must be placed in the ducts, and it must not be possible to pour liquids into the cash vault from the outside.
Connection of consumers of electrical energy to emergency lighting networks is prohibited. The operability of emergency lighting must be checked at least once every quarter.
The illumination level of the cash vault must be at least 100 lux.
Metal pipes with a diameter of 20 mm and 15 mm with bent ends must be installed in the wall of the cash vault for connecting mechanization tools and the electrical source of the protection signaling system.
Cables for strong current and weak current must be passed separately through one and the other metal pipe, respectively. Their location must be determined by the number of mechanization complexes to be installed. The two ends of unused metal pipes must be sealed.
The cash vault must be equipped with two-tier metal shelves. All of them must be lockable. [See previous edition.]
An evening cash room is organized in the cash network for receiving collection bags (sacks) brought from banks (branches) and cash desks located outside the building that operate on an extended working day regime or collect funds along the route. The evening cash room must be located in a place close and convenient to the collection box or the place for unloading valuables. [See previous edition.]
If the bank (branch) does not have a cash vault for the evening cash, the evening cash room can perform the function of the cash vault for the evening cash. In this case, cash and other valuables in the evening cash room must be stored in non-combustible safes fixed to the wall or floor, with the safe doors locked and sealed. The cash vault of the evening cash of the bank (branch) must be constructed in accordance with paragraphs 22–25 of these Technical Requirements. The surface of the platform must be at the same level as the floors of the cash network rooms.
The vehicle entrance gate of the collection box must be made of metal with a thickness of not less than 3 mm (or other materials with equal strength).
In addition to operational cash rooms, a room for storing personal items and clothing of cashiers and household-economic rooms are organized in the cash network.
The cash network must have two entrance doors:
A peephole and a coded lock or self-locking device must be installed on the entrance door from the bank building to the cash network.
If the entrance door from the bank courtyard or collection box to the cash network is made of wood or metal with a thickness of less than 2 mm, it must additionally be equipped with a lockable metal grille.
All rooms of the cash network must be equipped with ventilation that circulates air.

The cash network must be equipped with hazard warning devices, protection signaling devices, and fire alarm devices. Electrical technical devices used in the cash network must be grounded.
The electrical network and lighting equipment of the cash network must be installed in compliance with fire safety requirements.
The device for turning on and off the lighting system of the cash vault room must be installed in the anteroom of the cash vault.
