ASFI Circular Letter CC-11448 2019 of October 18, 2019

Citizens must provide a Voting Certificate, proof of fine payment, or Voting Impediment Certificate when conducting transactions with financial entities nationwide within ninety days following the October 20, 2019 general elections. Exemptions apply to individuals aged seventy or older, those absent from the national territory, and those unable to vote due to documented force majeure or fortuitous events. Persons claiming exemptions under force majeure or absence must submit a Voting Impediment Certificate to comply with Article 154 of Law No. 026 of the Electoral Regime.

REF: PROCEDURE NO. T-2009532996 COMPLIANCE WITH ARTICLE 154 OF LAW NO. 026 OF THE ELECTORAL REGIME

Gentlemen:

In compliance with the provisions of Article 154 of Law No. 026 of the Electoral Regime of June 30, 2010, citizens must provide, within ninety (90) days following the general elections of October 20, 2019, held to elect the authorities of the Plurinational State of Bolivia, at least one of the following documents when conducting transactions with financial entities nationwide: Voting Certificate, proof of payment of the fine, or Voting Impediment Certificate, as applicable.

Likewise, according to what is established in Paragraph II of the aforementioned Article, it is communicated that the following persons are exempt from this requirement:

a) Those who were unable to vote due to fortuitous event or documented force majeure.

b) Those who are seventy (70) years of age or older.

c) Those who prove they were absent from the national territory at the time of voting.

For the cases of items a) and c), persons must provide the Voting Impediment Certificate, in consideration of what is stipulated in Paragraph III of the aforementioned Article, concordant with Article 145 of the same Law.
