Approval of the Instruction on Organizing Cash Operations, Collection, and Transportation of Valuables in Commercial Banks

RESOLUTION OF THE BOARD OF THE CENTRAL BANK OF THE REPUBLIC OF UZBEKISTON

ON APPROVING THE INSTRUCTION ON ORGANIZING CASH OPERATIONS, COLLECTION, AND TRANSPORTATION OF VALUABLES IN COMMERCIAL BANKS

This resolution recognizes as having lost its legal force the Resolution of the Board of the Central Bank of the Republic of Uzbekistan No. 16/20 dated April 28, 2018 "On Approving the Instruction on Organizing Cash Operations, Collection, and Transportation of Valuables in Commercial Banks," as well as its amendments and additions (registration number 1831-7, dated June 29, 2018).

In accordance with the Law of the Republic of Uzbekistan "On the Central Bank of the Republic of Uzbekistan," the Board of the Central Bank resolves:

  1. Approve the Instruction on organizing cash operations, collection, and transportation of valuables in commercial banks (in a new edition) in accordance with the Appendix.

  2. From the date of entry into force of this resolution, consider the following resolutions of the Board of the Central Bank of the Republic of Uzbekistan as having lost their legal force:

Resolution No. 10/2 dated May 17, 2003 "On Approving the Instruction on Organizing Cash Operations, Collection, and Transportation of Valuables in Commercial Banks" (August 1, 2003, registration number 1263 — Bulletin of Normative Legal Acts, 2003, No. 15);

Resolution No. 3-A/3-A dated March 12, 2005 "On Amending the Instruction on Organizing Cash Operations, Collection, and Transportation of Valuables in Commercial Banks" (March 29, 2005, registration number 1263-1 — Collection of Legislation of the Republic of Uzbekistan, 2005, No. 12-13, Article 98);

Resolution No. 18/6 dated August 20, 2005 "On Making Amendments and Additions to the Instruction on Organizing Cash Operations, Collection, and Transportation of Valuables in Commercial Banks" (September 28, 2005, registration number 1263-2 — Collection of Legislation of the Republic of Uzbekistan, 2005, No. 39, Article 302).

INSTRUCTION

ON ORGANIZING CASH OPERATIONS, COLLECTION, AND TRANSPORTATION OF VALUABLES IN COMMERCIAL BANKS

(new edition)

This Instruction is developed on the basis of the Law of the Republic of Uzbekistan "On the Central Bank of the Republic of Uzbekistan" (Bulletin of the Oliy Majlis of the Republic of Uzbekistan, 1995, No. 12, Article 247), the Law "On Banks and Banking Activity" (Bulletin of the Oliy Majlis of the Republic of Uzbekistan, 1996, No. 5-6, Article 54), and other legislative acts, and establishes a unified procedure for organizing cash operations in commercial banks, carrying out cash operations, collecting cash receipts, transporting and storing valuables.

Chapter I. General Provisions

  1. The Central Bank of the Republic of Uzbekistan has the exclusive right to issue money in the form of banknotes and coins as legal tender within the territory of the Republic of Uzbekistan.

  2. Counterfeiting and illegal production of banknotes and coins entail liability in accordance with legislative acts.

  3. The Central Bank does not compensate for destroyed, lost, counterfeit, forged, and invalidated banknotes and coins.

  4. The following terms are used in this Instruction:

banknotes — money issued into circulation by the Central Bank in the form of cash paper money of various denominations;

foreign currency securities — cash foreign currency, payment documents in foreign currency, securities in foreign currency, and pure gold;

collection service — a service related to the collection of daily cash receipts of bank clients, transportation of valuables of the bank (bank branch), and transportation of special cargo of economic entities based on a contract concluded between parties upon their request; (fourth sub-paragraph of paragraph 4 was edited in accordance with Resolution No. 17/5 of the Board of the Central Bank of the Republic of Uzbekistan dated June 11, 2011 (registration number 1831-2, July 21, 2011) — Collection of Legislation of the Republic of Uzbekistan, 2011, No. 29, Article 310)

collection point — a special place (room) where economic entities operating in the territories of markets and trade complexes deposit sealed collection bags containing daily cash receipts; (paragraph 4 was supplemented with a fifth sub-paragraph in accordance with Resolution No. 17/5 of the Board of the Central Bank of the Republic of Uzbekistan dated June 11, 2011 (registration number 1831-2, July 21, 2011) — Collection of Legislation of the Republic of Uzbekistan, 2011, No. 29, Article 310)

slip — a terminal receipt reflecting information confirming the execution of an operation using a bank plastic card, including the operation amount, type, date, as well as identification information of the bank plastic card and the terminal that formed this slip; (paragraph 4 was supplemented with a sixth sub-paragraph in accordance with Resolution No. 17/5 of the Board of the Central Bank of the Republic of Uzbekistan dated June 11, 2011 (registration number 1831-2, July 21, 2011) — Collection of Legislation of the Republic of Uzbekistan, 2011, No. 29, Article 310)

circulating cash desk — a cash desk organized for accepting cash and other valuables, storing them separately from other valuables, and disbursing them;

cash reserve — a reserve specially organized to meet the need of bank clients for cash;

evening cash desk — a bank cash desk that accepts bags containing cash and other valuables from the collection service after the end of the working day;

recounting cash desk — a bank cash desk that recounts, sorts, classifies, and wraps cash and other valuables in collection bags accepted during the bank's operational day and received by the evening cash desk;

receipt cash desk — a bank cash desk that accepts cash from bank clients during the bank's operational day;

disbursement cash desk — a bank cash desk that disburses cash to bank clients during the bank's operational day;

mobile cash desk — a bank cash desk that carries out cash operations outside the cash network (node) with the help of a specially equipped bank vehicle;

special cash desk — bank cash desks organized to accept cash receipts in trade and service enterprises with large cash receipts;

ATM — an electromechanical device intended for self-service by clients using the bank's plastic cards;

cash documents — monetary documents serving as the basis for accepting and issuing valuables and for formalizing them (receipt cash order, disbursement cash order, notice of deposit of cash, money receipt, supplementary registers, cargo bills, payment registers, etc.);

cash operations — accepting and issuing valuables to clients, recounting, sorting, breaking down, exchanging, and wrapping.

  1. Commercial banks (hereinafter referred to as banks) provide cash services to clients and accumulate cash in their cash desks, issuing it to clients.

  2. Operations performed by banks on cash transactions with clients are carried out in the manner established by this Instruction based on a contract concluded for servicing the bank account. Disputes regarding shortages, excesses, unfit, and counterfeit money found among the money issued to clients from the bank cash desk are regulated based on the bank account contract, and its terms must not contradict the procedure established by this Instruction.

  3. Circulating cash desks and operational cash desks are organized in banks for carrying out cash operations with clients and processing cash.

Operational cash desks consist of:

receipt and disbursement cash desks (receipt-disbursement cash desks), cash recounting desk, evening cash desk, special cash desk at economic entities, reserve for accepting utility payments, mobile cash desk, and others.

  1. The aforementioned cash desks are organized by order of the bank head based on the volume of cash operations, the number of clients served, and the established staff schedule of cash staff.

  2. Banks may install ATMs and payment terminals for self-service by clients, either in the bank or outside it, depending on the level of protection of these devices.

  3. Cash services provided to clients by the bank are carried out based on cash documents (money receipts, notice of deposit of cash, receipt and disbursement cash orders, supplementary registers, and cargo bills) accepted by bank employees.

  4. Bank accounting employees are responsible for keeping records of cash documents, verifying that client signatures match the samples provided to the bank, ensuring the availability of funds in their accounts, and the correct completion of passport information.

  5. Bank heads, chief accountants, and cash managers are responsible for providing timely and accurate cash services to clients, strictly adhering to the proper organization of cash operations, and ensuring the integrity of valuables.

Chapter II. Organization of the Work of the Cash Operations Management Department (Section) of Banks

  1. A Cash Operations Management Department (Section) is organized in major banks to control cash operations. The Cash Operations Management Department (Section) operates based on the "Regulation on the Cash Operations Management Department (Section)" approved by the Bank Board. It is not permitted to assign tasks to the Department (Section) not provided for in the Regulation.

  2. All obligations indicated in the Regulation of the Cash Operations Management Department (Section) are distributed in writing among the employees of the Department (Section). The distribution of tasks to be performed is determined by the head of the Department (Section), formally documented as job responsibilities, provided to each employee of the Department (Section) for review, and submitted with their signatures.

The executing employee is personally responsible for the timely performance of tasks assigned according to job responsibilities.

  1. Employees of the Department (Section) carry out work to properly organize cash operations based on their work plan, information available to them, as well as inspection documents, inspection, and analysis results. This includes studying how work is organized in bank branches regarding fire and security warning devices, fire alarm systems, permission and guarding procedures, inspecting them, and providing practical assistance.

  2. Employees of the Department (Section) must conduct inspections at least once a year in the bank branches under their control to provide practical assistance. They must eliminate errors and deficiencies identified during the work process in accordance with the requirements of this Instruction. The method for conducting inspections on the organization of cash operations, collection, and transportation of valuables in banks is specified in Appendix 6 of this Instruction.

  3. If necessary, the inspector issues a written instruction to the head of the bank branch specifying the exact timeframe for eliminating identified deficiencies and organizing the work properly.

  4. During the inspection of the proper organization of cash operations, a one-time certificate is issued to the employee, specifying the plan-task indicated in the study program and the timeframe for inspecting valuables in the cash storage vault, based on a service order signed by the bank head or the deputy bank head directly supervising the activities of this Department (Section).

  5. Heads of the Cash Operations Management Department (Section) of the major bank must review materials on the results of conducted inspections within 5 days from the date of receipt, listen to the personal opinions of the employees of the Department (Section) regarding the results of the conducted inspections, and take measures to improve the effectiveness of the work.

  6. The results of the inspection, along with recommendations, are submitted in writing to the Chairman of the Bank Board or the deputy head supervising this area of work. If necessary, appropriate instructions are given to the head of the bank branch.

  7. Heads of Cash Operations Management Departments (Sections) must establish control over the elimination of deficiencies identified in the bank where the inspection was conducted.

During subsequent inspections, it is mandatory to check whether deficiencies identified in previous inspections and audits have been eliminated in the work process.

If deficiencies and violations are repeated, their causes and responsible persons are identified, and appropriate and additional measures are taken on the spot. The inspector submits his recommendations to the head of the bank branch regarding holding responsible persons accountable for the deficiencies committed.

Chapter III. Organization of Cash Operations

  1. Each bank and its branch must have a structural unit — Cash Operations Section (Cash Desk) — within its composition to provide cash services to clients.

  2. To provide cash services to clients, banks submit a completed passport of the cash storage vault in the form specified in Appendix 14 of this Instruction, along with relevant documents, to the Territorial Main Directorate of the Central Bank for permission to provide cash services, in the manner established by the normative acts of the Central Bank of the Republic of Uzbekistan.

  3. The Territorial Main Directorate of the Central Bank of the Republic of Uzbekistan reviews the submitted documents, determines their compliance with the normative acts of the Central Bank of the Republic of Uzbekistan, conducts inspections of the cash network on the ground, prepares its conclusion, and sends the documents for registration to the Emission-Cash Operations Management Department of the Central Bank of the Republic of Uzbekistan. (first sub-paragraph of paragraph 24 was edited in accordance with Resolution No. 9/1 of the Board of the Central Bank of the Republic of Uzbekistan dated May 6, 2017 (registration number 1831-4, June 14, 2017) — Collection of Legislation of the Republic of Uzbekistan, 2017, No. 24, Article 508)

The passport of the cash storage vault is prepared in four copies with the stamp "For Operational Use." After registration by the Emission-Cash Operations Management Department, one copy is stored in a fireproof safe. The remaining three copies are sent to the Territorial Main Directorates of the Central Bank on the ground. The first copy of the cash storage vault passport is sent by employees of the Emission-Cash Operations Section to the newly opened bank branch, the second copy to the major bank of the opening bank, and the third copy is permitted to be stored in the fireproof safe of the Emission-Cash Operations Section on the ground. If the address or name of the bank and its branch changes, the heads of the major bank and its branch must take measures to submit the necessary set of documents to the Central Bank of the Republic of Uzbekistan for re-registration of the cash storage vault passport.

If registration of the passport is refused, the Central Bank informs in writing of the reasons for the refusal.

In cases where the name or address of the bank (its branch) changes or its activities are terminated, a special commission is formed to destroy all seals and stamps existing in the bank, and the task of registering all seals and stamps is assigned to this commission. The destruction of seals and stamps is carried out on the basis of the requirements of the Regulation "On the Procedure for Making, Storing, and Using Seals and Stamps" (registration number 1077, October 27, 2001) (Bulletin of Normative Legal Acts of Ministries, State Committees, and Departments of the Republic of Uzbekistan, 2001, No. 20). (paragraph 24 was supplemented with a sixth sub-paragraph in accordance with Resolution No. 17/5 of the Board of the Central Bank of the Republic of Uzbekistan dated June 11, 2011 (registration number 1831-2, July 21, 2011) — Collection of Legislation of the Republic of Uzbekistan, 2011, No. 29, Article 310)

  1. The registered passport of the cash storage vault serves as the basis for providing cash services to clients and setting the limit for the circulating cash desk.

  2. In bank branches with large cash receipts, the Cash Operations Section (when the number of employees exceeds 15 people) may be managed by a head exempted from working with valuables. He manages and controls the Cash Operations Section. He is equally responsible with the bank head for the proper organization of cash operations, full storage of all valuables available in the bank, and providing accurate cash services to clients.

  3. Material liability related to the storage of valuables and carrying out operations with them is assigned to the bank's cash manager on the basis of the sample contract of full personal material liability presented in Appendix 3 of this Instruction. If necessary, the aforementioned duties may be assigned to the head of the Cash Operations Management Department (Section) based on the order of the bank head.

  4. The cash manager is strictly prohibited from performing the bank's operations related to receipts, disbursements, and foreign currencies.

  5. Heads of the Cash Operations Management Department (Section) (cash managers) are appointed and dismissed by the heads of the bank (branch) in agreement with the heads of bank departments (republican, regional, city). Individuals who have worked in the bank system for at least 3 years and have higher economic education are appointed to the position of head of the Department (Section), and individuals who have at least 3 years of work experience in a bank cash desk and have higher or secondary special education are appointed to the position of cash manager.

  6. The bank head must pay special attention to selecting honest and reliable employees for cash operations. When hiring a cashier, it is required to carefully check his references from his previous place of work (if he has not worked anywhere, a character reference from his place of residence), and if necessary, obtain the relevant character reference.

  7. The bank requires information from the district Internal Affairs Departments, from the place of residence, and medical certificates regarding the employee's previous lack of criminal record and health, as well as photographs. Hiring of cash staff is formalized by an order issued by the bank. The labor contract concluded with the employee serves as the basis for issuing the order.

  8. Persons who have reached and exceeded the age of 18 are accepted for the position of cashier. A contract on full personal material liability is concluded individually with each cashier.

The above-mentioned requirements also apply to the controller-accountant of the evening cash desk.

  1. Close relatives are prohibited from working together in the cash desk if their work is directly related to subordination to each other or mutual control.

  2. It is strictly forbidden to allow employees who are unprepared or inexperienced to carry out operations with cash and valuables.

  3. The bank head must create all necessary conditions for fulfilling the established requirements for working with valuables in cash desks and cash storage vaults.

  4. In banks and their branches (mini-banks), a separate room must be allocated for storing the personal clothing, bags, and money of cash staff. The key to the room must be kept by the head of the Cash Operations Section or the cash manager during the working day, and in mini-banks, by the mini-bank manager.

  5. Bank heads must ensure that cashiers are provided with special clothing or smocks, soap, towels, vaseline or glycerin, and technical alcohol for periodically cleaning money counting machines, based on sanitary and hygienic requirements.

  6. Cash networks of banks must be equipped in accordance with the technical requirements for the design and construction of cash networks, separated from other services, and located on the first floor of the building in accordance with technical requirements.

  7. Opportunities for observation and study of the location of the cash network by foreign persons must not be created. The entrance door to the cash network must be locked with a lock that closes from the inside during the working day, and a special peephole for viewing from the outside must be installed on it.

  8. Cabins of operational cash desks must be equipped in such a way in the cash network that opportunities are created for officials responsible for the integrity of valuables (head, cash manager) to monitor the work of cashiers.

If doors are installed between the cabins of operational cash desks, locking devices must be installed on both sides of each door.

  1. The doors of cabins providing cash services to clients must be equipped with doors that can be locked from the inside.

  2. Drawers of cashiers must be equipped with special tables with separate locks.

  3. Cashiers must be provided with safes, metal cabinets, and iron trolleys for storing valuables during the working day and for transporting valuables.

  4. Cashiers of receipt and disbursement cash desks must be provided with signature samples of accounting employees authorized to sign receipt and disbursement cash documents, and accounting employees engaged in formalizing receipt and disbursement cash operations must be provided with signature samples of cashiers.

Providing signature samples to relevant employees in a timely manner, replacing them with new ones when they leave their jobs, retrieving the old ones, and establishing control over this issue are carried out by the chief accountant of the bank, and signature samples must be approved by the head of the bank branch.

Signature samples must be updated annually as of January 1.

Chapter IV. Sorting and Wrapping of Money and Coins

  1. The unified procedure for sorting, wrapping, formalizing, and storing cash established by this Instruction applies to all banks of the Republic of Uzbekistan.

  2. All cash arriving at bank cash desks must be recounted one by one and in bundles in the prescribed manner.


  1. Cashiers must sort the cash and coins they accept into the cash register by denomination, and then separate the banknotes into usable and worn-out categories, and the coins into usable and defective categories.

  2. The cashier bundles and wraps usable banknotes sorted by denomination separately from worn-out banknotes. Each bundle of worn-out banknotes must be stamped with a rectangular seal marked "Worn-out" showing the bank's name, its code, and the cashier's surname and initials on the banderol and in the upper right corner of the top overlay.

To distinguish bundles of worn-out banknotes from usable ones, top overlays with a diagonal red line 10 mm wide must be used. Worn-out banknotes are not allowed to be reissued into circulation, and the cashier who stamped the bundle of worn-out banknotes is personally responsible.   1. Every 100 banknotes of the same denomination are sorted into bundles and wrapped and tied in a cross shape with a standard banderol. The banderols must bear a rectangular seal with the bank's name, its code, denomination, amount placed, date, and the surname and initials of the cashier who performed the sorting and recounting, along with a signature.

  2. Banderols must have specific distinguishing lines based on the denomination of the banknotes, namely:

  • Banderols intended for wrapping banknotes with a value of 1 sum — solid (uniform) color;
  • For 3 sum — one red line 10 mm wide;
  • For 5 sum — one blue line 10 mm wide;
  • For 10 sum — two red lines 8 mm wide;
  • For 25 sum — two blue lines 8 mm wide;
  • For 50 sum — two yellow lines 8 mm wide;
  • For 100 sum — three red lines 8 mm wide;
  • For 200 sum — three maroon lines 15 mm wide;
  • For 500 sum — one green line 15 mm wide;
  • For 1000 sum — one blue line 15 mm wide;
  • For 5000 sum — one dark brown line 15 mm wide;
  • For 10000 sum — two green lines 15 mm wide;
  • For 50000 sum — two blue lines 15 mm wide.   1. For bundles that are automatically wrapped/banderoled, uniform-colored banderols without distinguishing lines are used.

  2. Every 10 bundles (1000 pieces) of banknotes of the same denomination are placed into one bundle. A standard cardboard overlay is placed on top and bottom of the bundle, and it is wrapped and tied twice in a cross shape with a tie that has no knots or loose ends, and tied four times.

  3. The cashier wrapping and tying the bundles seals them with a seal bearing the sequence number of the seal along with the bank code near the knot at the ends of the tie. The length of the tie after the seal is applied must not exceed 2 cm.

  4. The top overlays must bear the bank's name, its code, the banknote denomination, the amount of banknotes placed, the date, the signature of the cashier who sorted and recounted the banknotes, and a rectangular seal with the cashier's surname and initials.   5. If banknotes are placed in polyethylene bags, the bundles of banknotes are wrapped with one horizontal banderol, and the requisites specified in Paragraph 49 of these Guidelines, which must be applied to ordinary banderols, are applied to them. During the wrapping and tying process, overlays with requisites specified in Paragraph 54 of these Guidelines are used. The cashier who formed the bundles places the banknote bundles into the bags, welds and seals the polyethylene bags using a welding (multivac, etc.) apparatus, and applies the bank's name, its code, and the cashier's personal code to both seams of the bag through a cliché installed on the apparatus.

  6. Banknotes of the "Davlat Belgisi" State Production Association are bundled in lots of 100 and wrapped/tied with one horizontal banderol. Bundles consisting of 10 bundles are pulled and tied with one horizontal banderol, on which the requisites showing the name of the "Davlat Belgisi" State Production Association, the denomination of the banknotes, the amount placed, and the cashier's surname or code are stamped. The bundles are placed in polyethylene bags and sealed.

  7. Separate bundles that are insufficient to form complete bundles are recounted one by one by the cashier who accepted them and may be tied together into incomplete bundles of the same denomination or different denominations (1 and 3 sums separately, 5, 10, 25, 50, 10000, and 50000 sums separately, 200, 500, 1000, 5000, and 10000 sums separately), provided that the number of bundles in one bundle does not exceed 10.   8. Requisites for the top overlays of bundles made from bundles of incomplete bundles and banknotes of various denominations are written by hand. On the overlays of bundles formed from bundles of banknotes of various denominations, the number and amount of banknotes of each denomination and the total amount are indicated.

Usable banknotes remaining in the circulating cash that do not form complete bundles must be formed into separate bundles of usable banknotes and separate bundles of worn-out banknotes.

  1. Cashiers place usable coins into bags by denomination. Bags of coins of the same denomination are placed into standard bags without external seams. The mouth of each bag is sewn together with a label made of fabric and securely tied with a tie that has no knots or loose ends in 2.5 rotations. After the tie is tightened, a seal is applied. The labels attached to the bags and coin bags must bear the bank's name, its code, the date of wrapping/tying, the coin denomination, the amount, the cashier's signature, and a rectangular seal with the cashier's surname and initials.

  2. Labels made of cardboard may be attached to coin bags in the circulating cash. After the ends of the tie are passed through the labels, the tie is tightened and a seal is applied. In cases where coins are transported from the circulating cash, the mouth of the bags must be sewn together with a label made of fabric.

  3. On the labels made of fabric attached to coin bags wrapped/tied at the Mint of the "Davlat Belgisi" State Production Association, the name of the Mint, the coin denomination, the amount placed, the date of wrapping/tying, and the controller's code are indicated. For each nominal value of the coin: 1 sum — yellow, 5 sum — blue, 10 sum — white, 25 sum — light red (pink), 50 sum — green, and 100 sum — red, as well as 500 sum — light blue, separate labels of the corresponding color are attached.   4. The mouth of the bag is sewn with a thread of two colors: the side with the label is white, and the back side is red.

In this case, the red thread performs not only the function of an ordinary seam but also serves as a control seam and seal.

The sewn seam must ensure firm holding and must not allow it to unravel from itself in a volume where the edges are not less than 3 cm and have free ends.

When the employee opens the bag, they must ensure the integrity of the bag and seams, untie the first knot of the red control thread on the right side of the label, and pull both threads.

The seam must unravel easily, and the unraveled threads must remain intact.

When accepting coin bags, attention must be paid to the presence of the label, and the integrity of the bag, seam, thread, etc. A broken thread is equivalent to a broken seal. Cash-in-transit employees are prohibited from accepting bags in suspicious bundles from the Mint or banks.

  1. The maximum (maximum) amount of coins to be placed in one bag is set as follows: for copper (yellow-colored) coins with a value of 1, 3, and 5 tiyin — 50 sums; for nickel coins with a value of 10 and 20 tiyin — 250 sums; for coins with a value of 50 tiyin — 500 sums; for coins with a value of 1 sum — 1000 sums; for coins with a value of 5 sum — 5000 sums; for coins with a value of 10 sum — 10000 sums; for coins with a value of 25 sum — 25000 sums; for coins with a value of 50 and 100 sum — 50000 sums; and for coins with a value of 500 sum — 500000 sums.   2. If discrepancies are found in coin bags, the requirements of Paragraph 316 of these Guidelines must be followed. The bag containing the coins, the label, and necessarily both intact (white and red) threads with which the bag was sewn must be attached to the act.

  3. If part of the coins in the bag is taken out or additional coins are added, the remaining coins must be counted piece by piece, and the packaged coins in the bag must be recounted based on their inscriptions. In this case, the bag is resealed, the cashier signs it, and a new label is attached to the bag.

  4. Coin bags remaining with cashiers, if complete bags cannot be formed from them, are given to one or more cashiers for combining and wrapping/tying. Bags that cannot form complete bags may be placed into incomplete bags of the same denomination (nickel coins separately, bronze coins separately). However, their wrapping and tying must not exceed the Mint standard. The labels of these bags indicate the amount of coins of each denomination.

Labels attached to complete and incomplete bags formed from bags containing coins of various denominations must have the word "Mixed" written on them.

  1. Bundles of banknotes intended for giving to customers on the same day are placed with only top standard overlays made of thick paper, and they are tied in a cross shape with a tie. In this case, no seal is applied to the ends of the tie.

  2. Coin bags intended for giving to customers on the same day are tied with a tie, and a label made of cardboard is attached. In this case, no seal is applied to the ends of the tie.

  3. Bundles of banknotes and coin bags of banknotes remaining in the circulating cash for the next day and recounted and wrapped by the cash manager are tied in a cross shape with a tie without applying a seal. Banknotes that are insufficient to fill bundles are wrapped and tied with a banderol, but they are not placed into bundles.

In addition, coins remaining in the circulating cash and recounted and packaged by the cash manager may be stored in the cash reserve in bags and coin bags in amounts not exceeding the daily need.

Chapter V. Rules for Conducting Operations in Incoming Cash Registers

  1. Cash deposits from customers into their bank accounts are carried out based on cash deposit notices in Form 001 presented in Appendix 5 of these Guidelines, and the acceptance of other types of one-time payments is carried out through incoming cash orders in Form 008 specified in Appendix 4, with the issuance of receipts in Form 004 shown in Appendix 44.

  2. The cash deposit notice in Form 001 consists of three parts — the cash deposit notice, the receipt, and the order. The cash deposit notice is attached to the daily cash documents, the receipt is given to customers handing over the cash, and the orders are given to accounting staff.

  3. When cash is accepted from bank employees, copies of incoming cash orders signed by the cashier and stamped with the seal of the incoming cash cashier are given instead of receipts.

When accepting utility payments (heating, hot water, drinking water, sewage, electricity, gas, and waste) from individuals, payment blanks developed by each service-providing organization are used.

All one-time payments are carried out using blanks in Form 002-S-TX. The form of the blank is presented in Appendix 49 of these Guidelines. The first part of the blank notice is attached to the bank's daily cash documents, and the second part is given to the customer. When individuals pay taxes, they must use a special payment blank (Appendix 50 of these Guidelines). The payment blank consists of three parts — the notice, the stub, and the incoming order. The incoming order is attached to the daily cash documents, the stub is given to individuals who paid the taxes, and the notice is submitted to the relevant district (city) state tax inspection employees (specialists) upon their request.   1. Before customers deposit cash into bank accounts, accounting staff check and formalize the documents in the manner specified in the "Guidelines on Accounting and Organization of Accounting Work in Banks of the Republic of Uzbekistan" (Registration No. 1834, July 11, 2008) (Collection of Legislation of the Republic of Uzbekistan, 2008, No. 28, Article 276).

After that, the documents are signed in the incoming cash register journal and handed over to the cash register. (First paragraph of Paragraph 73 was edited by Resolution No. 17/5 of the Board of the Central Bank of the Republic of Uzbekistan dated June 11, 2011 (Registration No. 1831-2, 21.07.2011) — Legislative Acts of the Republic of Uzbekistan, 2011, No. 29, Article 310)

  1. After receiving the incoming documents, the cashier must check for the presence of accounting staff signatures on them and ensure that these signatures match the samples kept by the cashier, check that the customer's signature is present, and verify that the amount indicated matches the amount written in numbers and words. After that, the cashier must call the customer and accept the cash piece by piece.

  2. If the customer hands over cash to the bank cash register based on several incoming documents for several accounts, the cashier accepts the cash separately for each document.

  3. There should be no cash other than the cash being accepted from the person depositing the money on the cashier's desk. All cash previously accepted by the cashier must be stored in desk drawers, metal cabinets, or safes.

The workplace of the incoming cash cashier must be equipped in such a way that it allows the customer to observe the recounting of the cash.

  1. After accepting the cash, the cashier compares the amount indicated in the incoming document with the amount obtained upon recounting. If they match, the cashier signs the cash deposit notice in Form 001, the receipt, and the corresponding order (incoming cash orders), stamps the receipt (copy of the incoming cash order) with a seal, and gives it to the person handing over the cash. After that, the cashier sends the order of the notice and copies of the incoming cash orders to the responsible executor or the employee maintaining the incoming cash register journal, and keeps the cash deposit notice for themselves.

  2. If the amount of cash handed over by the customer does not match the amount indicated in the document, the customer is offered to refill the document. The cashier draws a line through the original document and writes the actually accepted cash amount on the back.

The incoming documents are given to the accounting staff. The accounting staff erases the initially indicated amount in the cash register journal, writes the new amount of the placed cash, formalizes the accepted documents again, and sends them to the cash register. Receipts in Form 004 are stored in the manner specified in Paragraph 79 of these Guidelines, and incoming documents are destroyed.

  1. If the customer has not handed over cash to the bank cash register, the cashier returns the incoming documents along with the receipts to the accounting staff to determine the reason. After determining the reasons for non-handover, the reasons for non-handover are indicated on the receipts, and the head of the bank, chief accountant, or their deputies sign the document.

In such cases, entries in the cash register journals are erased, incoming documents are destroyed, and receipts in Form 004 are returned to the accounting staff, who paste them onto the cover of the receipt books.

  1. If unusable banknotes are found, the cashier must give them to the cash manager for verification. If the unusability of these banknotes is confirmed, a seal with the bank's name and the signature of the person who made the decision are applied, and a seal stating "Exchange Refused" is stamped, and the banknotes are returned to the owner or, at the customer's request, handed over for expertise in the manner specified in Paragraph 197 of these Guidelines.

If counterfeit banknotes are detected, the cashier must immediately notify the head of the cash operations department (cash manager) and the bank manager, and subsequently act in accordance with the requirements specified in Paragraph 203 of these Guidelines.

Such banknotes are not included in the placed amount; instead, the customer is offered to cover the amount of unusable or counterfeit banknotes not received (pay) or to fill out another incoming document in the manner specified in Paragraph 78 of these Guidelines for the actually accepted usable banknote amount.

  1. The cashier must record in their book in Form 155 presented in Appendix 13 of these Guidelines the amounts of cash accepted and handed over from the cash manager every day.

  2. At the end of the bank's operational day, based on the accepted documents, each cashier of the incoming cash register prepares a certificate in Form 109 and compares the amount in it with the amount of cash they accepted. The certificate is signed by the cashier, and the cash turnovers (turnovers) indicated in it are compared with the entries in the cash register journals of the accounting staff. The comparison is formalized by the signature of the accounting staff on the certificate in Form 109 of the cashier and the signature of the cashiers on the incoming cash register journals of the accounting staff. The form of the certificate is presented in Appendix 12 of these Guidelines.

  3. Maintaining the incoming (outgoing) cash register journal is assigned to one of the accounting staff.

  4. The cash accepted by the cashier during the bank's operational day is bundled in the manner specified in Chapter IV of these Guidelines and handed over to the cash manager along with the incoming documents and the certificate in Form 109, signing the book in Form 155.

  5. The cash manager compares the accepted cash amount with the cashier's certificate, writes the accepted amount in their book in Form 155, signs the certificate, and gives it to the chief accountant to check the correct use of receipts in Form 004. After the certificate is checked, it is signed by the chief accountant and given to a specially assigned employee for attachment to the day's cash documents.

  6. Cash insufficient to form complete bundles and bundles at the end of the day is given to one of the circulating cash cashiers to combine, signing the book in Form 155 based on the cash manager's instruction.

  7. If necessary, cash received by incoming cash registers may be given to the cash manager several times during the bank's operational day, signing the book in Form 155.

In such cases, before handing over the cash, the cashier must ensure that the actually received cash matches the total amount of cash in the accepted incoming cash documents.

  1. All cash received before the end of the bank's operational day must be deposited into the circulating cash and transferred to the corresponding account on the bank's balance sheet on the same working day.

Chapter VI. Issuing Cash and Valuables through Outgoing Cash Registers

  1. Cash is issued from the bank cash register in the following manner:

a) To business entities — based on cash checks in the form specified in Appendix 45 of these Guidelines;

b) To individuals who have taken loans from the bank, borrowers, and pensioners — based on outgoing cash orders presented in Appendix 11 of these Guidelines. The issuance of cash for the needs of the bank's management apparatus and other expenses is also carried out in exactly this manner. (Sub-paragraph "b" of Paragraph 89 was edited by Resolution No. 17/5 of the Board of the Central Bank of the Republic of Uzbekistan dated June 11, 2011 (Registration No. 1831-2, 21.07.2011) — Legislative Acts of the Republic of Uzbekistan, 2011, No. 29, Article 310)

c) For payment of interest on deposits and return of deposits to depositors — through deposit cash registers in accordance with the requirements of the "Guidelines on the Procedure for Conducting Deposit Operations in Banks of the Republic of Uzbekistan" (Registration No. 2711, August 26, 2015). (Sub-paragraph "c" of Paragraph 89 was edited by Resolution No. 9/1 of the Board of the Central Bank of the Republic of Uzbekistan dated May 6, 2017 (Registration No. 1831-4, 14.06.2017) — Legislative Acts of the Republic of Uzbekistan, 2017, No. 24, Article 508)

89-1. When performing outgoing operations using bank plastic cards, the automatically generated and printed slip is equated to outgoing cash orders. At the end of the day, an outgoing cash order is formalized for the total amount of cash withdrawn by individuals from bank plastic cards through the terminal in the bank cash register. In this case, the amount of each operation performed through bank plastic cards must be entered into the information tape specified in Paragraph 231 of these Guidelines. (Paragraph 89-1 was added based on Resolution No. 17/5 of the Board of the Central Bank of the Republic of Uzbekistan dated June 11, 2011 (Registration No. 1831-2, 21.07.2011) — Legislative Acts of the Republic of Uzbekistan, 2011, No. 29, Article 310)

  1. In cases where pensions and benefits are issued based on the order of the pension-setting body, an outgoing cash order is written and attached to the daily cash documents along with the order.

  2. After the bank's cash reserve is opened, the cash manager, branch manager, and chief accountant recount the cash balance in the circulating cash. After ensuring that the cash balance matches the data in the book in Form 120 presented in Appendix 40 of these Guidelines, the cash manager gives the amount of cash necessary for outgoing operations to the cashiers, signing the book in Form 155 under a reporting condition. Complete and incomplete banknote bundles are checked based on the information on the overlays, and bundles consisting of incomplete bundles are recounted one by one (recounting may be carried out under the supervision of one of the cash employees appointed by the cash manager) and accepted.

Coins are accepted based on the inscriptions on the labels and bags.

  1. The cashier must record in their book of Form 155 all amounts received from the cash manager under the condition of reporting, the number and amount of documents paid, and the remaining balance of amounts under their accountability, which must be returned to the cash manager with a signature.

  2. After the cash manager has provided the necessary amount of money to the cashiers under the condition of reporting, the cash manager must recount the remaining cash in the vault and compare it with the cash balance at the beginning of the working day.

  3. A representative of a business entity submits money checks and other documents to the employee of the bank's accounting department (front office) serving this customer to withdraw cash. After verifying these documents, they provide the customer with the control mark of the money check or the detachable stub of the expense order to present to the cashier.

  4. Expense documents are submitted to the cashier by accounting (front office) employees with a signature on the data entry sheet (cash journal) in specific cases. It is strictly prohibited for the person receiving the money to submit expense documents to the cashier.

  5. At the discretion of the bank's chief accountant, the keeping of the cash journal in two copies is permitted, and the submission of expense documents to the cashier is allowed after the cashier signs the first copy of the cash journal.

  6. Upon receiving an expense document (money check, cash order, etc.), the cashier must perform the following:

a) call the person receiving the money by the number of the expense document;

b) compare the number of the control mark or detachable stub presented to the cashier with the number in the expense document and paste the control mark or detachable stub onto the corresponding check or order;

c) verify the presence of signatures of bank officials authorized to decide on the payment of money and ensure that these signatures match the existing samples;

d) verify that the amounts written in numbers and words in the document match;

e) verify the presence of the personal signature of the person receiving the money and the signature of the bank's responsible employee;

f) verify the presence of a passport or certificate confirming the identity of the person receiving the money (the certificate is issued only by the Ministry of Defense, Ministry of Internal Affairs, National Security Service, and Ministry of Emergency Situations to their employees);

g) compare the information in the passport or certificate confirming the customer's identity with the information in the check;

h) prepare the amount of money indicated in the document, ask the person receiving the money how much money they are receiving, compare the prepared amount of money once again with the expense documents, and after handing it to the person receiving the money, obtain their signature on the expense documents.

There must be no other money on the cashier's desk besides the money prepared for handover.

  1. The cashier must hand over money in intact bundles and stacks according to the amounts indicated on the wrappers and bands, without counting the money one by one.

In this case, the seals on the bundles (guarantee seams with the cashiers' personal numbers) must be cut in the presence of the person receiving the money. The cashier must count the money in incomplete stacks and in stacks with damaged wrappers one by one.

Coins placed in bags and packets are handed over according to the inscriptions on the packets and bands. If a whole bag of coins is handed over, the bank cashier must cut the seal on the bag in the presence of the person receiving the money.

  1. After opening a stack to count the money one by one, the cashier must recount all the money in it one by one.

  2. In cases where bundles of money in the wrappers of the "Davlat Belgisi" State Production Association under the Central Bank of the Republic of Uzbekistan are opened and handed over to customers in separate stacks or counted one by one, the money in the bundle must be pre-counted and fully recounted one by one in the presence of the cash manager or an employee assigned for this purpose.

  3. When handing over money in the wrapper of the "Davlat Belgisi" State Production Association to a customer, the series and numbers of the last three denominations must be recorded in a separate notebook, and the money must be handed over with the customer's signature.

  4. When handing over money to customers, cashiers are prohibited from exchanging money of one denomination for money of another denomination at the customer's request.

  5. The person who received money from the bank cashier must, without leaving the vicinity of the cashier, compare the total amount received with the amount indicated in the document, check it by bundles and stacks, and accept it by recounting individual unstacked money one by one under the supervision of the cashier who handed over the money.

  6. The bank customer must recount all money received one by one in a specially designated room under the supervision of the bank cashier or controller.

In such cases, the cashier of the expense cash does not cut the seals or guarantee seams on the bundles of money being handed over, but rather monitors the full preservation of seals, knots, bands, etc. In the event of an excess or shortage from the money stack, a protocol of Form 145 specified in Appendix 31 of these Instructions is drawn up in two copies; if unusable or counterfeit money is detected, a protocol of Form 145a is drawn up. The first copy of the protocol is attached to the daily cash documents, and the second copy is sent to the accounting department for making accounting entries. In this case, all bands, sealed packaging material, or polyethylene bags and the top wrapper of the stack with the incorrect amount, as well as the label of the bag containing coins, are fully preserved along with the sealed packaging.

  1. After the customer has recounted the cash in one bundle, the bank controller cuts the seal on the bundle (guarantee seams with the cashiers' personal numbers) and continues to monitor the money being recounted by the customer by stacks.

  2. Applications from recipients regarding a shortage of money or coins will not be satisfied if they did not recount the money without leaving the vicinity of the cashier or did not recount it under the supervision of the bank controller in the room allocated for recounting. A notice must be posted in a conspicuous place in front of the expense cashiers regarding this.

Regardless of whether the complaints of the money recipients are satisfied or not, the bank manager must take measures to examine the application regarding the shortage of money.

  1. It is prohibited to perform such operations if a representative of a business entity submits a check and an announcement for cashing checks and cash simultaneously without depositing cash to the bank cashier.

  2. In specific cases, if the bank manager permits partial payment of the amount indicated in the check, a certificate may be issued to the person receiving the money regarding the actual amount of money being paid under this check.

The certificate is signed by the manager and chief accountant and stamped with the bank seal. A note is written on the back of the check regarding the amount of money received from the person receiving the money. A copy of the certificate regarding the partial payment of money is attached to the check and attached to the day's cash documents.

  1. At the end of the bank's operating day, after comparing the amount received on an accountability basis by the cashier with the amount in the expense documents and the cash balance, the cashier draws up and signs the reporting statement of Form 110 provided in Appendix 35 of these Instructions and compares the cash turnovers indicated therein with the entries in the cash journals of the bank's accounting department employees. The comparison is formalized by the cashier signing the expense cash journal and the signatures of the accounting department employees on the cashier's statement.

  2. The expense turnovers of the cash are entered into the summary statement of cash turnovers of Form 111 provided in Appendix 36 of these Instructions by the total amount.

  3. The cashier, in the prescribed manner, signs the book of Form 155 with the prepared cash balance and the day's expense cash documents along with the reporting statement and hands them over to the cash manager. The cash manager checks the reporting statement, compares it with the cash balance, signs it, and gives it to one of the cashiers to attach to the day's cash documents.

  4. At the end of the bank's operating day, the money in separate stacks wrapped and tied by other cashiers and unsealed money bundles remaining with the cashiers must be recounted one by one in the prescribed manner and wrapped and tied before being handed over to the cash manager. Separate packets of coins placed by other cashiers are not counted one by one but are placed in a combined bag of coins of different denominations (nickel coins separately, bronze coins separately).

Money in bundles and stacks that cannot be fully tied may be handed over by the turnover cash cashier to one of the cashiers at the end of the day under the instruction of the cash manager to combine them, having signed their book of Form 155.

  1. The remaining advance (advance payment) received for paying salaries to bank employees, after the end of the working day, is placed in a bag by the cashier, the mouth of the bag is sewn together with a label, and it is tied tightly with a cord. There should be no knots or tied places on the cord. After indicating the date of tying the bag and the amount of money placed in it on the label, the cashier signs it and stamps it with a rectangular seal with their name written on it.

After the ends of the cord are tied, it is sealed with the cashier's seal. This bag is handed over to the cash manager, having signed the book of Form 155, for storage until the beginning of the next working day.

The cash manager checks the integrity of this bag and its correct tying upon acceptance without passing it through the balance sheet.

  1. The cash available in the turnover cash may be prepared in advance by banks for the purpose of handing over cash to customers based on customer orders, without exceeding its limit.

  2. The preparation and wrapping/tieing of cash to be handed over the next working day according to cash checks received from the bank accountant is carried out in the following order:

a) The cashier assigned to prepare the money in advance checks the correct documentation of the expense documents they have accepted after the end of the cash shift. If the available cash is insufficient, the cashier may accept the missing amount from the cash manager through their book of Form 155;

b) Cash prepared separately for each document (complete and incomplete bundles, bags of coins with pre-cut seals, stacks of money) is handed over to the cashier. Under the supervision of the controller, they check that the money amounts and bundles are selected correctly and place them in a bag without external seams. The mouth of the bag is sewn and tied tightly with a cord without knots or tied places. The date of wrapping/tieing and the total amount of money placed are indicated on the label. After that, the signatures of the cashier and controller are affixed, and rectangular seals with their surnames and names are stamped. The ends of the cord are tied, sealed with the cashier's seal, and the expense documents are attached to the label.

Bags containing small amounts of money prepared for handover may be placed in a common bag or a lockable cart. The cashier seals them, attaches a label indicating the total amount of money placed. The label is signed with the date, signatures of the cashier and controller, and stamped with a rectangular seal with the surname and name written on it. In such cases, all expense documents are attached to the common label;

c) The cash manager accepts the cash prepared for handover along with the expense documents, signing the cashier's book of Form 155.

  1. Money is accepted based on the inscriptions on the labels attached to the bags (carts), and their integrity, correct wrapping/tieing of the money, and clear impression of the seals are checked.

The cashier accepts the money in exactly this manner the next morning from the cash manager, having signed the book of Form 155.

  1. The cashier hands over bags with cash to customers in accordance with Paragraph 97 of these Instructions. Seals are not cut from the bags being handed over.

Customers open the bags in a specially designated room under the supervision of a bank employee, and the bank employee cuts the seals.

Chapter VII. Procedure for accepting bags (pouches) containing cash and other valuables from cash-in-transit service employees by the evening cash

  1. Evening cashes are organized in banks for the purpose of accepting bags (pouches) containing cash and other valuables from cash-in-transit service employees after the end of the bank's operating day. The acceptance of cash-in-transit bags (pouches) in the evening cash is carried out by the evening cash cashier and controller-accountant appointed from among the cash and accounting department employees.

  2. It is strictly prohibited for the controller-accountant of the evening cash to work in the recounting cash and for the controller of the recounting cash to perform the duties of the evening cash employees.

  3. If the cash-in-transit brigade moves in one direction, the evening cash cashier accepts bags (pouches) containing cash from the brigade leader with the participation of all cashiers working in this brigade.

  4. If the cash-in-transit brigade moves in several directions, the driver of the automobile participating in the collection of cash receipts must remain near the automobile until the bags containing valuables are accepted by the cashier and guard the bags containing cash receipts collected from other directions.

  5. When handing over bags (pouches) containing cash receipts, cashiers submit to the controller-accountant of the evening cash the cargo letters of Form 006 issued to these bags provided in Appendix 19 of these Instructions, visit sheets of Form 107 specified in Appendix 32, and a statement regarding the number of empty bags (pouches) and the number of empty bags and visit sheets issued to cashiers for the direction provided in Appendix 8, to check that the inscriptions on the cargo letters match the visit sheets. Bags (pouches) to be accepted from cashiers are filled out in two copies on the form for recording accepted cash bags, pouches, and empty bags provided in Appendix 7 of these Instructions, registered cargo letters are given to the cashier.

If corrections are made on the visit sheets without appropriate comments during the acceptance of cash-in-transit bags, if the inscriptions on the visit sheets do not match the inscriptions on the cargo letters, and other deficiencies are detected, as well as if additional bags containing cash receipts are handed over, the numbers of these additional bags must be indicated in the "Remarks" column of the form. The total amount indicated on the sheet must be compared with the total amounts on the visit sheets for additional control.

  1. The controller-accountant determines the number and numbers of empty bags (pouches) to be submitted to the cash based on the information written on the visit sheets and the actual number of empty bags.

After that, the controller-accountant checks that the number of bags (pouches) submitted to the cash by the cashiers matches the number specified in the statement (Appendix 8) and returns the visit sheets to the cashiers.

  1. When accepting bags (pouches) containing cash, the cashier checks the following:

a) the presence or absence of any external damage and other defects (patches, external seams, torn places, crushed and damaged seals, broken or tied cords, etc.) in the bags (pouches) containing money;

b) the clarity of the seal impression and its compliance with approved samples (Paragraph 355 of these Instructions);

c) the compliance of the numbers of the bags submitted by the cashiers with the numbers indicated in the cargo letters;

d) the compliance of the number of bags containing coins, as well as the total amount of the accepted receipts, with the amount indicated in the cargo letters.

  1. After accepting bags (pouches) for each direction (entry), the cashier, controller-accountant, senior cashier, and collecting cashiers sign both copies of the form (Appendix 7). The first copy is stamped with the seal (stamp) of the cash-in-transit brigade that handed over the valuables, and the second copy is stamped with the seal of the evening cash and handed over by the controller-accountant to the senior cashier of the brigade. The seal must be attached to the evening cash cashier and stored there.

  2. The cashier places the bags (pouches) accepted for the direction (entry) into the cash storage vault (safe) under the supervision of the controller-accountant. Together with the controller-accountant, they compare the number of bags (pouches) indicated on the form (Appendix 7) with the number of bags accepted for the direction, and after ensuring that all accepted bags are placed in the cash storage vault (safe), they lock the cash storage vault (safe) with two keys and seal it with two wax seals.

  3. The first key, along with the seal, is attached to the cashier, and the second key and seal are attached to the controller-accountant. In this case, each employee locks the vault with their own key and seals it with their personal seal and hands it over to the security service in the prescribed manner.

  4. Documents regarding the acceptance of bags containing cash and other valuables are stored together with the collected receipts.

  5. A statement regarding the total number of cash bags (pouches) and empty bags accepted for all directions (Appendix 10) is drawn up in two copies.

The first copy of the statement, along with the register for accounting for the acceptance of bags, is handed over to the controller of the recounting cash, having obtained signatures on both copies. The second copy of the statement is stored in the cash storage vault of the evening cash employees for up to one year, after which they are destroyed with the participation of a special commission.

  1. When cashiers present bags (pouches) containing cash or other valuables with defects (doubtful seal, its displacement from the cord, damage to the bag (pouch) or lock, mismatch between the amount of collected receipts indicated in the cargo letter and visit sheet, etc.), the cashier, together with the controller-accountant, opens such bags (pouches) with the participation of the cashiers who presented them and recounts the money and valuables inside one by one.

  2. Opening defective bags (pouches) and recounting the money and valuables inside one by one (piece by piece) is carried out with the participation of a representative of a business entity (customer) based on the instruction of the bank manager.

  3. In all cases of accepting defective bags (pouches), a protocol is drawn up in three copies regarding the results of recounting the money and valuables inside. All persons participating in the acceptance and recounting of money and valuables sign the protocol. The protocol indicates the date of acceptance and opening of the bag (pouch), its number, to which business entity it is attached, who recounted the money and valuables inside in which room and with the participation of whom, what defects were detected, in what packaging the money and valuables were, the amount indicated in the additional documents of the money and valuables, and the actual amount obtained during recounting by the type and value of valuables in the bag (pouch).

The first copy of the protocol is attached to the bank's daily cash documents, the second copy is given to the cash-in-transit employees who brought the valuables, and the third copy is handed over to the business entity that handed over the valuables to the cashiers. If a significant shortage or counterfeit money is detected in the bag, a fourth copy of the protocol is drawn up, and if necessary, it is submitted to the city (district) Internal Affairs Department along with material evidence regarding the shortage of valuables or counterfeit money in the bag (pouch) (bag (pouch), seal, band, cellophane, cord, etc.).

  1. If cashiers submit fewer bags (pouches) containing valuables, or if a shortage of money and valuables is detected in bags (pouches) with any external damage and other defects, or if cashiers do not return to their directions on time, or if the brigade does not respond to the call via radio, the head of the cash-in-transit department (on-duty cashier) or the controller-accountant of the evening cash must immediately notify the bank manager, the head of the cash-in-transit department, and if necessary, the head of the cash-in-transit management.

  2. The next morning, the cashier and controller-accountant of the evening cash:

a) hand over the bags collected and cashed with cash receipts and their cargo letters, as well as empty bags, to the recounting cash in the manner specified in Paragraphs 144-146 of these Instructions;

b) hand over the bags (pouches) containing cash of special cashes and their cargo letters to the cash manager, having obtained signatures on both copies of the statement (Appendix 10).

  1. The cash manager opens the bags (pouches) containing cash of special cashes with the participation of the cashier and controller-accountant of the evening cash and checks the money by bundles and stacks, recounting incomplete stacks one by one, and coins according to the labels attached to the bags.

After comparing the actual amount of cash with the information in the additional statement, the cash manager, together with the cashier and controller-accountant of the evening cash, signs the statement and the associated cargo letter. After that, the cash manager enters the accepted amount of money into their book of Form 155. Cargo letters are handed over to the accounting department employee for transfer to the customer's account in the prescribed manner, and additional statements are attached to the day's cash documents.

  1. If it is not possible to hand over the cash accepted from the special cash to the cash manager due to the working conditions of the evening cash, the bags (pouches) with cash are handed over by the evening cash employees to the controller-cashier heading the recounting cash, having signed the book of Form 155, for subsequent handover to the cash manager in accordance with Paragraphs 134-135 of these Instructions. In such cases, the cash manager opens the bags (pouches) in the presence of the controller-cashier of the recounting cash.

Chapter VIII. Recounting of Cash

  1. Recounting cashes are organized in banks to ensure the timely recounting, formation, and wrapping/tieing of money and other valuables.

  2. The room of the recounting cash must be protected from other services of the cash network, doors must be lockable from the inside, and a viewing peephole must be installed on the entrance door.

  3. A separate room or cabin must be allocated for counting metal coins in machines, and its walls and ceiling must be covered with sound-absorbing materials.

  4. The room of the recounting cash must be equipped with lockable metal drawer tables or metal cabinets for storing bags containing cash receipts accepted for recounting by the recounting brigade controllers.

  5. The cashier's table must be separated from the cashier's workplace by a glass partition with a height of 25-30 cm, and its drawers and lockable metal tables must be adapted for storing the recounted receipts.

  6. Cash recounting is carried out by counting brigades or individual tellers of the recount cash office. If the bank cash office operates using the brigade method, each brigade is led by a supervisor. The duties of the counting brigade supervisor are assigned to an experienced employee of the recount cash office. Each counting brigade must consist of no more than 6-7 employees.

  7. If there is only one brigade in the cash recount office, tellers may store the cash in their possession in a common metal safe during lunchtime. In such cases, each teller must place their respective money in a separate bag or box. In this case, the safe is locked with keys held by the brigade supervisor and one of the tellers, and sealed with the seal of the supervisor-teller. The locking and unlocking of the safe is carried out with the participation of all tellers of the brigade.

  8. The supervisor or brigade supervisor accepts the cash bags along with the accompanying waybills from the evening cash teller and supervisor-accountant after signing both copies of the certificate (Appendix 10).

  9. The brigade supervisor independently accepts the bags in accordance with the procedure specified in paragraph 124 of these Instructions, based on forms (Appendix 7) and waybills. The presence of strangers in the room during the acceptance and handover of bags is strictly prohibited.

After that, the evening cash teller gives the supervisor-teller leading the recount cash office the empty collection bags, forms (Appendix 7), certificate (Appendix 8), the numbers of the cash bags accepted, the bags, and the form for recording empty bags (Appendix 7) to check that the numbers match those indicated in the form for recording the cash bags accepted.

  1. During the bank's operational day, cash bags brought by collection employees are accepted by the accountant-supervisor assigned by the accounting department, with the participation of the brigade supervisor, in accordance with the procedure specified in paragraph 124 of these Instructions. In such cases, the second copy of the form (Appendix 7) is stamped with the seal of the recount cash office supervisor. The seal must be attached to the supervisor and kept by them. The certificate (Appendix 10) regarding cash bags (bags) and empty bags accepted during the bank's operational day is drawn up in one copy.

  2. When bags are being accepted, the work of the brigade tellers must be monitored by another cash office employee or the cash manager without the bags being given for recounting.

  3. The brigade supervisor records the results regarding the bags and recounted money in the control registers of form 176 (Appendix 15).

  4. The brigade supervisor gives one bag to each teller for counting, and writes its number in advance in the control register.

  5. Under the supervision of the supervisor, the teller cuts the bag from one side of the stapler, takes out the money and checks from it, and then gives the bag to the supervisor, keeping the seal for themselves.

  6. After checking that all money and checks have been taken out of the bag, the supervisor takes the supplementary register from the inner pocket of the bag, and then keeps the bag and documents for control.

  7. The seal of the opened bag, together with the stapler, is kept by the teller until the valuables taken from the bag are fully recounted.

  8. After the valuables are recounted, the teller tells the supervisor the amount of money and checks actually taken out of the bag. The supervisor compares the stated amount with the amounts indicated on the front and back of the supplementary register.

If the amounts declared by the teller match the amounts indicated in the supplementary register, the supervisor gives the waybills to the teller for signature along with the supplementary register.

  1. If shortages, unfit, and counterfeit money are detected (regardless of the amount), the seal, together with the stapler, is given to the deliverer for review, at the deliverer's request. In such cases, the bag seal is not separated from the stapler, and the bag number of the economic entity indicated on the label, the date of detection, the shortage amount, and the signatures of the accountant-teller and brigade supervisor are recorded. It is kept by the brigade supervisor for 10 working days.

  2. The teller and supervisor of the brigade check the proper documentation of the accounting checks in the bags (presence of signatures, consistency of amounts written in words and figures, presence of the stamp of the economic entity confirming that they were accepted for payment, and signatures of officials).

After that, the supervisor certifies them with their signature and writes the amounts in the control register.

  1. The teller places the counted money in their desk drawer and records the number and amounts of checks in the control sheet of form 175 (Appendix 21), and gives it to the supervisor of the accounting brigade after obtaining a signature.

After the money in the bags given to the tellers by the supervisor is recounted, these money bundles are bundled and wrapped in accordance with the procedure specified in Chapter IV of these Instructions.

  1. If the amounts in the bags do not match the amounts indicated in the supplementary registers, the teller must compare the counted money with the list of denominations on the back of the supplementary register together with the supervisor, and the supervisor must recount the money of the same value whose amount did not match.

  2. If shortages, surpluses (unfit, counterfeit) money are confirmed, the teller fills out the protocol on the front side of the supplementary register, and the teller and supervisor, as well as the representative of the economic entity (if they participated in the recount of the cash inflow at that time), sign the waybill of the bag.

  3. If the shortage amount of money and checks exceeds 1,000 sums, the supervisor informs the cash manager, the client, and the bank management.

  4. If funds were previously transferred to the client's account, and during recounting it is found that the money placed in the bags was incorrectly entered (surplus, shortage, unfit, counterfeit), the teller draws up a separate protocol (Appendix 17), and this protocol serves as the basis for accounting staff to adjust the transfer in the client's account.

  5. Checks that cannot be accepted by the bank for the reasons specified in paragraph 155 of these Instructions are returned to the economic entity.

  6. The reason for returning the check is indicated on the back of the supplementary register and the waybill, and the teller and supervisor sign it. The check is placed in an empty bag and sealed by the teller who recounted the valuables. A label indicating the name of the economic entity and the check amount is attached to the bag.

  7. Shortages, surpluses (unfit, counterfeit) money detected during recounting are recorded in a separate ledger for each economic entity in the recount cash office, and in a separate book (Appendix 39) for each teller who detected incorrectly entered inflows in the bags.

  8. Bank managers must take measures to establish the procedure for the delivery of cash inflows by economic entities.

  9. For unfit and counterfeit money and coins detected during recounting, a protocol is drawn up for the supplementary register and the waybill of the relevant bag, indicating the series and numbers of each banknote, its value, and the amount of coins. The stamp "Exchange Refused" is stamped on unfit money, indicating the bank name, date, and signature of the person who made this decision (Appendix 1).

  10. The money and coins recorded in the protocol are given to the employee leading the recount cash office. This employee draws up a certificate regarding the acceptance of the value and number of unfit and counterfeit money found in the economic entity's bags, or the amount of coins. The drawn-up certificate is sent to the chief accountant of the bank (bank branch), and the chief accountant of the bank (bank branch) formalizes the receipt order of form 003 (Appendix 20) and accounts for unfit or counterfeit money at a conditional value of "1 sum per piece" in account 90145 "Unfit banknotes and coins for payment". (Please note: Paragraph 166 was amended by the Resolution of the Board of the Central Bank of the Republic of Uzbekistan No. 17/5 dated June 11, 2011 (Registration No. 1831-2, dated July 21, 2011) - UR HT, 2011, No. 29, Art. 310)

  11. Receipt orders are drawn up in three copies: the first copy is for daily cash documents, the second is kept for daily accounting documents, and the third copy is stored together with the unfit (counterfeit) money. After that, the orders and unfit money and coins are handed over to the cash manager.

  12. Unfit money and coins may be shown to the client upon their request within 10 days from the time they were detected, on the condition that they are not taken out of the bank. In the future, these unfit money are sent to the Calculation-Cash Center of the Tashkent City Main Directorate of the Central Bank through collectors, along with registers (Appendices 1 and 23), to account 90143 "Banknotes and coins accepted for transit for expertise" at their nominal value. After these unfit money and coins are examined by relevant specialists, they are destroyed in the prescribed manner or sent to the relevant bank for exchange.

  13. Detected counterfeit money is reported to the bank manager for measures to be taken in accordance with the procedure specified in paragraph 203 of these Instructions.

  14. If necessary, cash bags may be handed over during the day from one supervisor of the recount brigade to another, with signatures indicating the numbers and total number of bags (in numbers and words) on the back of the control register.

  15. After all bags are opened and cash is recounted, the supervisors of the recount brigades indicate the total amount of cash inflow counted for each teller separately according to the control registers, and give the supplementary registers and waybills related to the bags, as well as checks, to the supervisor-teller leading the recount cash office. Checks are handed over with signatures indicating their number and amounts in the control sheet of form 175 (Appendix 21).

  16. After the supervisor-teller checks how the information about shortages, surpluses, unfit and counterfeit money and coins, and shortages in checks, surpluses, and defective checks in the supplementary registers and waybills is filled out, they give the waybills of the bags and accounting checks to the accounting staff for recording in the accounting register (dispersal register) with signatures indicating the number and amounts of checks.

  17. The waybills related to the bags are given to the accounting staff maintaining the accounting of the bags to record the results of the recount of inflows in the receipt cash journal and to reflect them in the accounting records.

  18. At the end of the day, after comparing the total amount of cash counted and wrapped by the teller with the information in the control register (Appendix 15), the control register is signed by the teller and the supervisor.

  19. After the aforementioned comparison, the teller hands over the full money bundles to the cash manager with signatures on the control sheet of form 175 (Appendix 21). If there is a need to give money during the bank's operational day, the final comparison at the end of the day is carried out in the same manner.

  20. Money and coins that have not formed full bundles, stacks, packets, and bags are handed over to one or more tellers specially allocated for bundling and wrapping, based on the instruction of the supervisor leading the recount cash office, by collecting them all and signing the control sheets of form 175 (Appendix 21). After they have bundled and wrapped the money in the prescribed manner, they hand over the cash to the cash manager with signatures on the control sheet of form 175 (Appendix 21).

  21. After the tellers have handed over the money, the brigade supervisors of the recount cash office compare the total amount of cash inflow issued and counted in the control registers for each teller with the totals of the control sheets. Taking into account the surpluses and shortages, the brigade supervisors compare the total amount of the registers with the indicated amount of money placed in the bags they opened and accepted for recounting, and give the tellers' registers, control sheets, and empty bags to the senior teller leading the recount cash office.

  22. The senior teller checks that the number of empty bags returned by the brigade supervisors matches the number of bags accepted for recounting and that the money has been fully handed over. After checking, the senior teller leading the recount cash office hands over the documents regarding the recounted cash to the cash manager.

  23. The cash manager checks that the amount of money accepted from the tellers matches the amount indicated in the control registers. After that, they sign the certificate (Appendix 10) regarding the amount of money they accepted for the revolving cash office, and hand over the certificate (Appendix 8), form (Appendix 7), as well as the control registers related to the recount of cash (Appendix 15) to the chief accountant of the bank.

  24. At the end of the working day, the control sheets are given by the tellers to the supervisor of the recount cash office, where they are kept by the supervisor for 10 working days.

  25. The chief accountant (their deputy) compares the totals of the receipt cash journal with the form for accounting cash bags, bags, and empty bags (Appendix 7), the certificate (Appendix 10) regarding the cash and empty bags accepted by the evening cash office, taking into account the surpluses, shortages, unfit, counterfeit money and coins detected during the recount of money and indicated in the control registers (Appendix 15). They compare this amount with the information from the certificate of the head of the collection department regarding the total inflow amount submitted by the collectors (Appendix 9), and after comparing the number of bags accepted based on form (Appendix 7) with the number of empty bags and the information in the visit sheets issued for departure (Appendix 8), they sign the certificate (Appendix 10).

  26. The supplementary and control registers submitted by the collectors, the certificate (Appendix 9) regarding the total amount of inflow, visit sheets, the certificate (Appendix 8) regarding the number of empty bags issued for departure, the form (Appendix 7) for accounting accepted cash bags and bags, and the certificates (Appendix 10) regarding the cash and empty bags (bags) accepted by the evening cash office are attached to the daily cash documents.

  27. The supervisor-teller gives the empty bags of economic entities released during the recount to the collection department or the cash manager after obtaining signatures in a separate book (Appendix 22) after the end of the working day.

  28. If on holidays the collectors collect the cash inflow in general in the prescribed manner, but the recount cash office did not work on that day, the cash manager or the supervisor of the recount cash office hands over the empty bags stored in the safe or metal cabinet of the cash manager or supervisor of the recount cash office on the eve of such days to the collection department in the procedure established by paragraph 183 of these Instructions.

  29. If the collected inflow is recounted on holidays, one of the tellers accepts and stores the recounted money under the supervision of the employee leading the recount cash office. The responsibility for ensuring the integrity of these counted valuables on holidays, which falls on which cash office employee (cash manager or supervisor-teller), and the list of all tellers working that day, must be formalized by a separate order issued by the bank. Employees involved in the work check that all money and documents are placed in the cash storage vault or safe, and lock it with two keys (each employee independently). One key is kept by the teller, and the second by the supervisor. The safe is sealed with the seals of these persons and handed over to the security service in the prescribed manner.

  30. The inflow recounted on holidays may be handed over to the teller and supervisor-accountant of the evening cash office, and an order is issued by the bank regarding this. The aforementioned inflow is bundled and wrapped in accordance with Chapter IV of these Instructions and given to the evening cash office employees based on the control sheet. The handover of money and checks to the cash manager is carried out by the evening cash office employees on the morning of the next working day according to the book of form 155.

Chapter IX. Expert Examination of Money and Coins

  1. Bank tellers must monitor the cleanliness and quality of money in circulation daily. Worn, damaged, and defective metal coins, as well as money and metal coins, are withdrawn from circulation in accordance with the Rules for Determining Payment Worthiness Signs of Money and Metal Coins established by the Central Bank of the Republic of Uzbekistan (Appendix 1) during the acceptance and handling of money and metal coins.

  2. Tellers are not relieved of responsibility for determining the authenticity, payment worthiness, and wear of money and coins recounted in money counting machines, as well as money and coins sorted by the deliverers of direct cash inflows.

  3. Bank tellers who have accepted counterfeit or unfit money for payment or exchange are materially responsible for the total amount of counterfeit or unfit money and metal coins they have accepted.

Money that has lost its payment capability is not exchanged.

  1. When determining the payment worthiness of money, the relevant grid provided in Appendix 1 of these Instructions is used.

  2. Banks and their branches have the right to exchange money that has become unfit as a result of fires or other accidents (upon submission of a certificate from the State Fire Supervision Authority), after establishing their authenticity, with the permission of the bank (branch) manager.

  3. The exchange of damaged money is carried out without accounting entries after customers submit them to the bank cash office. A rectangular stamp "Exchanged" is stamped on the damaged money, indicating the bank name, date, position of the person who reviewed the authenticity of the money, and their signature. The aforementioned money is transferred to the category of worn money.

  4. In the future, for the temporary preservation of the integrity of money, tellers are advised to paste damaged money intact onto tracing paper or thin paper, and to wrap worn money that has become unfit as a result of natural aging separately.

  5. Bank tellers are strictly prohibited from gluing damaged money with polymer materials (tape, cellophane, etc.).

  6. If the teller encounters difficulties in determining the payment worthiness of money and coins, in such cases, the final decision is made by the head of the cash operations department (cash manager), and in necessary cases, by the bank manager.

  7. A rectangular stamp "Exchange Refused" is stamped on money that is not allowed for exchange, indicating the bank name, date, position of the employee who made such a decision, and their signature.

  8. If bank employees have difficulty determining the payment worthiness of money, such money may be accepted for expertise at the client's request in accordance with the application form specified in Appendix 1.

A receipt of form 004 is given to the client regarding the acceptance of money for expertise.

  1. Money accepted for expertise is credited to account 90141 "Banknotes and coins accepted for expertise" at their nominal value based on orders for off-balance sheet accounts. Money and coins that raise doubts about their payment worthiness during the recount of collected cash inflow or during audits, inspections, and other circumstances are also credited to this account.

  2. Later, money taken for expertise, together with applications from bank clients, is sent without delay from the day of taking them for expertise to the Calculation-Cash Centers (CCC) of the Local Main Directorates of the Central Bank through the next visit of collectors, based on a register (Appendices 1 and 23).

The aforementioned unfit money and money raising doubts about their payment worthiness are later sent to the Calculation-Cash Centers of the Local Main Directorates of the Central Bank, and then to the Calculation-Cash Center of the Tashkent City Main Directorate of the Central Bank.

  1. Money sent by bank branches is accounted for at their nominal value in a separate personal account of account 90143 "Banknotes and coins accepted for transit for expertise". Money shipments are placed in bags and sealed with the seals of the branch manager, chief accountant, and cash manager. These banknotes and coins are credited to the Calculation-Cash Center of the Local Main Directorate of the Central Bank, and after the bank branch receives a written confirmation of the credit, these money are subjected to expertise. The write-off of sums recognized as unfit is carried out after receiving the confirmation regarding the credit of valuables.

  2. Money and coins recognized as fit are transferred to the category of worn money and simultaneously written off from account 90141 "Banknotes and coins accepted for expertise".

  3. If the exchange of money and coins sent for expertise is refused, the Calculation-Cash Center of the Tashkent City Main Directorate of the Central Bank informs the Calculation-Cash Centers of the Local Main Directorates of the Central Bank in writing of the reasons for the refusal.

The persons who submitted the damaged money and coins for review are informed of the results of the review.

The conclusion of the Chief Expert of the Central Bank of the Republic of Uzbekistan is communicated to the relevant bank and is mandatory for that bank.

  1. In cases where the counterfeit nature of cash money is clearly visible (there is no need to examine them for expertise), counterfeit banknotes and coins, regardless of their nominal value, are credited to the cash office based on the requirements of paragraphs 166 and 215 of these Instructions, and the bank (bank branch) manager is informed about this. The bank (bank branch) manager reports to the district (city) internal affairs department in the prescribed manner, indicating the circumstances under which the counterfeit money was detected and its series and number. Counterfeit money is issued to the law enforcement agency based on a cash order for write-off from this account on the basis of a written request. Additional information is sent to the relevant Local Main Directorate of the Central Bank and the Management of Emission-Cash Operations for information. (Please note: Paragraph 203 was amended by the Resolution of the Board of the Central Bank of the Republic of Uzbekistan No. 9/1 dated May 6, 2017 (Registration No. 1831-4, dated June 14, 2017) - UR HT, 2017, No. 24, Art. 508)

Chapter X. Organization of Special Cash Offices of the Bank at Economic Entities

  1. Special cash desks of banks at business entities are organized in the territory of business entities with significant cash receipts, including large trade and service enterprises, markets, and trade complexes, based on contracts concluded with their administration. A standard contract form provided in Appendix 2 is used when concluding a contract. (Paragraph 204, first paragraph, in the edition of the Resolution of the Board of the Central Bank of the Republic of Uzbekistan dated June 11, 2011, No. 17/5 (registration number 1831-2, 21.07.2011) — Collection of Legislation of the Republic of Uzbekistan, 2011, No. 29, Art. 310)

Special cash desks of banks at business entities may be organized only in the territory of business entities located in the district or city not divided into districts where the bank is located, after obtaining the consent of the relevant territorial Main Directorate of the Central Bank of the Republic of Uzbekistan.

The staff of the special cash desk of the bank at the business entity is provided with a sufficient number of cashiers based on its workload. In this regard, one of the cashiers with sufficient work experience is appointed to the position of Senior Cashier by the order of the bank manager and heads the special cash desk operations. The Senior Cashier simultaneously monitors the work of the staff of this special cash desk.

Cash receipts received at the special cash desk of the bank at the business entity must be delivered to the bank exclusively through the incassation service. For this purpose, a sufficient number of standard canvas bags (sacks) are attached to the special cash desk.

Special cash desks organized by banks in the territory of markets and trade complexes based on contracts concluded with market administration are permitted to accept cash trade receipts directly (hand-to-hand) only from business entities located within the territory of this market and engaged in retail trade and paid services to the population in the manner established by legislation. In addition, it is permitted to directly bring (hand-to-hand) cash receipts for payment for trading places (patents) and other paid services provided by the market to the special cash desk. (Paragraph 204, fifth paragraph, in the edition of the Resolution of the Board of the Central Bank of the Republic of Uzbekistan dated June 11, 2011, No. 17/5 (registration number 1831-2, 21.07.2011) — Collection of Legislation of the Republic of Uzbekistan, 2011, No. 29, Art. 310)

It is strictly prohibited for special cash desks of banks at business entities, including market administrations, to carry out operations involving the disbursement of cash.

Cash receipts received by special cash desks must be handed over in full volume to bank branches located in the district or city not divided into districts where these special cash desks are located, through the incassation service in a mandatory manner.

It is prohibited for special cash desks to accept cash receipts from business entities operating outside the market territory, and such cases are assessed as direct hand-to-hand delivery, leading to the imposition of fines in the manner established by legislation. (Paragraph 204 in the edition of the Resolution of the Board of the Central Bank of the Republic of Uzbekistan dated June 27, 2009, No. 19/3 (registration number 1831-1, 10.07.2009) — Collection of Legislation of the Republic of Uzbekistan, 2009, No. 29, Art. 338)

Special cash desks of the bank (bank branch) at the business entity are organized exclusively for the purpose of accepting daily cash receipts of the respective business entity. (Paragraph 204 supplemented by the ninth paragraph based on the Resolution of the Board of the Central Bank of the Republic of Uzbekistan dated June 11, 2011, No. 17/5 (registration number 1831-2, 21.07.2011) — Collection of Legislation of the Republic of Uzbekistan, 2011, No. 29, Art. 310)

  1. The acceptance of money from cashiers and its placement into bags (sacks) is carried out by one of the special cash desk employees assigned these duties, based on the bank's order, under the supervision of the Senior Cashier or Controller.

Money received from cashiers is placed in standard canvas bags (sacks), the mouths of the bags are sewn, and after being tightly tied with a string with 2.5 turns, the ends of the string are sealed by the Senior Cashier.

The Cashier, Senior Cashier, or Controller verify that all money has been placed in bags and sign three copies of the attached register of Form 006 (Appendix 19).

In the "Number" column on the back of the Form 006 form set, the number of coin bags for each denomination is indicated.

  1. Before accepting the bags (sacks), the collecting incassator presents his personal identification, power of attorney (Appendix 33), and visitor's slip (Appendix 32) to the Senior Cashier of the bank's special cash desk.

The Senior Cashier completes all entries specified in the visitor's slip. In the column "Number of bag (sack) containing cash receipts," the number of the bag (sack) containing the money and the number of coin bags are indicated. At the bottom of the back of the Form 006 (Appendix 19) form set, the total number of coin bags handed over is written out in words.

The acceptance of bags (sacks) containing money and coins by incassators is carried out in the manner described in Paragraph 366 of these Regulations.

  1. Incassators hand over the brought cash bags (sacks) to the evening cash desk in the manner provided for in Paragraphs 122–124 of these Regulations, or directly to the Cashier Manager. In such cases, the opening of the bags (sacks) is carried out in the presence of incassators.

  2. All documents related to the acceptance and recounting of the brought receipts must be collected and bound in the prescribed manner. Bound documents are kept at the special cash desk of the bank at the business entity under the responsibility of the Senior Cashier for three months, and control slips are kept for 10 working days. After the storage period expires, the aforementioned documents are destroyed.

  3. Before handing over money to the special cash desk of the bank, the cashier of the business entity registers incoming documents, obtains the signature of the chief cashier of the business entity, and submits the relevant register along with the cash to the bank cashier.

Incoming documents are filled out in two copies by business entities using standard form blanks with carbon paper for handing over cash receipts.

  1. The bank cashier checks the correct completion of the document and the presence of signatures, and the mutual correspondence of the amounts indicated in numbers and words. After accepting the money, the cashier signs both copies of the document, applies a square stamp with the name. The cashier gives the second copy of the document, certified with the bank stamp, to the customer, and keeps the first copy.

  2. The bank manager establishes the procedure for handing over cash receipts to the special cash desk of the bank in sealed incassation sacks.

In this regard, the head of the business entity submits samples of the seals used for sealing money sacks to the bank.

  1. When handing over cash receipts in incassation sacks, the cashier of the business entity fills out the Form 006 form set in three copies (Appendix 19). The attached register is placed in the special pocket of the sack, and the waybill and receipt are submitted to the Senior Cashier of the bank along with the sack.

  2. When accepting the sack, the Senior Cashier of the bank checks the integrity of the sack and string, and the conformity of the seal with the sample provided to the bank. After accepting the sack containing cash receipts, the Senior Cashier signs the receipt, stamps it with the bank seal, and gives it to the cashier of the business entity.

  3. Bank cashiers open sacks and recount money under the control of the bank controller and the chief cashier of the business entity in accordance with Paragraphs 149–157 of these Regulations.

  4. The cashier of the special cash desk of the bank stamps unfit money identified during recounting with the inscription "Exchange Refused," signs it indicating the bank name, date, and position, and draws up an act on the attached register and waybill of the sack, indicating the series, number, and value of each unfit banknote. If counterfeit money is detected, the requirements of Paragraph 203 of these Regulations must be followed.

Identified unfit or counterfeit money, along with drawn-up acts, is handed over to the Cashier Manager of the bank and is accounted for at the conditional value of "1 sum per piece" in the account "Unfit banknotes and coins" (90145) by the chief accountant of the bank (bank branch). (Paragraph 215, second paragraph, in the edition of the Resolution of the Board of the Central Bank of the Republic of Uzbekistan dated June 11, 2011, No. 17/5 (registration number 1831-2, 21.07.2011) — Collection of Legislation of the Republic of Uzbekistan, 2011, No. 29, Art. 310)

  1. The bank cashier counts, bundles, and wraps cash in the manner established by Chapter IV of these Regulations. After verifying that the amount of cash matches the amounts indicated in control registers or incoming documents, it is handed over to the Senior Cashier at the end of the day in the manner established by Paragraphs 174–177 of these Regulations.

  2. The Senior Cashier or Controller calculates the sum of cash receipts accepted and recounted by each cashier by checking the control registers, compares the sum with the totals in their control slips, and hands over empty sacks with waybills to the chief cashier of the business entity after having them sign the register of empty sacks for incassators (Appendix 22).

  3. The Senior Cashier or Controller compares the total sum of control registers with the final sum of the register drawn up by the chief cashier of the business entity regarding the sum of cash receipts handed over to the bank cashier. This comparison is formalized by the signature of the Senior Cashier of the bank cashier in the business entity's register and the signatures of the chief cashier of the business entity in the control register of the bank cashier.

Chapter XI. Procedure for Closing Turnover Cash Desks

  1. Territorial Main Directorates of the Central Bank establish limits for the balance of cash held in turnover cash desks of banks. The limit for the balance of the turnover cash desk is set at the end of the day.

The sum of money and metal coins available in the turnover cash desk must not exceed the established limit sum. The sum of money and metal coins issued to currency exchange branch employees on a reporting basis is not included in the turnover cash desk limit of the bank.

Bank managers must take measures to fill their turnover cash desks up to the established limit.

  1. If the cash available in bank (bank branch) cash desks (turnover cash desk and cash reserve) is insufficient to ensure expected payments, the bank applies to the Territorial Main Directorates of the Central Bank for an advance for the amount of missing cash based on an order in accordance with the "Regulations on Organizing Operations Related to Money Circulation by Banks in the Republic of Uzbekistan" (registration number 1518, October 26, 2005) (Collection of Legislation of the Republic of Uzbekistan, 2005, No. 43-44, Art. 334).

Advances requested by the bank (bank branch) may be provided in the established manner from the cash of the Settlement-Cash Center turnover cash desk or other bank (bank branch) cash desks based on the order of the Territorial Main Directorate of the Central Bank.

Obtained advances must be spent for the established purposes within three bank working days. Advances not spent within this period must be returned to the Settlement-Cash Center of the Territorial Main Directorate of the Central Bank. (Paragraph 220 in the edition of the Resolution of the Board of the Central Bank of the Republic of Uzbekistan dated June 11, 2011, No. 17/5 (registration number 1831-2, 21.07.2011) — Collection of Legislation of the Republic of Uzbekistan, 2011, No. 29, Art. 310)

  1. If the balance exceeds the limit of the turnover cash desk, the excess amount over the limit must be transferred on the same day in the established manner to the balance sheet account 10102 "Cash Reserve."

Excess balances of the turnover cash desk over the limit must be transferred to the cash reserve in full bundles of banknotes or full bags of coins, stored separately in shelves or safes from the cash of the turnover cash desk, and accounted for in Book Form 141 provided in Appendix 46 of these Regulations.

Operations for transferring excess balances from account 10101 "Cash in Turnover Cash Desk" to account 10102 "Cash Reserve" are formalized through expense cash orders from account 10101 "Cash in Turnover Cash Desk" and income cash orders to account 10102 "Cash Reserve." Disbursements from account 10102 "Cash Reserve" are formalized through expense cash orders, and receipts to account 10101 "Cash in Turnover Cash Desk" are formalized through income cash orders. Providing advances to other banks is carried out from account 10101 "Cash in Turnover Cash Desk."

When sending cash to the Settlement-Cash Center of the Territorial Main Directorate of the Central Bank or to another bank, the amount to be sent is transferred from the cash reserve to the turnover cash desk. The transportation of cash must be carried out through incassators of the Republic Incassation Service of the Central Bank of the Republic of Uzbekistan in full bundles of fit banknotes or full bags of coins. (Paragraph 221, fourth paragraph, in the edition of the Resolution of the Board of the Central Bank of the Republic of Uzbekistan dated May 6, 2017, No. 9/1 (registration number 1831-4, 14.06.2017) — Collection of Legislation of the Republic of Uzbekistan, 2017, No. 24, Art. 508)

  1. Banks that have accumulated a sufficient amount of worn-out money within the limit of the turnover cash desk may exchange worn-out money for fit money at the cash operations departments of their Main Bank Directorates. In this regard, the pickup of worn-out money and the receipt of exchanged money is carried out through incassators based on the orders of the banks.

  2. Depending on the accumulation of worn-out money in the cash operations departments of bank directorates, Main Bank Directorates may exchange worn-out money for fit money at the Settlement-Cash Centers of the Territorial Main Directorates of the Central Bank through incassators. In this regard, worn-out money is accepted by the staff of the Settlement-Cash Center by counting it piece by piece in the presence of a bank representative.

  3. After comparing cash turnovers with the cash journals of accounting staff, cashiers hand over the cash balance held by them and formed in the established manner to the Cashier Manager along with their certificates and cash documents according to Book Form 155 and control slips.

  4. After accepting money, reporting data, and documents from cashiers, the Cashier Manager:

a) checks that the sum of cash turnovers indicated in the cashiers' certificates is signed and certified by accounting staff;

b) verifies that the cash balance in the certificates is correctly indicated, taking into account the entries in his Book Form 155;

c) checks that the number and sum of documents handed over by cashiers correspond to those indicated in the certificates.

  1. Thereafter, the Cashier Manager draws up a summary report Form 111 regarding the sums of money accepted by the recounting cash desk and indicated in reports and entries, as well as documents for which money was accepted or personally issued by him, and compares the totals with accounting data. After the comparison is formalized by the signature of the accounting staff member on the Form 111 certificate, this certificate is stored in the daily cash documents together with the reporting certificates of cashiers in Form 109 and Form 110.

  2. After comparing the day's cash turnovers, the Cashier Manager writes the total sum of cash income and expenditure in Book Form 120 and calculates the established cash balance for the next day.

  3. If a discrepancy arises between the cash balance in the cash desk and accounting data, the Cashier Manager immediately notifies the manager and chief accountant to identify the cause and take measures. If an excess or shortage is detected, an act in Form 145 is drawn up. In this case, excess money is credited to the bank's profit, and a shortage is recovered from the responsible person in the established manner.

Chapter XII. Procedure for Filing Daily Cash Documents

  1. After cash data is compiled, the Cashier Manager or Senior Cashier files daily cash documents or gives them to one of the cash desk employees for filing and binding into a bundle together with attachments.

Daily cash documents are filed separately for cash income and expense according to balance sheet accounts (in ascending order of sequence numbers) (first for cashiers performing separate income operations, then for recounting cash desk operations), and then documents for unforeseen situations are selected, first income documents, then expense documents.

  1. Cash documents must be filed into a separate daily bundle and bound and numbered without delay from the next working day.

  2. Document data in sums are calculated on calculating machines, and information is written onto tapes. Inscriptions on calculation tapes are written separately, first income, then expense, and then unforeseen situations, and are signed separately by the employee who performed the calculation for each situation and placed in the bundle before the documents.

A square stamp is applied to the front of the document bundle, or a label (Appendix 16) is attached.

  1. After comparing the sums in daily cash documents with Book Form 120, the inscription on the front of the bundle is certified by the signatures of the Cashier Manager and cashier who formed it.

  2. Cash documents with a storage period exceeding 5 years are bound into separate bundles according to their storage period, and the relevant inscription must be recorded on the front of the bundle.

  3. Cash documents must be checked by the chief accountant without delay from the next day, compared with accounting data, and certified by his signature.

  4. Cash documents for the last twelve months, regardless of whether the bank's activities have been subject to documentary inspection, are stored under the responsibility of the Cashier Manager in the cash storage vault or under the responsibility of the cashier entrusted with the storage of cash documents, in a separate safe equipped with protection and signaling devices and security structures, and handed over for guard. After 12 months, cash documents must be handed over to the bank archive.

  5. Certificates for cash documents are issued based on a request signed by the chief accountant or his deputy.

  6. Cash documents and bundles are permitted to be taken out of the cash room only in specific cases, based on the written permission of the bank manager. Documents must necessarily be returned to their place at the end of the working day.

  7. Daily cash documents are provided to the bank's auditors based on a memo from the head of the audit brigade. During the inspection, documents are under the responsibility of the audit head. Cash documents must be returned to the bank cash desk after the inspection is completed. The Cashier Manager checks the complete return of these documents and returns the memo to the audit head.

  8. The bank may provide information constituting bank secrecy, including cash documents, to courts, prosecutors, investigative and inquiry bodies, as well as state executors, only in cases provided for by the Law of the Republic of Uzbekistan "On Bank Secrecy," in sealed and stamped envelopes or in the form of electronic documents via protected communication channels through information systems. (Paragraph 239, first paragraph, in the edition of the Resolution of the Board of the Central Bank of the Republic of Uzbekistan dated October 21, 2017, No. 28/4 (registration number 1831-6 07.11.2017) — National Database of Legislative Acts, 08.11.2017, No. 10/17/1831-6/0228)

Instead of the original copy of the cash document obtained, a copy (xerox) certified by the Cashier Manager, all correspondence regarding the taking of the document, an act of taking the document, a memo from the person who obtained the original copy of the document, or a postal receipt regarding the sending of the document, etc., are bound.

In cases where several daily cash documents related to different dates of one calendar year need to be obtained simultaneously, instead of one of the obtained documents, a copy (xerox) of it, a request for obtaining the document (act of taking (seizing) the document, etc.), and instead of other documents, only copies (xeroxes) indicating where the request for them is located, are placed.

Chapter XIII. Procedure for Carrying Out Operations with Valuables Accepted for Storage

  1. Banks accept for storage:

a) from notary offices — precious metals, precious stones, and pearl items forming part of the inheritance property, ingots of precious metals, concentrate (gold dust), naturally found gold and silver ingots (nuggets), old coins minted from precious metals in the former USSR and the Republic of Uzbekistan, as well as foreign currency coins, foreign currency, and payment documents (bills of exchange, checks, transfers, etc.) written in foreign currency;

b) from other agencies — items made of precious metals, precious stones, and pearls, as well as precious stones, old coins minted from precious metals in the former USSR and the Republic of Uzbekistan, foreign currency coins, and foreign currency, as well as the national currency of the Republic of Uzbekistan, the sum, and coins;

c) securities, guarantees and sureties, as well as property and property rights (claims) held as collateral, and original copies of pledge contracts.

  1. The Cashier Manager accepts valuables being handed over based on an application-list indicating the type and assessed value of each item in packages or other bundles. In this regard, he does not inspect the contents of packages and other bundles, but must necessarily check the integrity of the packages and bundles, as well as seals.

  2. Valuables accepted for storage are accounted for in the account 93609 "Stored Precious Items" at banks at an agreed value with the persons handing over the valuables. Items with conditional value (for example, keys) are accepted at a conditional value of 1 sum.

  3. Valuables accepted for storage (packages, boxes, etc.) are numbered in sequence starting from the first number according to the dates of acceptance.

The bank issues a receipt in Form 004 indicating the type, value, and number of valuables accepted for storage.

  1. Partial return of valuables accepted for storage at the bank is permitted. If there is a need to take part of the valuables, the valuables handed over for storage are returned in full to the person who handed them over, and the remaining part is re-handed over to the bank for storage.

  2. This is carried out by submitting a request letter signed and stamped by the head of the body handing over the valuables, along with receipt form No. 004 confirming acceptance for storage.

  3. Banks accepting valuables for storage are liable to their owners for their intact preservation in the manner established by legislation.

  4. When precious metals are accounted for as state property, bodies authorized to perform these operations must independently hand them over to the Precious Metals Agency under the Central Bank of the Republic of Uzbekistan.

Chapter XIV. Establishing Control over the Storage of Money and Other Valuables and Their Intact Preservation

  1. Heads of banks (bank branches, bank operational departments), chief accountants, and cash managers are granted the right to open and close cash storage vaults, and they are tasked with taking appropriate measures to ensure the intactness and inviolability of cash and other valuables in cash storage vaults.

It is not permitted for the head of the bank (branch) (head of the operational department) to delegate this responsibility to his deputy while he is present at work. (Paragraph 248 amended by Resolution No. 17/5 of the Board of Directors of the Central Bank of the Republic of Uzbekistan dated June 11, 2011 (Registration No. 1831-2, 21.07.2011) — UR LNT, 2011, No. 29, Article 310)

  1. Temporary transfer of money, valuables, and keys to cash storage vaults from one official to another due to vacation, business trips, illness, or other reasons is carried out based on the order of the bank's head, issued upon the recommendation of the chief accountant and cash manager; for the head of the management, it is carried out based on the written permission of the Head Bank Director.

  2. Schedules for labor leave and plans for business trips of officials must be drawn up such that it is not allowed for multiple officials responsible for the intact preservation of valuables to be absent from the bank simultaneously.

  3. All money and other valuables must be stored in cash storage vaults. If a bank has multiple cash storage vaults, they must be numbered with sequence numbers assigned.

  4. Cash reserves in cash storage vaults must be stored on shelves (racks or safes) with barred doors or in lockable metal cabinets.

  5. Cash and other valuables of the circulating cashier in the cash storage vault must be stored separately from the valuables in the cash reserve, in safes, racks, or iron carts. After inspection by officials, the cash manager locks the circulating cashier's cash and valuables.

If carts are used to store cash prepared by the cashier for outgoing operations on the next working day, the carts must be locked and sealed with the seals of the respective cashiers. A label must be hung on each cart, indicating the date, the signature of the cashier who prepared the money, a square stamp with the name, and the total sum of the deposited money.

  1. In case of urgent need for rapid evacuation of valuables from cash storage vaults, an adequate number of canvas bags, seals, and chains must be kept for their transportation. The number of bags is determined based on the volume of cash and other valuables stored in the cash storage vault and the number of bags required to remove all valuables and documents from the vault simultaneously if necessary. Bags are recorded on account 93609 "Stored Valuable Items" at a nominal value of 1 sum per bag, placed in separate bags, and sealed with the seals of three officials. Using these bags for other purposes is strictly prohibited.

  2. The following must be stored separately in the cash storage vault:

a) cash of the circulating cashier. Pre-prepared cash for customers must be stored separately from other valuables of the circulating cashier;

b) cash reserves;

c) foreign currency (checks);

d) other valuables.

  1. Each time money is deposited into or withdrawn from the cash storage vault, officials responsible for the storage of valuables must verify and ensure that the actual remaining valuables match the accounting data (registers and the circulating cashier's ledger book).

  2. When similar types of valuables and money or coins are placed on shelves and racks in two or more cash storage vaults, a register (Appendix 26) must be created for the valuables placed on each rack (shelf) in such a vault. The register, showing the date of deposit and the actual sum, must be stored together with the valuables in the racks or in a separate binder in the cash storage vault.

  3. Racks, shelves (polki), carts, safes, and metal cabinets used for storing valuables must be locked with keys by the cash manager after the end of the bank's operational day, regardless of whether valuables are present or not in them. Keys must be stored in the cash manager's safe in the cash storage vault.

  4. Cash pre-prepared for customers must be stored in separate cabinets, shelves, racks, or carts.

  5. All metal cabinets, racks, safes in the warehouse, as well as safes, metal cabinets, and money boxes (piles) in the cashier network must be numbered with sequence numbers assigned.

  6. When money and valuables are accepted into the cash storage vault, officials responsible for the intact preservation of valuables check the following:

a) money — full, incomplete, and bundled packages by the number of bundles and inscriptions on the wrappers; coins — by inscriptions on labels attached to bags;

b) bundled and incomplete money packages counted by the cash manager, by counting them considering inscriptions on upper wrappers and labels;

c) coins — by the number of packets and sums indicated therein;

d) cash pre-prepared for issuance — by inscriptions on labels attached to bags (carts);

e) foreign currency and payment documents bundled and united by type and value — by the number of bundles and inscriptions on wrappers; coins in sealed bags — by inscriptions on attached labels. All individual money and payment documents, as well as coins not packed in bags according to the established procedure, must be recounted. In this regard, foreign currency and payment documents received from cashiers of currency exchange branches providing currency exchange services to the population, as well as incoming-outgoing cashiers, must be individually recounted under the control of the cash manager by a specially designated cashier before being accepted into cash storage vaults, checked for usability, and re-wrapped and bundled according to the established procedure. On the bands of bundles and upper wrappers of packages, the signature of the cashier who counted and prepared the bundle, the name stamped with the bank's name and code, the date of preparation, the type of valuables, and the sum by nominal value are indicated;

f) bundles of "Davlat Belgisi" State Production Association of unbroken checks, savings books, and receipt notebooks — by bundles without individual counting;

g) other valuables (at nominal or conditional value) are counted individually or in batches.

  1. Usable money existing in the cash storage vault must be stored separately from expired money.

  2. Money and coins wrapped and bundled by bank cashiers may be stored for up to two years from the day of accumulation in the circulating cashier balance without individual and batch recounting.

In well-equipped cash storage vaults, it is permitted to store coin-filled bags on pallets placed on the floor. Foreign currency (checks, securities) is stored separately in bundles or packets by currency names, and each type of currency by its nominal value. Coins are stored in bags.

  1. Samples of money must be kept in the bank vault; they may be taken out for display if necessary and must be returned to the cash storage vault at the end of the working day according to the established procedure.

  2. Valuables accepted for storage and accounted for on account 93609 "Stored Valuable Items" (accounted on separate personal accounts) are stored according to the date of arrival; those arriving on the same date are arranged according to the sequence numbers of the valuables. For packets where no owner is specified, a copy of the receipt order (Appendix 20) is attached to the account, indicating the packet owner, type of valuables, their number, date of entry into the account, and sum.

  3. All strictly accountable blanks in the form of notebooks and separate sheets applied through currency exchange offices 09002 for purchasing currency and traveler's checks according to the Regulation on the Procedure for Carrying Out Currency Exchange Operations with Individuals (Registration No. 2944, November 6, 2017), reference certificates 09004, receipts for accepting currency and traveler's checks for collection 09005, receipts used for expert examination of currency and traveler's checks 09006, permits issued for taking out cash foreign currency abroad 09007, information sheets filled out when selling currency 09009, receipts filled out when exchanging damaged currencies for usable ones 09012, and receipt booklets used for exchanging traveler's checks for cash foreign currency 09015 must consist of 50 sheets. Due to the requirement to fill them out in duplicate using carbon paper, notebooks are valued at 25 sums. Each of them, notebook, or sheet is conditionally valued at 1 sum. Shares, bills, deposit certificates issued for individuals, and bonds and other securities issued by the Central Bank accepted for storage are valued at their nominal value and accounted for on account 93609 "Stored Valuable Items". (Paragraph 266 added by Resolution No. 28/4 of the Board of Directors of the Central Bank of the Republic of Uzbekistan dated October 21, 2017 (Registration No. 1831-6 07.11.2017) — National Database of Legislative Acts, 08.11.2017, No. 10/17/1831-6/0228)

  4. Accounting for strictly accountable blanks in the cashier is conducted by the cash manager at the end of the day in book form No. 171, indicating the value of blank balances.

Depending on whether cashiers open separate bundles of check and receipt notebooks, the number of notebooks in each bundle, the number of sheets (checks or receipts) in each notebook, and the sequence of numbers therein are checked with the participation of officials responsible for the intact preservation of valuables (bank head, chief accountant, cash manager) or a specially designated controller.

  1. Formalization of check notebooks and their subsequent issuance to customers is carried out based on customer orders.

When bank (branch) customers terminate their activities, transfer their accounts to another bank, or in other cases, check notebooks issued by this bank (branch) and fully or partially unused are returned to the bank (branch). Defective, unusable, or unused returned check notebooks are rendered unusable by cutting off the part where signatures are placed in a triangular shape and are recorded on account 93609 - "Stored Valuable Items" according to the established procedure. These rendered unusable check notebooks must be stored intact in the bank's cash storage vault (separately) like valuables until destroyed by a special commission according to the established procedure. (Paragraph 268 amended by Resolution No. 17/5 of the Board of Directors of the Central Bank of the Republic of Uzbekistan dated June 11, 2011 (Registration No. 1831-2, 21.07.2011) — UR LNT, 2011, No. 29, Article 310)

  1. Securities accepted as collateral for credit support accounted for on accounts 94500 "Securities, Property, and Property Rights (Claims) as Collateral", properties and property rights (claims) stored as guarantees, sureties, or pledges, and pledge agreements are recorded as incoming cash orders outside the balance sheet with an incoming cash order based on the order of the bank manager according to the procedure established in the "Chart of Accounts for Accounting in Commercial Banks of the Republic of Uzbekistan" (August 13, 2004, Registration No. 773-17 — Collection of Legislation of the Republic of Uzbekistan, 2004, No. 32, Article 369) and are removed from the balance sheet via outgoing cash orders based on the manager's order after full fulfillment of obligations. Securities accepted as collateral for credit support, guarantees, sureties, or stored properties and property rights (claims), and pledge agreements accounted for on balance sheet accounts 94500 - "Securities, Property, and Property Rights (Claims) as Collateral" are stored in banks' cash storage vaults at their nominal values and must be accounted for in book form No. 120 provided in Appendix 40 of this Instruction. (Paragraph 269 supplemented by a second paragraph based on Resolution No. 17/5 of the Board of Directors of the Central Bank of the Republic of Uzbekistan dated June 11, 2011 (Registration No. 1831-2, 21.07.2011) — UR LNT, 2011, No. 29, Article 310)

  2. Money and other valuables can only be taken out of the cash storage vault to the cashier network by the bank's cash manager for inspection or control recounting purposes, recorded in book form No. 123 specified in Appendix 42 of this Instruction, after the signature of the supervising cashier. It must separately indicate the reasons for removing valuables, types of valuables, and nominal values of money. Book form No. 123 must be filled out only by the cash manager, and the supervising cashier must accept it. After these money and valuables are recounted under supervision by cashiers, they are handed over to the cash manager with registration in the control record form No. 175. Money to be taken out for counting must be entered in book form No. 123. The book must always be stored in the cash storage vault; after use, it must be stored in the cash storage vault for up to 1 year, and then transferred to the bank archive for storage for five years.

  3. Cash and other valuables (on account 10101) available in cash storage vaults are accounted for in book form No. 120, and cash and coins (on account 10102) in the cash reserve are accounted for in book form No. 141; timely filling them out is carried out by bank cash managers.

271-1. If cash to be handed over to the Central Bank at the bank (branch) cashier is not sent, it is recorded on account 10198 - "Cash Reserve to be Handed Over to the Central Bank" in full bundles or full coin-filled bags. These cash reserves must be stored separately from circulating cash and cash reserve balances and accounted for in book form No. 141A provided in Appendix 51 of this Instruction. Withdrawal of cash from account 10198 - "Cash Reserve to be Handed Over to the Central Bank" is permitted according to the established procedure based on the relevant order of the Regional Main Directorate of the Central Bank. (Paragraph 271-1 added based on Resolution No. 17/5 of the Board of Directors of the Central Bank of the Republic of Uzbekistan dated June 11, 2011 (Registration No. 1831-2, 21.07.2011) — UR LNT, 2011, No. 29, Article 310)

  1. Before closing cash storage vaults, officials responsible for the intact preservation of valuables must check:

a) that all valuables, books, and documents that should be stored in cash storage vaults have been brought into the vault;

b) that cash and other valuables in the circulating cashier, cash reserve, and cash reserve to be handed over to the Central Bank match accounting data and balances shown in books form Nos. 120, 141, and 141A. (Sub-paragraph "b" of Paragraph 272 amended by Resolution No. 17/5 of the Board of Directors of the Central Bank of the Republic of Uzbekistan dated June 11, 2011 (Registration No. 1831-2, 21.07.2011) — UR LNT, 2011, No. 29, Article 310)

c) that all cabinets, doors, windows, and shutters installed on incoming and outgoing cashiers are closed, and fans and lights are turned off. The balance of cash foreign currency and payment documents in foreign currency is compared daily with personal accounts of foreign currency maintained by accounting staff.

  1. The correctness of balances calculated in books must be confirmed daily by signatures of officials responsible for the intact preservation of valuables. In case of corrections to balance sums, they must also be confirmed by signatures of these officials. Balances of cash foreign currency are accounted for separately in book form No. 121 provided in Appendix 43 of this Instruction. In such cases, balances for these valuables are not recorded in the general book form No. 120.

  2. Total balances of valuables for each account are recorded in books form Nos. 120, 121, 141, and 141A before the closing of cash storage vaults for each bank operational day. (First paragraph of Paragraph 274 amended by Resolution No. 17/5 of the Board of Directors of the Central Bank of the Republic of Uzbekistan dated June 11, 2011 (Registration No. 1831-2, 21.07.2011) — UR LNT, 2011, No. 29, Article 310)

If no operations with foreign currency were performed, it is permitted not to calculate the balance in book form No. 121 for the next working day. These notebooks must be kept with the cash manager during the day and stored in the cash storage vault after the end of the working day.

  1. Cash storage vaults where circulating cash and cash reserves are stored are opened and locked by three keys held by three officials responsible for the intact preservation of valuables, and sealed with their seals. Keys to cash storage vaults are kept as follows: first key — with the cash manager; second key — with the head; key to the inner iron barred third door — with the chief accountant. Responsible persons must ensure that keys to cash storage vaults and position seals are stored in a manner that does not allow their use by other persons during and after working hours.

  2. Doors and safes of all cash storage vaults where money and valuables are stored (including evening cashier vaults), metal cabinets, and keys to safes installed in the cash manager's room, incoming, outgoing, and recounting cashiers must have second copies (duplicates). They must be put into a bag without external seams stitched with a knotless chain, and sealing seals of three officials responsible for the intact preservation of valuables must be pressed onto the attached cover (wrapper). The cover attached to the bag must be signed by these persons and submitted for storage to a nearby bank together with an attachment letter stamped with the bank's seal. The return of keys submitted for storage is possible only when a written request stamped with the bank's round seal and a receipt confirming submission of keys is presented, indicating that the return is noted with the signatures of three officials responsible for the intact preservation of valuables on the attachment letter for duplicates. Second (duplicate) keys of special tables installed on incoming, outgoing, and recounting cashiers are permitted to be stored separately in a bag, sealed with sealing seals of three officials, but not reflected in the balance, in the cash storage vault of this bank.

  3. Checking copies of keys is carried out during inspections and audits, in case of loss or breakage of the first copy, upon change of officials responsible for valuables storage, during temporary disability, or labor/social leave, as a result of inspections conducted regarding the organization of cash work.

  4. In case of temporary change of the bank head, the substitute receives the attachment letter regarding submission of receipts and key copies. This fact is recorded in the act of acceptance-transfer of valuables in the vault (Appendix 30) along with the submission of main keys.

  5. Receipts regarding submission of key copies to another bank for storage are stored in the director's safe together with copies of the list and attachment letter, and are accounted for on account 93609 "Stored Valuable Items" at a conditional value of 1 sum.

  6. In case of retrieval of key copies from the storage location, officials responsible for the intact preservation of valuables draw up and sign an act indicating the reasons for retrieving keys, and the act is attached to the receipt order for account 93609 "Stored Valuable Items". Bank heads must take measures to return key copies on the same day they are retrieved.

  7. In case of loss of a key to the cash storage vault (safe, metal cabinet), the internal structure (rotating part, secret) of the lock must be changed. Experienced persons with appropriate permission are involved in this work. A commission appointed by the bank head must draw up an act stating that the internal structure (rotating part, secret) of the lock has been changed and new keys have been prepared. It must indicate the reasons for changing the lock and preparing new keys, the surname of the person performing this work, and the presence of appropriate permission. Acts are always stored in the special binder of the bank head. Persons guilty of causing key loss are subject to disciplinary punishment depending on the circumstances of the incident.

  8. Only officials responsible for the intact preservation of valuables and possessing keys and seals to cash storage vaults may enter the cash storage vault, and they must enter and exit the vault jointly. Other employees of the bank may enter the cash storage vault only with the permission of the head or his deputy (if granted the right to perform operations with the circulating cashier), and necessarily with the participation of officials responsible for the intact preservation of valuables.

  9. On working days, all cash storage vaults must be opened and inspected by officials responsible for the intact preservation of valuables, regardless of whether operations with valuables were conducted or not.

  10. Before opening cash vaults, officials responsible for the safekeeping of valuables, along with a representative of the security service, must inspect doors, locks, systems, seals, and the ring mechanisms of doors through which the system passes to ensure they are intact. Subsequently, they must sign the book of Form 161 (provided in Appendix 37 of this Regulation) confirming the acceptance of the cash vault in a sealed state from security service employees.

In cases where doors, locks, systems, or seals are found damaged, or if there is suspicion of an attempt to enter the cash vault, an act must be drawn up immediately before the vault is opened. This act is prepared in three copies: one for the bank, one for law enforcement agencies, and one for the Head Office of the bank. All officials responsible for the safekeeping of valuables and the representative of the security service sign the act, and necessary measures are taken on the spot, and the Head Office of the bank is notified.

If one ring of the system is cut and the sealed plate is removed, and after the vault is opened and inspected, the seals are destroyed.

If windows, walls, floors, or ceilings are damaged, existing valuables are inspected immediately, and an act is drawn up regarding this. In such cases, the seals are attached to the act without being destroyed.

  1. During the working day, cash vaults must be locked with a key, and if valuables are present there, they must be sealed with the sealing seals of the officials responsible for the safekeeping of valuables.

In all other cases, it is not permitted to temporarily store money in the antechamber of the cash vault for withdrawal.

Accepting the cash vault from the security service, sealing it, and handing it over for security at the end of the working day is carried out with the participation of the guard. The time when cash vaults are actually opened, closed, and handed over for security is indicated in the book of Form 161.

Books of Form 161 are kept separately for each type of vault, namely for handing over and accepting for security the circulating cash register and cash reserves, evening cash registers, and cash counting registers (when cash is stored outside working hours). After the cash vault is handed over for security, the book must be stored in the safe or metal cabinet of the person who handed it over.

  1. Seals must be applied to the system passing over the recessed plate designed for the seal in the following sequence:

first — the cashier manager;

second — the chief accountant;

third — the head.

A system without knots and joints is passed through the rings of the cash vault door (screwed tight and welded) in such a way that the door cannot be opened without breaking the system and seals. Only sealing wax must be used when sealing the cash vault. Sealing plates must have the necessary recess, and when the seal is applied, it must not protrude beyond the diameter of the recess carved into the plate.

  1. When accepting the sealed cash vault, the security service employee compares the seals with their samples again and signs the book of Form 161. Samples of seals used for sealing cash vaults and other doors are provided to the security service based on a certificate. The certificate must be kept with the bank head, and the book of Form 161 must be kept in a separate safe or metal cabinet of the cashier manager.

  2. Officials responsible for the safekeeping of valuables, cashiers, and other employees must be equipped with personal seals or cliches bearing the bank's name or code and serial number for sealing or plugging money bundles or bags containing coins.

These seals, plugs, cliches with personal codes, stamps with names written on them, and keys to cash vaults must be stored in such a way as to prevent unauthorized use by other persons.

  1. All seals and keys to cash vaults (safes, metal cabinets), plugs, cliches, and rectangular seals with cashiers' names in the bank must be registered in a special accounting book (Appendix 27) maintained by the head or a person appointed by his written order, who is exempt from conducting operations with valuables. Keys, plugs, cliches, seals, and rectangular seals with cashiers' names are issued upon signing this book.

  2. In cases where cash vaults (safes, metal cash boxes) are used by various cash employees outside working hours, separate books must be kept for the cash counting register and for the evening cash register to record the transfer of keys and seals from hand to hand. The aforementioned books are kept by the cashier manager and are accepted and handed over through him.

In cases where cashiers are temporarily absent from work (due to illness, vacation, etc.), plugs and cliches are handed over to the employee maintaining their accounting, and it is strictly prohibited to temporarily issue these plugs and cliches to other cashiers.

  1. Seals, keys, plugs, cliches, and rectangular seals with cashiers' names that are not used in work or have become unsuitable must be stored wrapped and sealed in one of the cabinets in the cash vault, not reflected in the balance sheet, by officials responsible for the safekeeping of valuables, or destroyed in the prescribed manner by a commission formed based on a special order issued by the head of the bank's branch (operational department).

  2. Cashiers are strictly prohibited from leaving money and valuables, plugs, seals, rectangular seals with cashiers' names, cliches with personal codes, safes, metal cabinets, and keys to cash vaults in an open state when temporarily leaving their workplaces. It is also strictly forbidden to leave keys in the locks of doors of cash vaults, safes, metal cabinets, and metal cash boxes and carts installed on tables intended for storing money and valuables while operations are being performed.

  3. If a cash employee falls ill or is forced to suddenly leave their job for other reasons during working hours, all valuables in their account and storage must be counted and accepted by the cashier manager as soon as possible. If there is no cashier at that time, valuables are counted and accepted with the participation of a commission (cashier manager, manager, chief accountant), and an appropriate act is drawn up. If necessary, cash is issued to other cashiers.

  4. All cash must be handed over by cashiers to each other with signatures in the book of Form 155 or the control sheet of Form 175 (Appendix 21). Heads of cash operation departments (cashier managers) must regularly control the correct handing over of money by cashiers to each other and ensure they sign the book of Form 155 and the control sheet of Form 175 regarding this.

  5. All accounting books provided for in this Regulation, as well as the book for accounting plugs, seals, and keys, and the book for recording cash operation inspections in banks, must be numbered, threaded, and sealed with the sealing or ink seal of the bank head. The number of numbered pages is written down and confirmed by the signatures of three officials.

Chapter XV. Inspection of Valuables

  1. Inspection of money, coins, and other valuables in banks and checking their storage order is carried out in the following manner:

a) at least once a quarter, based on the order (directive) of the bank head (Appendix 29);

b) annually, as of January 1 of the new year;

c) upon replacement of the head, chief accountant, or cashier manager;

d) upon temporary replacement of officials responsible for the safekeeping of valuables;

e) in other cases — based on directives of the Head Office of the bank.

  1. An act (Appendix 29) with the stamp "For Official Use" is drawn up regarding the conducted inspection, and it must be bound separately and stored in a separate folder in the safe of the bank's chief accountant.

  2. Inspection is carried out by persons appointed by a written order of the bank head who issued instructions on inspecting money, coins, and other valuables. The number of employees involved in the inspection is determined based on the volume of operations.

  3. Employees with specific preparation, not involved in operations with valuables, and authorized to enter the cash section are involved in the inspection, and one of them is appointed as the head of the inspection. The bank head who issued the order for the inspection is responsible for the proper organization of the inspection and its conduct in accordance with established rules.

  4. If the Head Office conducts an inspection regarding the storage of valuables in its branches, a repeat quarterly inspection during that quarter is permitted.

The interval between inspections must not exceed three months.

  1. Acceptance and handover work conducted upon the replacement of the head of a bank branch must be carried out by an employee of the Head Office appointed by the order of the chairman (deputy) of the relevant bank management.

  2. Persons not working in this bank are permitted to conduct inspections only if they have a certificate signed by the head of the Head Office and certified with the bank's round seal, as well as authorization to enter the cash section.

Temporary authorization (for the duration of the inspection) is filled out for persons involved in the inspection who do not have authorization to enter the cash section.

  1. It is not permitted to combine sudden inspections conducted each quarter with inspections conducted as of January 1, or upon temporary replacement of officials, or in other cases provided for in letters "v" and "d" of paragraph 296 of this Regulation.

  2. Inspection is conducted with the participation of officials responsible for the safekeeping of valuables. In cases where the inspection is conducted without the participation of the official, this is specifically noted in the act, and all participants of the inspection sign it.

  3. Conducted inspections must not interfere with operations carried out by the bank.

Inspection must be conducted in such a sequence that it checks the exact status of all valuables on a specific date suddenly, so that no opportunity arises to conceal theft, cash shortages, or deficiencies of valuables.

  1. Upon starting the inspection, the head of the inspection seals all cash vaults in the cash room with a sealing seal at the time the inspection begins, regardless of the amount of valuables, and takes under his control all cash and other valuables available in the circulating cash register. He determines the presence of evening cash, cash counting registers, money and valuables under the responsibility of cashiers, and bags containing cash and valuables, and if present, conducts the inspection together with other valuables.

  2. Until all valuables in the cash are fully inspected, officials responsible for the safekeeping of valuables are permitted to enter cash vaults only under the supervision of the head of the inspection. During this time, taking out or putting in money and valuables is carried out under his control. In such cases, if it is not possible to inspect all the aforementioned valuables simultaneously at once, at the end of the working day, the head of the inspection, together with officials responsible for the safekeeping of valuables, seals cash vaults and safes and hands them over to the security service in the prescribed manner.

The seal of the head of the inspection is applied to the plate before (above) the seals of the officials of the bank where the inspection is being conducted, and the seal sample is handed over to the bank's security service in the prescribed manner.

  1. The head of the inspection personally separates money, coins, and other valuables for control recounting.

Bundles and bags with damaged wrapping and incorrectly filled overlays (covers) are recounted one by one and in batches.

  1. If the bank head, chief accountant, or cashier manager is released from obligations related to the safekeeping of valuables, money and coins in the cash are recounted one by one and in batches.

The head of the Head Office may allow in the order on acceptance and handover of work to extend the established deadline or allow the selection of cash from the circulating and cash reserves for recounting one by one and in batches.

Recounting of money by selection one by one and in batches may be carried out in cases related to the release of officials responsible for the safekeeping of valuables and the circulating cash register and cash reserves from their positions in the established manner, as well as for storing valuables and conducting operations with them.

  1. Inspection of money, coins, and other valuables is carried out in the following manner:

a) Cash in circulating cash registers and cash reserves is checked by bundles and stacks, coins are checked by inscriptions on labels attached to bags, and money prepared in advance for issuance and wrapped and tied is checked by inscriptions on labels attached to bags.

The total sum of money is compared with the data in the books of Forms 120 and 141. After the aforementioned checks, money and coins are recounted en masse, one by one, and in batches.

In large banks (branches), sudden quarterly inspections of cash and valuables and inspections conducted upon temporary replacement of officials responsible for the safekeeping of valuables may be recounted in the amount determined by the bank head who issued the order for the inspection.

The inspector, when giving money to the cashier for counting one by one, removes the banderol from the stack and keeps a certain part of the money for control in advance. After the cashier counts the money, he states their sum or number, the inspector adds the sum or number of money left for control to him, and compares the resulting sum with that indicated on the banderol.

If the number of counted money is correct, the money left for control is returned to the cashier for recounting and bundling in the prescribed manner.

If the number of counted money is incorrect (less or more), the inspector personally recounts the money, after which the cashier who counted the money initially recounts it again. If it is confirmed that the money was correctly placed in the bundle, the money must be re-wrapped and tied with a banderol in the prescribed manner. The banderols of the opened bundle, the top overlay, and the uncut sealed system (polyethylene film) must be kept by the inspector until all money in the bundle is fully counted.

In exceptional cases, permission may be granted to the cashiers who bundled them to recount this money;

b) Money and coins in the cash counting register are checked by recounting one by one in the amount determined by the head of the inspection or the bank head who issued the order for the inspection;

c) Unopened bags of accepted collection income of the evening cash register in the cash counting register and bags with valuables in cash offices of economic entities under the bank are compared with waybills, journals for accounting accepted cash and empty bags, and reports on the number of empty bags and visit sheets given to cashiers upon departure for collection. If damaged bags, broken plugs and seals, or bags not matching samples are found, the money inside them is recounted one by one. Representatives of economic entities (and, if necessary, representatives of internal affairs bodies) may be invited to participate in the recounting process;

d) All money and coins in bundles (bags) with damaged wrapping and incorrectly formalized overlays (labels) are recounted;

e) Foreign currency and payment instruments in foreign currency, inscriptions on labels attached to bundles, stacks, and bags, and top overlays are checked. In addition, money is counted one by one and in batches in the amount determined by the head of the inspection or the bank head who issued the order for the inspection. In this case, freely convertible currency and travel checks in this currency must be counted one by one and in batches, and in necessary cases, cashiers of currency exchange branches providing services to citizens on currency operations may be involved in counting money;

f) Savings booklets wrapped in bundles by type of valuables are checked by inscriptions on the top overlays of the bundles, and also checked in batches or one by one in the amount determined by the head of the inspection or the bank head who issued the order for the inspection;

g) All other valuables are checked by their nominal value or conditional price.

  1. After money, coins, and other valuables available in cash vaults are recounted, inspectors compare the amount of existing valuables with the books of Forms 120, 121, 141, and 141A, the daily balance, and analytical accounting data. In addition, they check that all valuables taken for the inspection have been returned to the cash vaults. (The first paragraph of paragraph 311 was edited by the Resolution of the Board of the Central Bank of the Republic of Uzbekistan No. 17/5 dated June 11, 2011 (registry number 1831-2, 21.07.2011) — UR QT, 2011, No. 29, Article 310)

Sums of uncashed letters and other documents not processed in accounting are not added to the cash balance and are considered as shortages from the cashier. Excess money found in the cash must be credited to the bank's profit and are not returned, except in certain cases indicated in paragraph 321.

If money is found to be less or more in any bundle, all bundles bundled by the cashier who counted that bundle are recounted one by one. If coins in a bag are found to be less or more, the money in it is also checked in this manner if the head of the inspection deems it necessary.

  1. An act is drawn up regarding the inspection of valuables, and all employees participating in the inspection and officials responsible for the safekeeping of valuables sign it. In cases where a shortage or excess of money and valuables is found, a discrepancy in accounting is identified, or deficiencies are found during the process of ensuring the safekeeping of valuables, copies of the acts are sent to the Head Office.

When an inspection is conducted due to the replacement of officials responsible for the safekeeping of valuables, signing documents related to the storage of cash and other valuables in the circulating cash register, as well as documents related to conducting operations with them, is carried out by the handing-over person until the money and valuables are fully inspected and the act is signed.

  1. In addition to inspecting money, coins, and other valuables, the organization of cash operations, the state of security and signaling devices, compliance with entry procedures with authorization, compliance with rules for accounting and storing keys, seals, plugs, and cliches, the collection of money income, and the organization of evening cash operations are checked based on a plan drawn up by the bank head each quarter.

Bank employees who can perform this task and know the work of this area well are involved in conducting the inspection.

If deficiencies are found in the issues being inspected, an act is drawn up indicating the deficiencies, the surnames of employees who committed violations in work, the causes of deficiencies, and measures taken to eliminate them. The inspector and the employee managing the inspected area sign the act.

  1. All conducted inspections are recorded in the book of recording inspections (Appendix 28). It records the surname and position of the inspector, the area he inspected, the time of the inspection, the volume of the inspection, and its results (attached to the act or written that there are no deficiencies).

The book must be kept in the safe of the bank head.

Bank heads must review the results of conducted inspections and checks within five days, immediately correct identified deficiencies, and take organizational measures in strict compliance with this Regulation.

  1. In addition to conducting inspections of money, coins, and other valuables, bank heads must ensure that money in the circulating cash register and cash reserves is recounted for control at least once a month in the manner indicated in the third and fourth paragraphs of letter "a" of paragraph 310 of this Regulation. In this case, they must personally select bundles of money wrapped and tied by cashiers of the bank where the inspection is being conducted and bags containing coins, and record the sum of money taken out in the book of Form 123 (indicating the purpose of the check).

Control recounting is carried out with the participation of one of the officials responsible for the safekeeping of valuables or an employee not involved in operations with valuables or specially assigned for this purpose. Money allocated for recounting is wrapped and tied by the cashiers who counted them in the prescribed manner. A rectangular seal with the inscription "Recounted for Control" is stamped on the left part of the banderol, top overlay, and labels.

If control recounting and addition of incomplete money bundles are performed by the cashier manager, their control is carried out by the bank head or chief accountant.

  1. If it is found that money was incorrectly placed in bundles or bags containing coins, excess money and coins are credited to the bank's profit, and an act of Form 145 is drawn up in 4 copies. The first copy of the act — with a cover letter — is sent to the bank that allowed the excess; the second — to the Head Office of the bank that allowed the excess placement; the third — to the Department of Emission-Cash Operations of the Central Bank for information; the fourth copy is attached to the daily cash documents of the bank that found the excess money. If a shortage is found, or if unusable or counterfeit money is found, an act of Form 145a is drawn up in 4 copies:

the first copy of the act — with the top overlay, 10 full banderols, and a sealed system (polyethylene packet) with a plug, and with a cover letter — is sent to the bank that allowed the shortage (unusable, counterfeit money);

the second — to the Head Office of the bank that allowed the shortage (unusable or counterfeit money);

the third — to the Department of Emission-Cash Operations of the Central Bank for information; (The fifth paragraph of paragraph 316 was edited by the Resolution of the Board of the Central Bank of the Republic of Uzbekistan No. 9/1 dated May 6, 2017 (registry number 1831-4, 14.06.2017) — UR QT, 2017, No. 24, Article 508)

the fourth copy of the act — is attached to the daily cash documents of the bank that found the shortage (unusable or counterfeit money).

Incident report numbers must be assigned, and the numbering system applied to them must be renewed starting from January 1 of the new year.

  1. The bank that receives an incident report regarding a shortage (counterfeit, unfit for payment currency) must review the matter, take measures to recover the shortage amount from the responsible person, and transfer the specified amount to the bank that sent the incident report.

  2. Identified excess funds are credited to the cash desk and transferred to the bank's profit. Funds credited to this account may be returned to the accounts of business entities and certain individuals, upon their written request substantiating that these excess funds belong to them, with the permission of the bank head.

  3. An incident report is formalized for the amount of excess funds identified in the packaging of the "Davlat Belgisi" State Production Association, and the funds are credited to account 29816 "Excess Cash Identified During Counting" of the bank (bank branch) and transferred in non-cash form (via money transfer) to the relevant account of the Cash and Settlement Center of the Regional Main Directorate of the Central Bank.   4. If defective currency identified by the "Davlat Belgisi" State Production Association is found, banks may draw up an incident report in Form 145a in two copies and, based on this, exchange the defective currency for fit currency at the Cash and Settlement Center of the Regional Main Directorate of the Central Bank.

  5. All cash shortages, regardless of the amount (even if immediately replenished upon discovery), are charged to the cash desk, transferred to the account of the employee who committed the shortage, and remain in this account until the shortage is fully covered.

  6. If a cash shortage of money and other valuables is discovered as a result of robbery, negligence, or theft, the bank head must immediately notify law enforcement agencies, and until a decision is reached, the bank employee who allowed the shortage must be barred from handling valuables.

  7. A special notice signed by the bank head and chief accountant is attached to the incident report of Form 145 sent to the head bank, indicating the place and date of the incident, the date it was discovered, the nature of the incident (robbery, theft, burglary, counterfeiting), the amount of damage caused; the position, surname, and name of the responsible person; their work experience at the bank; measures taken to protect the bank's interests and recover the damage caused.

  8. Cash and valuables shortages resulting from robbery, theft, and other misappropriation are written off from the relevant account in the appropriate manner and charged to the responsible person in accordance with the established procedure for accounting for these valuables.

Cashiers who made mistakes must have the cash and metal coins in their packaging fully recounted.

All correspondence and debts related to robbery, theft, other misappropriation cases, and shortages are submitted to the archive only after all debts are fully paid or after such debts are removed from the bank's balance sheet.

Chapter XVI. Requirements for Organizing and Operating Operational Cash Desks Located Outside Commercial Bank and Branch Buildings

  1. A bank (bank branch) may organize operational cash desks outside the bank (branch) building to create convenience for customers.

The requirements of this chapter apply uniformly to all deposit (savings) cash desks and mini-bank cash desks connected to the bank's operating day, regardless of their name, as well as cash desks accepting various utility and other payments, and money transfer branches (hereinafter referred to as operational cash desks located outside the bank), with the exception of special cash desks of banks under business entities. Requirements for currency exchange branches (cash desks) and their work procedures are determined in accordance with the Regulation on the Procedure for Conducting Currency Exchange Operations with Individuals in Commercial Banks (registration number 2944, November 6, 2017). To create convenience for the population, an extended working day from 18:00 to 21:00 after the end of the working hours, as well as a work schedule on weekends, may be introduced for operational cash desks located outside the bank, based on the order of the head of the bank branch, in compliance with labor legislation. (Paragraph 325 amended by Resolution No. 17/5 dated June 11, 2011 of the Board of the Central Bank of the Republic of Uzbekistan (registration number 1831-2, 21.07.2011) — UR QHT, 2011, No. 29, Article 310)

325-1. If an extended working day is established for operational cash desks located outside the bank building, the cash balance of these desks must be handed over to the bank's evening cash desk via the incassation service in the manner specified in Paragraph 136 of these Instructions.

For operational cash desks located outside the bank building, if a work schedule on weekends is established in accordance with the law, a duty cash desk operating on weekends must be organized in the bank building to provide advance funds to these operational cash desks at the beginning of the day and to accept the cash balance from them via the incassation service after the end of the working day.

A separate room with specific security measures must be allocated in the bank building for the duty cash desk, and this room must be equipped with a non-combustible safe locked with two keys.

Two staff positions are introduced to organize the work of the duty cash desk: duty cash desk cashier and controlling accountant. Employees with sufficient work experience in the bank's cash desk and accounting department are appointed to the positions of duty cash desk cashier and controlling accountant, respectively, and individual contracts on full personal material liability are concluded with them. Separate safe keys and sealed seals are attached to the duty cash desk cashier and controlling accountant.

The working hours of the duty cashier must be determined taking into account the start and end of the working hours of operational cash desks located outside the bank on weekends.

To provide advance funds, the duty cash desk cashier receives an adequate amount of national and foreign currency from the cash manager at the end of the working day preceding the weekend on an accountable basis to provide to operational cash desks located outside the bank. The duty cash desk accepts bags (sacks) delivered by incassators in accordance with the procedure established for the evening cash desk in Chapter VII of these Instructions, containing cash balances in national and foreign currencies at operational cash desks located outside the bank on weekends.   1. The organization and operation of operational cash desks located outside the bank by banks (bank branches) is carried out after receiving a positive conclusion from the Regional Main Directorates of the Central Bank regarding compliance with the requirements of Paragraphs 327, 329, and 331 of these Instructions. (Paragraph 326 amended by Resolution No. 17/5 dated June 11, 2011 of the Board of the Central Bank of the Republic of Uzbekistan (registration number 1831-2, 21.07.2011) — UR QHT, 2011, No. 29, Article 310)

  2. Operational cash desks located outside the bank of a bank (bank branch) may be opened within the territory where the bank branch is located (Republic of Karakalpakstan, region, city of Tashkent). Banks that do not have a branch in the region are not permitted to organize operational cash desks located outside the bank.

Operational cash desks located outside the bank buildings may accept cash or via terminal using bank plastic cards only for collecting utility payments, taxes and other mandatory payments, fines, mandatory and voluntary insurance payments from the population, as well as for depositing savings and making other payments. Additionally, cash may be given to the population from their savings funds upon their request through operational cash desks located outside the bank buildings.

Operational cash desks located outside the bank buildings must hand over collected cash receipts to the cash desks of commercial banks (branches) in the district or city not divided into districts where the operational cash desk is located, via the incassation service daily. If a commercial bank (branch) is not present in the district or city not divided into districts where the operational cash desk is located, cash receipts must be handed over via the incassation service to another commercial bank (branch) in this region.

In this regard, incassation service routes are not permitted to be established outside the district or city not divided into districts where they are located.

Banks (bank branches) operating in the territory of a city divided into districts may hand over cash receipts collected at operational cash desks located outside the bank to the cash desks of the bank (bank branch) that organized them, via the incassation service.   1. The staff of operational cash desks located outside the bank must include the positions of controlling accountant, controlling cashier, and cashier.

  2. If the controlling accountant or cashier is temporarily absent (during temporary disability, labor or social leave), the operational cash desk located outside the bank may continue its work activity after one of the relevant employees of the branch is temporarily appointed by order of the head of the bank branch.

  3. Operational cash desks located outside the bank must be equipped in accordance with the requirements of relevant normative-legal documents on organizing protection by protection units under the internal affairs bodies of banks (bank branches).

Operational cash desks located outside the bank buildings are protected on the basis of a contract concluded between the bank (bank branch) and protection units under the internal affairs bodies:

  • equipped with protection, fire, and danger warning signaling devices;
  • protected by one protection service employee during the working hours (8 hours);
  • protected by an emergency group from the Technical Protection Point (TPP) in response to a "Alarm" message sent from protection, fire, and danger warning signaling devices.   1. The building of an operational cash desk located outside the bank must consist of 2 rooms with separate entrances, and small windows (hatches) must be installed in the wall between the cash rooms for handing over documents to each other.

The first room is intended for the controlling accountant to formalize documents, check them, and perform relevant accounting entries via modem transmission; the second room is intended for the cashier to accept, store, and hand over cash.

  1. Employees of the operational cash desk must be provided with a money counting machine, calculating machine (calculator), computer printer, along with a safe or special metal cabinet, bands for wrapping money, systems and seals, special seals and stamps attached to the cashier with the name of the operational cash desk written on them or its serial number indicated, and other relevant forms.

  2. ATMs and terminals may be installed at operational cash desks located outside the bank of banks (bank branches). (Paragraph 333 amended by Resolution No. 17/5 dated June 11, 2011 of the Board of the Central Bank of the Republic of Uzbekistan (registration number 1831-2, 21.07.2011) — UR QHT, 2011, No. 29, Article 310)

  3. Operations related to currency circulation at operational cash desks located outside the bank must be organized in accordance with the "Instructions on Organizing Work Related to Currency Circulation in Banks of the Republic of Uzbekistan" (October 10, 2005, registration number 1518 — Collection of Legislation of the Republic of Uzbekistan, 2005, No. 43-44, Article 334).

  4. Acceptance of cash for deposits, payment of interest on them, and return of deposits at operational cash desks located outside the bank are carried out in accordance with the requirements of the "Instructions on the Procedure for Conducting Deposit Operations in Banks of the Republic of Uzbekistan" (registration number 2711, August 26, 2015).   5. The hiring and dismissal of employees at an operational cash desk located outside the bank, the circulation of documents for accepting and giving cash to customers and the population, the acceptance and handing over of cash, and the delivery of cash and documents to/from the bank branch via the incassation service must be strictly carried out in accordance with the requirements of these Instructions.

In this regard, the bank (bank branch) provides operational cash desks located outside the bank with the necessary amount of advance funds based on a contract concluded with the incassation service. After the end of the bank's operating day, the cash balances of national and foreign currencies and other valuables existing at the operational cash desk must be handed over to the respective bank (bank branch) cash desk via the incassation service;

The retention of cash balances at the operational cash desk at the end of the day is prohibited. (Paragraph 336 amended by Resolution No. 17/5 dated June 11, 2011 of the Board of the Central Bank of the Republic of Uzbekistan (registration number 1831-2, 21.07.2011) — UR QHT, 2011, No. 29, Article 310)

  1. Accounting for operations carried out at operational cash desks located outside the bank must be strictly carried out in accordance with the "Rules for Accounting for Cash Operations in Banks of the Republic of Uzbekistan" (July 24, 2006, registration number 1602 — Collection of Legislation of the Republic of Uzbekistan, 2006, No. 30, Article 299).

  2. Operational cash desks located outside the bank must be directly connected via modem communication through the computer program available at the bank branch.

The controlling accountant of operational cash desks located outside the bank must access this program through their personal secret code (password) and reflect each cash operation with the customer separately through relevant accounts.

  1. Control over the activities of operational cash desks located outside the bank must be established in accordance with the requirements of these Instructions.

  2. The Cash (Savings) Operations Management Department (Section) of the head bank, together with the bank's internal audit service and internal control employees, must conduct at least once a quarter an inspection of operational cash desks located outside the bank to verify the following: (First paragraph of Paragraph 340 amended by Resolution No. 17/5 dated June 11, 2011 of the Board of the Central Bank of the Republic of Uzbekistan (registration number 1831-2, 21.07.2011) — UR QHT, 2011, No. 29, Article 310)

a) timely transfer of cash accepted from the population and business entities to their respective accounts;

b) full inventory of funds remaining in bank depositors' accounts matching their deposit books;

c) measures taken to promptly restore depositors' funds from bank funds if cases of illegal misappropriation are identified as a result of inventory;

d) submission of relevant documents to law enforcement agencies to ensure full recovery of damage caused to the bank from material responsible persons who allowed illegal misappropriation;

e) strict numbering of pages in deposit books for income-expenditure accounting, with pages tied with string, sealed, and kept in books approved by the head of the bank branch, with personal signatures of the receiver and giver.

  1. Special training courses must be regularly organized at the head bank for cash desk employees to thoroughly study the procedure for conducting currency circulation and cash operations at operational cash desks located outside the bank.

  2. Employees of operational cash desks located outside the bank must be certified once a year by a special commission organized by the Bank Board.

Chapter XVII. Organization of the Incassation Service

  1. The incassation of cash receipts from business entities and the transportation of valuables between bank branches is carried out by the Regional Directorates and Sections of the Republic Incassation Service of the Central Bank of the Republic of Uzbekistan based on contracts concluded between the parties in accordance with the current legislation of the Republic of Uzbekistan. The receipt of cash from other banks and its delivery to branches of the Halk Bank for the purpose of distributing pension and benefit funds must be carried out solely based on orders of the Regional Main Directorates of the Central Bank of the Republic of Uzbekistan. The incassation of cash receipts and transportation of valuables are carried out by the incassation service using vehicles equipped with special lights (beacons) and sound signals (sirens) and radio communication devices, approved by the Central Bank in coordination with the Main Directorate of Road Traffic Safety of the Ministry of Internal Affairs, painted in color-graphic schemes on the outside, and registered as special emergency vehicles in the State Road Traffic Safety Service.   1. The Republic Incassation Service of the Central Bank of the Republic of Uzbekistan is an independent organization that operates based on its charter. It also has regional incassation directorates under its jurisdiction. (Paragraph 344 amended by Resolution No. 9/1 dated May 6, 2017 of the Board of the Central Bank of the Republic of Uzbekistan (registration number 1831-4, 14.06.2017) — UR QHT, 2017, No. 24, Article 508)

  2. The staff size of the incassation service is determined by the staffing table based on the volume and complexity of obligations to be performed regarding the incassation of cash receipts and transportation of valuables.

  3. The incassation service accepts persons who have served in the armed forces, are healthy, have passed the examination of relevant control bodies, have undergone training for a probation period not exceeding three months set by the service head, if the work is directly related to incassation and transportation of valuables.

  4. A personal file must be opened for each employee, containing among other documents:

a) a contract on full personal material liability;

b) a statement on non-disclosure of service secrets and information on incassation and transportation of valuables;

c) an insurance contract concluded with the employee;

d) certificates of undergoing a medical examination once a year.

  1. Initial training is conducted for newly hired employees, and after their knowledge is tested, they are assigned to independent work. At the same time, "Technical Training" sessions related to normative documents relevant to the incassation service are conducted, and the employee's acquired knowledge is regularly tested.

A model contract on full personal material liability (Appendix 3) is concluded with employees performing operations related to the incassation of cash receipts from business entities and the transportation of valuables.

  1. Each employee assigned a service weapon is insured in advance at the expense of the incassation service and its regional incassation directorates due to the possibility of harm to health while performing official duties. If an employee dies while performing official duties, the insured payment is paid to their heirs in the manner established by legislation.   2. Heads of the incassation service and their deputies must regularly conduct inspections at least once a quarter to verify compliance with the rules of incassating cash receipts and transporting valuables by incassators. The results of the inspection must be recorded in the book of Form 172 provided in Appendix 34 of these Instructions.

Responsibility for compliance with the rules of incassating cash receipts, transporting valuables, and providing services to bank customers by incassation service employees lies with the head of the incassation service.

Inspections on providing services to bank customers are carried out by bank heads. At the same time, permanent control over the work activity of the incassation section located in the bank branch building is established, and every quarter of the year, the organization of work in the incassation section, i.e., the maintenance of the service book and journals, incassation of customer cash receipts, transportation of valuables, the working condition of incassation service vehicles, their equipment with special technical devices, storage of vehicles in boxes when not on route, and the physical and mental state of incassators are reviewed, and information on the results is submitted to the Emission - Cash Operations Departments of the Regional Main Directorates of the Central Bank.   1. The Structural Divisions of the Department of Emission-Cash Operations of the Central Bank of the Republic of Uzbekistan and its Regional Main Departments must regularly conduct inspections and supervision regarding the work of the incassation service.

Responsible employees of the incassation service must regularly go on business trips to regional incassation departments to provide practical assistance on how the work is organized and to eliminate identified deficiencies. Chapter XVIII. Organization of Incassation of Cash Receipts of Business Entities

  1. The collection of cash receipts of business entities and their delivery to the bank branch is carried out on the basis of a three-party and four-party agreement concluded between the bank, the client, and the incassation service. See previous edition.

Incassation departments in districts or cities not divided into districts may conclude agreements to provide incassation services only with business entities that have permanent cash receipts and operate within the territory of that district or city. (Paragraph 352 supplemented with a second paragraph based on the Resolution of the Board of the Central Bank of the Republic of Uzbekistan No. 19/3 dated June 27, 2009 (registration number 1831-1, 10.07.2009) — O‘R QHT, 2009, No. 29, Article 338)

A business entity submitting a copy of documents confirming the location of the branch for handing over cash receipts and granting the right to use it to the incassation service along with the application for concluding an agreement with the incassation service. (Paragraph 352 supplemented with a third paragraph based on the Resolution of the Board of the Central Bank of the Republic of Uzbekistan No. 17/5 dated June 11, 2011 (registration number 1831-2, 21.07.2011) — O‘R QHT, 2011, No. 29, Article 310)

  1. Cash incassation services are provided to business entities without collecting intermediary payments. Subsequently, these expenses are reimbursed by banks based on two-party agreements concluded between the bank branch and the incassation service, according to payment reports submitted by the incassation service monthly.

  2. The list of business entities (Appendix 18) is kept in the corresponding book of the incassation department from which cash receipts are collected, as well as in electronic form.

For each business entity, a visit sheet of Form 107 (Appendix 32) is drawn up monthly, and a registration number is assigned to the entity.

Special incassation bags with the inscription "BANK" are sold to each business entity in the necessary quantity depending on the volume of cash receipts. Each bag is assigned a fractional number, where the numerator is the entity's registration number, and the denominator is the sequential number of the bag. Bags with the index "V" are issued on Sundays and holidays.

  1. Each business entity whose cash is being incassated provides the bank with two samples of seals with clear impressions. If bags containing cash receipts are handed over to local incassation departments, seal samples are provided in three copies. The seal sample must indicate the abbreviated name of the business entity.

The head of the incassation department and the bank's cash manager inspect the aforementioned samples, stamp their seals on the lower part of the entity's seal sample in the system, and then the bank's cash manager certifies it with their own seal sample.

The first copy of the certified seal samples is given to the business entity. When accepting paid bags, the incassator shows this sample to the entity. The second copy is submitted to the bank's evening cash for control at the time of accepting paid bags from incassators. See previous edition. (The fourth paragraph of Paragraph 355 was removed based on the Resolution of the Board of the Central Bank of the Republic of Uzbekistan No. 17/5 dated June 11, 2011 (registration number 1831-2, 21.07.2011) — O‘R QHT, 2011, No. 29, Article 310)

355-1. Incassation points may be organized in markets (excluding weekly one-day markets and commodity markets) and shopping complexes with 100 or more permanent trading outlets and places to accept daily cash receipts of business entities. The doors of the room where the incassation point is located must be locked from the inside. The incassation point must be equipped with seal samples certified by the head of the incassation department and the cash manager for accepting bags containing cash receipts and sealed (by comparing with seal samples) from customers. The incassation point room must be separated by a barrier (barrier) for incassators to accept bags containing cash from business entities.

Incassators at the incassation point accept incassation bags from business entities in accordance with the requirements of Chapter XIX of these Instructions. (Paragraph 355-1 introduced based on the Resolution of the Board of the Central Bank of the Republic of Uzbekistan No. 17/5 dated June 11, 2011 (registration number 1831-2, 21.07.2011) — O‘R QHT, 2011, No. 29, Article 310)

  1. The head of the incassation department draws up the directions for collecting cash receipts from business entities and their visit schedules. The time for incassators to visit objects is determined taking into account the time of the highest cash receipt at the bank cash.

The travel schedule of incassation directions is updated annually as of January 1 if necessary. See previous edition.

In this case, the incassation direction may not go outside the territory of the district or city not divided into districts where they are located. (Paragraph 356 supplemented with a third paragraph based on the Resolution of the Board of the Central Bank of the Republic of Uzbekistan No. 19/3 dated June 27, 2009 (registration number 1831-1, 10.07.2009) — O‘R QHT, 2009, No. 29, Article 338)

  1. The number of workers in a brigade must not be less than three people, determined by the head of the incassation department (or their deputy) depending on the incassation conditions.

One of the brigade members is appointed as the brigade leader, and another as the collector of cash receipts. During the collection of cash receipts, the brigade leader and the driver guard the bags containing cash receipts and monitor the work of the collector.

In some cases, incassation may be performed by two employees for a period not exceeding two days. In this case, the incassator-driver performs the duties of the brigade leader. The head of the regional incassation department must take measures to fill the incassation brigade composition with the necessary number of incassators.

  1. The deputy head of the incassation department (duty incassator) has the incassators sign the book of Form 172 before going out on direction for collecting cash receipts; the collector incassator is given a power of attorney of Form 173 (Appendix 33) valid for one year, visit sheets of Form 107 (Appendix 32), and a stamp indicating the direction number of the incassation department; the brigade leader hands over the certificate of the Main Directorate of Road Safety, visit sheets issued for the direction, and a certificate on the number of empty bags (Appendix 8).

Incassators receive empty bags to be taken on direction from the bank at the time specified in the contract, according to the book of empty bags issued to incassators (Appendix 22). Banks must allocate a separate room with lockable and metal cabinets for incassation and store bags not used on the day of departure for direction in this room.   1. All wax seals, seals, keys, and stamps used in the incassation service must be recorded in a special ledger kept by the head of the incassation department (Appendix 27) (in departments where a duty incassation department head is present, their accounting is kept by order of the head of the regional incassation department). All incassation departments must sign for seals, keys, stamps, and wax seals in this ledger.

The ledger for accounting and recording the movement of seals, stamps, and keys (Appendix 27) and the book for accounting visit sheets, bags, stamps, and power of attorney papers in cash incassation (Appendix 34) must be numbered, bound, and certified with the seal of the regional incassation department.   1. The head of the incassation department (or their deputy, duty incassator) checks the readiness of the special vehicle before sending incassators on direction and records the appropriate entry in the direction sheet. Also, the readiness of the driver-incassator to go on direction (their physical condition and possession of a driver's license) is checked.

  2. The use of special motor vehicles of the incassation service for purposes other than work is strictly prohibited.

Responsibility for the use and storage of service motor vehicles is placed on the head of the incassation service (department) (or their deputy). The storage of any other motor vehicles besides the special motor vehicles of the incassation service in the bank courtyard is strictly prohibited.

Only the incassator-driver of the special motor vehicle has the right to leave the bank territory.

If the special motor vehicle breaks down while moving along the incassation direction and cannot be repaired on the spot, another motor vehicle is assigned, and the driver-incassator assigned to this brigade's direction is not replaced.

  1. Before going out on direction to perform their service duties, incassators, after receiving a daily briefing from the head of the incassation department (or their deputy), sign the daily briefing book provided in Appendix 48 of these Instructions.

  2. Employees of the incassation service involved in the incassation of valuables must be provided with special clothing and personal protective equipment.

Chapter XIX. Procedure for Incassating Cash Receipts of Business Entities

  1. All business entities with permanent cash receipts must hand over their cash receipts through the incassation service to the bank where they have opened accounts in a timely manner.

Small business and private entrepreneurship entities may independently hand over cash receipts up to twenty times the minimum monthly wage to the cash of the bank (branch) where their main account is opened. (Paragraph 364 supplemented with a second paragraph based on the Resolution of the Board of the Central Bank of the Republic of Uzbekistan No. 26/2 dated September 10, 2011 (registration number 1831-3, 06.10.2011) — O‘R QHT, 2011, No. 40, Article 445)

Business entities without permanent cash receipts may personally bring and hand over (self-carry) cash payments for deposited wages, pensions, benefits, honoraria, and other labor-related payments not paid in time, and in some cases, cash payments made to the cash to cover damage caused to the business entity by the employee, and other payments, as well as excess cash beyond the cash limit, to the bank cash serving the entity's account until the main requirement is made.

In this case, it is strictly prohibited to hand over funds to the cash of a bank (branch) where the main bank account is not opened via self-carry. Legal entities are subject to fine sanctions established by legislation for banks (branches) that accept cash via self-carry from other bank customers.

  1. When handing over cash receipts to incassators, business entities fill out a set of forms of Form 006 (Appendix 19) in triplicate on black paper for each bag.

The first copy of the form (attachment register) is placed in the special pocket of the incassation bag, the second copy (cargo waybill for the bag) is given to the collector-incassator along with the bag containing cash receipts, and the third copy (receipt) remains with the customer.

  1. Before accepting the bag containing cash receipts, the collector-incassator presents to the cash depositor a personal ID with a photo, a power of attorney of Form 173 (Appendix 33) for receiving cash receipts, and a visit sheet of Form 107 (Appendix 32).

The responsible employee of the business entity records all required entries in the visit sheet when handing over the bag containing cash receipts to the incassator. It is strictly prohibited for the incassator to make these entries.

If two or more bags containing cash receipts are handed over to the incassator, or if two or more empty bags are received, the number of bags is written in words in the columns "Number of bags containing cash receipts" and "Number of empty bags received from the incassator" of the visit sheet instead of numbers.

  1. When accepting bags, the collector-incassator checks the following:

a) the suitability and integrity of the bag;

b) its correct sealing (integrity of the sealing slot, clarity of the seal impression, and its similarity to the sample);

c) the correspondence of the numbers of the bags being accepted and handed over to the numbers indicated in the visit sheet, cargo waybill, and receipt;

d) the signature of the responsible person of the business entity on the cargo waybill and receipts;

e) the correspondence of the amount of cash receipts indicated in the visit sheet to the entries in the cargo waybill and receipt, and the mutual correspondence of the amounts written in numbers and words in the cargo waybill and receipt.

After that, the third copy of the receipt is signed, the date and the number of the bag being accepted are written on it, the direction stamp is applied, and the empty bag is handed over to the responsible employee of the business entity.

When accepting two or more bags, the collector-incassator checks the number of bags and the total amount of receipts by looking at the entries in the cargo waybill and receipt for each bag.

If the bag is found to be damaged or the additional documents are incorrectly formalized, the acceptance of bags containing cash receipts is stopped. Errors and deficiencies that do not lead to a disruption of the travel schedule of the incassator brigade on the direction may be corrected only with the participation of the collector-incassator.

In other cases, the acceptance of bags containing cash receipts from the business entity (cash depositor) is carried out during their repeat visit, and the appropriate entries are recorded in the visit sheet.

In case of refusal to hand over bags containing cash receipts, the business entity records the reasons for non-handover in the visit sheet and confirms it with their signature.

  1. The leader of the incassator brigade accepts bags containing cash receipts from the collector-incassator in the manner specified above, and then gives them the empty bag belonging to the next business entity to accept receipts from that entity.

The cargo waybills and visit sheets for bags containing cash receipts remain with the collector-incassator. While moving along the direction, bags containing cash receipts are stored in sacks or special boxes with the brigade leader.

  1. Incassators hand over bags with cash receipts brought to banks to the bank's evening cash in the manner specified in paragraphs 122-124 of these Instructions.

  2. After the bags are handed over with signatures in the established manner, the brigade leader hands over the form (Appendix 7) to the head of the incassation department (or their deputy, duty incassator), the driver-incassator hands over the State Road Safety Service certificate issued for departure on direction, the collector-incassator hands over the power of attorney, visit sheets, stamp, and all brigade members hand over their permits for carrying weapons, ammunition, and carrying weapons.

After the head of the incassation department (or their deputy, duty incassator) checks that all business entities have been served and that the number of bags handed over by incassators to the bank cash corresponds to the number of bags received from business entities, they record this in the form (Appendix 7) and in the book of Form 172 regarding the acceptance of the power of attorney, visit sheets, and direction stamp from the collector-incassator.

The head of the incassation department (or their deputy, duty incassator) draws up a certificate (Appendix 9) on the total amount of cash receipts handed over according to the form for recording accepted cash bags, sacks, and empty bags (Appendix 7) and gives it to the chief accountant of the relevant bank.

In addition, the head of the incassation department (or their deputy, duty incassator) signs and hands over the second copy of the certificate (Appendix 25) on business entities that did not hand over cash receipts to incassators for the previous day to the bank management daily.

  1. If cash receipts are collected by incassators on generally established rest days, but the recounting cash is not working, the cash manager or the controller of the recounting cash hands over empty incassation bags to the incassator brigade on these days in the manner specified in paragraphs 183-184 of these Instructions.

  2. It is permitted to store bags collected from the direction and containing cash receipts in specially allocated safes under the responsibility of incassators.

In such cases, the head of the incassation department (or their deputy, duty incassator) has the collector-incassator and the brigade leader sign the ledger for accounting seals, keys, and stamps, and provides sealers and keys. Safes are locked with two keys, sealed with the sealers of these persons in the established manner, and handed over for protection with a signature in the book of Form 161. The ledger is stored in a separate safe or metal cabinet of the incassator brigade leader. One copy of the seal (stamp) sample is handed over to the protection service employee (militiaman).   1. Incassators must store visit sheets and cargo waybills along with the incassated cash receipts, as well as power of attorney and the stamp indicating the direction number, in safes. (The first paragraph of Paragraph 373 amended by the Resolution of the Board of the Central Bank of the Republic of Uzbekistan No. 17/5 dated June 11, 2011 (registration number 1831-2, 21.07.2011) — O‘R QHT, 2011, No. 29, Article 310)

Locking, sealing, and handing over safes for protection is carried out after incassators bring bags from each direction.

Placing bags in safes, opening safes to place the next bags, and taking them out to hand over to cash employees is carried out with the participation of all members of the incassator brigade, recorded in the book of Form 161, and signed by incassators and protection service employees.

It is not permitted to store bags of cash receipts incassated by different incassation brigades in one safe.

  1. Before the recounting cash starts working, incassators must arrive at the agreed time and hand over bags containing cash receipts to the controller-cashier of the recounting cash in the manner specified in paragraph 124 of these Instructions, and hand over visit sheets, power of attorney, State Road Safety Service certificate issued for the direction, stamp, keys to safes, and wax seals (seals) to the head of the incassation department (or their deputy, duty incassator) through the corresponding books.

Chapter XX. Organization of Transportation of Bank Valuables

  1. The transportation of money, coins, and other valuables is carried out on the basis of agreements concluded between parties, written orders of banks, and orders of the Central Bank and its Regional Main Departments through the Regional Departments (Departments) of the Republic Incassation Service of the Central Bank of the Republic of Uzbekistan.

Cash funds for the payment of pensions and benefits financed from the account "22632 — 'Compensation and other payments for financing the payment of pensions and benefits in cash by district (city) branches of the Pension Fund'" opened in banks are delivered to the relevant branches of the Halk Bank through the incassation service based on the order of the Regional Main Department of the Central Bank. (The second paragraph of Paragraph 375 amended by the Resolution of the Board of the Central Bank of the Republic of Uzbekistan No. 28/4 dated October 21, 2017 (registration number 1831-6 07.11.2017) — National Database of Legislative Acts, 08.11.2017, No. 10/17/1831-6/0228)

Orders are prepared in four copies: the first copy is kept at the bank sending the valuables, the second at the bank receiving the valuables, the third at the incassation service (regional departments), and the fourth at the Department of Emission-Cash Operations of the Central Bank of the Republic of Uzbekistan (regional divisions of the Department of Emission-Cash Operations) for supervision.

Also, when transporting money, coins, and other valuables from one bank to another, the order of the Regional Main Department of the Central Bank may be formalized in two copies. In this case, one copy of the order is kept at the regional department of the incassation service, and another copy is kept at the Emission-Cash Operations divisions of the Regional Main Department of the Central Bank, and copies of the order are sent in electronic form (PDF, TIF) to the bank sending the valuables and the bank receiving the valuables.

Banks (branches) are not allowed to directly transport (self-carry) cash in national and foreign currencies and other valuables. (Paragraph 375 amended by the Resolution of the Board of the Central Bank of the Republic of Uzbekistan No. 9/1 dated May 6, 2017 (registration number 1831-4, 14.06.2017) — O‘R QHT, 2017, No. 24, Article 508)

  1. The bank sending the valuables must notify in advance by telephone or telegraph the banks receiving the valuables about the time of departure of the motor vehicle loaded with valuables and the organization of preparatory work for receiving the valuables.

  2. The number of members of the incassator brigade is determined taking into account the implementation of the transportation of valuables and their volume. In this case, a brigade consisting of at least three people for transportation within the city, district, and region (area), and at least six people for inter-regional (area) transportation must be formed, the protection and delivery time must be determined, a briefing must be conducted for incassators on the procedure for performing the task, and a signature must be obtained in the daily briefing book.

  3. One of the cashiers is appointed as the leader and organizes all work related to the transportation of valuables by the brigade (group). A power of attorney in Form No. 179, specified in Appendix 38 of this Instruction, is issued to the brigade leader. This power of attorney must record a one-time payment, the brigade leader's surname, first name, patronymic, and signature sample; list the surnames of all cashiers included in the brigade; indicate the initials of the first names and patronymics of the cashiers; and be signed by the head of the collection department and the chief accountant, and certified with a seal.

If the transportation of valuables is carried out by cashiers of the collection department, they are issued a power of attorney signed by the head of the collection department and the chief accountant. At the end of the month, the head of the collection department (or his deputy) reports to the territorial collection department on the use of these powers of attorney. (Paragraph 378, first sentence, in the edition of the Resolution of the Board of the Central Bank of the Republic of Uzbekistan dated June 11, 2011, No. 17/5 (Registry No. 1831-2, 21.07.2011) — UR QHT, 2011, No. 29, Article 310)

  1. Money, coins, and other valuables must be issued to cashiers against cash expenditure orders signed by the bank manager, chief accountant, and cash manager, in the presence of these officials. The orders must indicate the number and date of the order for sending the valuables to the specified location.

The sending bank must ensure that the amount specified in the order is fully issued to the collection staff.

  1. Excess balances in the bank's circulating cashiers, exceeding the limit, may be delivered to the Accounting-Cash Center in full bundles of usable money, and in exceptional cases, in incomplete bundles of obsolete money.

  2. Cashiers present identification documents when accepting valuables. Cashiers accept valuables by checking them one by one in bundles and packages, ensuring the packages are correctly wrapped and tied, verifying the number of bundles in each package, the correctness of the amounts indicated on the upper overlays, the consistency of the requisites therein, the integrity and clear impression of the seals, and the integrity of the cellophane packets and guarantee seams.

  3. Coins are accepted by cashiers after checking that they are in bags, that the bags are intact and correctly tied, that the value and amount of the coins are recorded on the fabric labels attached to the bags, that the seals are intact and clearly impressed, and that the cashiers' signatures are present. Damaged and defective coins are permitted to be sent in full and incomplete bags to the Accounting-Cash Center of the Tashkent City Main Directorate of the Central Bank; if necessary, bags that have not been filled are sent without combining them.

Cashiers do not accept defective packages and bags identified at the time of accepting money bundles and coin bags.

  1. It is strictly prohibited to leave a collection employee or cash employee alone with cash prepared for transport and placed in bags.

  2. After accepting the valuables, the cash manager or another cash employee under his instruction places the valuables into standard canvas bags. The mouth of each bag is sewn and tied with a twine, twisted two and a half times. The ends of the twine are passed through a fabric label, on which the name of the bank sending the valuables, the date of wrapping and tying the bag, and the sequential number corresponding to the number in the list (Appendix 23) are indicated. The ends of the twine are then firmly tied. After that, the bag is sealed, and the cash employee controlling the wrapping and tying of the money signs the label on the bag.

The head of the collection brigade signs the cash expenditure orders confirming the acceptance of valuables. Brigade members sign the back of the orders, indicating their surname, full name, data from their personal identification documents, and the amount received.

  1. All cashiers of the brigade responsible for delivering the valuables to the specified location are fully materially liable for the safekeeping of the accepted and bagged valuables and the integrity of the seals in the bags.

  2. The cash manager of the sending bank draws up a list (Appendix 23) in 4 copies for the cash and coins or other valuables being sent. These are signed by the officials of the sending bank and certified with the bank seal.

The first copy of the list is given to the head of the collection brigade for submission to the head of the receiving bank. Copies 2 and 3 are used by the collection brigade for accepting and handing over the valuables and are submitted to the collection department after the task is completed; one of them serves as the basis for payment for the work performed. The 4th copy is stitched together with the orders and the power of attorney of the collection service in the daily cash documents of the sending bank, along with the relevant order of the Central Bank. (Paragraph 386, second sentence, in the edition of the Resolution of the Board of the Central Bank of the Republic of Uzbekistan dated May 6, 2017, No. 9/1 (Registry No. 1831-4, 14.06.2017) — UR QHT, 2017, No. 24, Article 508)

  1. If it is not possible to immediately transport valuables accepted from the bank through cashiers, they may be left in the bank's cash storage vault (not credited to the account in cases not provided for) for storage. The cash storage vault is additionally sealed (stamped) with the seal (seal) of the brigade leader and handed over for protection in the prescribed manner. A sample of the seal (stamp) is given to the guard. In such cases, the cash storage vault is opened in the presence of the head of the collection brigade.

  2. It is permitted to store valuables and weapons in warehouses (safes) and hand them over for protection in the prescribed manner. Accepted valuables may also be stored in another adapted room or in an armored special vehicle. In such cases, the valuables are guarded by the cashiers responsible for their storage.

  3. Cashiers accept foreign currency for delivery to the specified location based on the current "Regulation on Cash Operations with Currency Wealth in Banking Institutions of the Republic of Uzbekistan" (registered under No. 468 on August 3, 1998) and this Instruction.

  4. All valuables accepted by the cashiers must be taken out for transportation by vehicle or other means of transport, necessarily in the presence of the head of the collection brigade and police officers (guards).

  5. Every time valuables are transported to a vehicle or other transport, from one room to another, their quantity must be counted. The brigade cashiers must be positioned such that they can see every movement of the employees transporting the valuables.

  6. After the valuables are loaded into special vehicles (if they are equipped with a separate cargo compartment), the door of the cargo compartment is sealed with the seal of the head of the collection brigade and certified with the seal of the cash manager (or another employee assigned this duty by order). A sample of the seal is recorded in Book No. 161 together with the lists and handed over to the head of the collection brigade.

  7. After the valuables are brought to the appropriate place, the responsible employee of the bank accepting the valuables compares the seal pressed on the door of the special vehicle's cargo compartment with the seal sample sent through the head of the collection brigade, ensures that the impressions on the seals match, signs Book No. 161, and permits opening the door of the vehicle's cargo compartment. The valuables are accepted in the manner specified in paragraphs 401-402 of this Instruction.

The seal twines of the special vehicle's cargo compartment are kept until the valuables are accepted. In case of shortage of valuables (bags and bundles) or others, the seal twine of the vehicle's cargo compartment, along with the seal twine of the bag, seal samples, and other documents, are submitted.

  1. If valuables belonging to other banks are located in a special vehicle, the door of the special vehicle's cargo compartment is sealed with the seal of the head of the collection brigade and confirmed with the seal of the responsible person of the bank from which the cargo is unloaded. A sample of the seal is recorded in Book No. 161 and handed over to the head of the collection brigade. This procedure continues until the valuables are delivered to the respective banks. (Paragraph 394 in the edition of the Resolution of the Board of the Central Bank of the Republic of Uzbekistan dated June 11, 2011, No. 17/5 (Registry No. 1831-2, 21.07.2011) — UR QHT, 2011, No. 29, Article 310)

  2. The transportation of valuables in the vehicles of the collection service or other means of transport is carried out under the supervision of all cashiers of the brigade performing this task. In such cases, vehicle drivers are prohibited from continuing their work in another direction or leaving for another place during the performance of the task.

The transportation of valuables must be carried out in closed-body vehicles of the collection service. However, in some cases, as an exception, the transportation of valuables in closed-body rented motor vehicles is permitted.

  1. During the movement of the vehicle loaded with valuables, the head of the collection brigade must be in the driver's cabin, and other cashiers must be in the escort vehicle. The State Road Traffic Safety Service vehicle must move in front of the column, followed by the vehicle loaded with valuables, and then the escort vehicle. It is strictly prohibited for cashiers to enter other places, as well as for the vehicle to carry foreign persons or other cargo unrelated to the transported valuables.

  2. All instructions of the head of the collection brigade must be executed clearly and unequivocally.

If valuables are to be transported for a long period, the brigade leader, depending on the conditions, organizes shifts among the cashiers. Deviations by cashiers accompanying the valuables are carried out with the permission of the brigade leader.

  1. If the moving transport breaks down or another traffic accident occurs, making it impossible for the special motor transport to move, the head of the collection brigade must immediately notify the collection service or its territorial department and the Management of Emission-Cash Operations of the Central Bank. The collection service or its territorial department must immediately take measures to identify and eliminate the causes of the incident, with the aim of delivering the valuables to the specified location intact and on time and ensuring their integrity. (Paragraph 398 in the edition of the Resolution of the Board of the Central Bank of the Republic of Uzbekistan dated May 6, 2017, No. 9/1 (Registry No. 1831-4, 14.06.2017) — UR QHT, 2017, No. 24, Article 508)

  2. In cases where it is necessary to reload valuables onto another motor vehicle, the doors of the special motor vehicle (if it has a separate cargo compartment and is sealed) are opened, and the reloading of valuables onto another vehicle, sealing its doors, counting the valuables being reloaded, comparing them with the list, sealing the doors of the special motor vehicle onto which the valuables are reloaded, and handing over the seal sample to the head of the collection brigade must be carried out in the presence of the head of the bank and the cash manager located in the nearest vicinity of the incident.

  3. In cases where the loss, theft, or shortage of valuables is detected on the road or during their handover, the head of the collection brigade must immediately inform the head of the bank that sent the valuables, the collection department (division), the Central Bank of the Republic of Uzbekistan, and its territorial Main Directorate. He must carry out urgent measures to search for and return the valuables to their place and immediately notify the relevant internal affairs bodies on the ground to investigate this incident.

Money and other valuables brought to the bank branch must be accepted immediately without delay, regardless of when they were brought.

The handover of valuables must necessarily be carried out in the presence of the head of the collection brigade and the employees specified in the power of attorney.

  1. The acceptance of money and other valuables in banks is carried out by responsible officials liable for the safekeeping of the valuables by checking the integrity of the bags, the clear impression of the seal (stamp) traces and their correspondence to the numbers indicated in the list, the correct wrapping and tying of the bundles and their integrity, the number of bundles in each bundle, the date of wrapping and tying, the correctness of the amounts indicated on the overlays, the signatures of the cashiers, the presence of square stamps with their names, and stamps with the name and code of the bank.

  2. Coins in bags are accepted after checking their correct tying and integrity, the presence of the bank's name and code on the labels attached to the bags, the date of wrapping and tying, the value of the coins and the amount placed in the bags, the integrity and clarity of the seals, as well as the presence of signatures and names of cashiers on square stamps. In cases of damaged or suspicious packages, the bundles of money brought and coins in bags by the cashiers are accepted by counting them one by one with the participation of the cashiers.

In this case, the sealed packages of the bags and the labels belonging to the bags are kept until the acceptance of valuables is completed. In case of a shortage of valuables (bundles, stacks, etc.), the sealed packages of the bags and the labels belonging to the bags are submitted to the bank counting the money together with other documents.

  1. Bank managers must ensure the acceptance of valuables from the collection brigade and their handover in the prescribed manner not only on working days but also on general holidays, provided that the relevant documents are presented.

  2. If unfit and counterfeit money is detected during the acceptance of money brought for cash entry, as well as in cases of shortage or excess money, the bank accepting the money draws up a protocol in Forms No. 145 and 145a. In such cases, the requirements of paragraphs 316–318 of this Instruction must be complied with, and the amount indicated in the attached documents must be entered into the cash regardless of the amount of shortage or excess. The amount of shortage is transferred to the relevant account for recovery from the guilty person, and excess money is entered into the bank's profit.

  3. After the acceptance of valuables is completed, the responsible officials of the bank liable for the safekeeping of the valuables and the collection brigade handing over the valuables to the bank sign the "memo" section on the back of all three copies of the list of valuables sent. A bank seal is stamped on the three copies of the list. The second and third copies of the list are handed over to the head of the collection brigade.

  4. After returning to his permanent workplace, the head of the collection brigade must submit documents confirming the handover of valuables to the specified location. One copy of the list is sent to the collection department and attached to the payment request for payment to the bank being sent. The bank accepting the valuables must pay the collection service for the actual costs incurred for the transportation of valuables based on the submitted invoices within the deadlines specified in the contract.

Chapter XXI. Liability of Officials for the Safekeeping of Valuables and Compliance with Established Rules in Working with Valuables

  1. Bank managers and their branches' heads, chief accountants, and cash managers are liable for the safekeeping of all valuables in cashiers. Regarding the collection of money receipts and the transportation of valuables, the heads of the Republic Collection Service of the Central Bank of the Republic of Uzbekistan (in the system of the Halk Bank, the head of the collection service of this bank) are liable. (Paragraph 407 in the edition of the Resolution of the Board of the Central Bank of the Republic of Uzbekistan dated May 6, 2017, No. 9/1 (Registry No. 1831-4, 14.06.2017) — UR QHT, 2017, No. 24, Article 508)

  2. Bank chief accountants, heads of Cash Operations Departments (cash managers), heads of Collection Departments, heads of collection divisions, or persons performing their duties are liable, together with bank managers, for the proper organization of cash operations, the proper and safekeeping of all stored valuables, the clear provision of cash services to customers, the timely collection and transportation of valuables, and ensuring their safekeeping.

  3. All employees of banks and the collection service entrusted with valuables and working with them must know the rules for carrying out cash operations and accounting, as well as the rules for storing, collecting, and transporting money and valuables established in this Instruction. If any violation of the rules is detected, employees cannot plead ignorance of the established rules. (Paragraph 409 in the edition of the Resolution of the Board of the Central Bank of the Republic of Uzbekistan dated May 6, 2017, No. 9/1 (Registry No. 1831-4, 14.06.2017) — UR QHT, 2017, No. 24, Article 508)

  4. Bank managers must organize technical training sessions twice a week with cash employees to improve their knowledge of the rules of this Instruction. The conducted lessons must be recorded in a separate notebook (Appendix 47), and cash employees must be examined on the lessons covered.

  5. Bank managers, chief accountants, and cash managers must ensure strict compliance with the rules for carrying out cash operations and establish control over the timely entry of money received into bank cashiers.

Banks are strictly prohibited from carrying out expenditure operations after the end of the operation time.

  1. Bank managers report to their superior bank about every case of theft of money and valuables in an amount exceeding one times the established minimum wage in the Republic of Uzbekistan, errors in cash accounts, and the measures taken.

  2. In case of loss of valuables and bags during collection and transportation, and other emergency incidents occurring during transportation, the head of the collection brigade must immediately notify the collection service and the Central Bank of the Republic of Uzbekistan in the manner specified in paragraph 398 of this Instruction. (Paragraph 413 in the edition of the Resolution of the Board of the Central Bank of the Republic of Uzbekistan dated May 6, 2017, No. 9/1 (Registry No. 1831-4, 14.06.2017) — UR QHT, 2017, No. 24, Article 508)

  3. The following are strictly prohibited for cash and collection employees:

a) entrusting tasks related to working with valuables to other persons, as well as performing tasks not included in the scope of their duties established by this Instruction and other directives of the Central Bank; (Paragraph 414, sub-paragraph 'a', in the edition of the Resolution of the Board of the Central Bank of the Republic of Uzbekistan dated June 11, 2011, No. 17/5 (Registry No. 1831-2, 21.07.2011) — UR QHT, 2011, No. 29, Article 310)

b) directly executing customers' instructions to receive cash or deposit money into their accounts in the bank, as well as accepting documents for depositing or withdrawing money from customers bypassing accounting staff;

c) storing their own money and other valuables together with the bank's money and valuables.

d) filling out cash documents for unaccepted (unhanded) money-filled and empty bags (sacks). (Paragraph 414 supplemented with sub-paragraph 'd' based on the Resolution of the Board of the Central Bank of the Republic of Uzbekistan dated June 11, 2011, No. 17/5 (Registry No. 1831-2, 21.07.2011) — UR QHT, 2011, No. 29, Article 310)

  1. Cash employees are fully materially liable for any shortage found in the money bundles, stacks, and other packages they prepared and signed, as well as for unfit and counterfeit money and coins found in the money they sorted and wrapped, and for material damage and other deficiencies caused to the bank in daily operational activities. Cash employees are subject to the aforementioned liability regardless of when and in which bank a shortage, unfit and counterfeit money, or other defects found in the bundles they wrapped and signed are officially documented with protocols in Forms No. 145 and 145a in accordance with current legislation.

  2. Cashiers are fully materially liable for the safekeeping of the money and other valuables accepted for delivery to the specified location.

APPENDIX 1

RULES FOR DETERMINING THE PAYMENT WORTHINESS INDICATORS OF UZBEK SOMS OF THE CENTRAL BANK OF THE REPUBLIC OF UZBEKISTAN

  1. Soms and coins that are money of the Central Bank of the Republic of Uzbekistan, having the force of legal tender in the territory of the Republic of Uzbekistan and not raising doubts about their authenticity, are considered fit for payment. All economic entities must accept the following banknotes for payment without any obstacles and hand them over to banks for money receipt accounts:

a) money with holes or tears, creases, stains, or writings in pencil and ink in any part;

b) torn and glued money, if the parts of the money undoubtedly belong to a single banknote;

c) money with spilled paint, changed natural color, burned, painted, or drawn on;

d) money that has not retained its full volume.

  1. Metal coins that have retained their full volume and the image of their value on the front side, do not raise doubts about their authenticity, and have not changed their shape (deformed, crumpled, creased, pierced, cut, broken, subjected to friction, welded with any metal, melted in fire, turned blue and black), regardless of the type of damage, are considered fit for payment.

  2. Money and coins with the defects indicated above arriving at banks of the Republic of Uzbekistan must be sorted and accounted for as obsolete money.

  3. Defective banknotes and coins made by the "Davlat Belgisi" State Production Association are handed over by banks to the Accounting-Cash Centers of the Territorial Main Directorates of the Central Bank for exchange into fit money and coins without any obstacles. Economic entities and individuals may exchange defective money and coins for fit ones in banks or at Accounting-Cash Centers.

  4. If seriously damaged banknotes are identified, it is necessary to use a special (grid) net during the process of determining the remaining area of the money, in the event that the absence of any part is known. The net consists of 200 cells, i.e., 20 cells represent the length of the banknote and 10 cells represent its width. 200 cells constitute 100 percent of the area of the banknote. In this case, the area of the net for banknotes with a value of 1 and 3 sum should be 120 x 62 mm, for banknotes of 5 - 100 sum 142 x 69 mm, and for banknotes of 200 - 50,000 sum 144 x 78 mm.   5. A damaged banknote is placed on a net of the appropriate size depending on its value, such that its preserved sides must coincide with the boundaries of the net. The damaged part of the banknote is traced along its contour, and the number of cells corresponding to the missing part of the banknote is calculated. Unevenly distributed cells at the edges of the banknote are added together, the sum is divided by two, and added to the number of full cells.

If, according to the obtained result, the preserved upper part of the banknote corresponds to 110 cells and the unpreserved part to 90 cells, i.e., 55 percent of the preserved part and 45 percent of the unpreserved part, such banknotes may be considered fit for payment, regardless of the type of damage and the location of the damaged part.

Banknotes consisting of several parts are exchanged if one part of the banknote is present and the area it occupies is not less than 55 percent, or if it is unequivocally a banknote and the previous set of states is not less than 55 percent.

In order to preserve the damaged part during wrapping and transportation, all banknotes being checked must be glued to tracing paper or thin paper.

When accepting a damaged banknote for expertise, an application is written by the customer.
