ASFI Circular Letter CC-2521 2020 of March 17, 2020

Supervised entities must adjust public service hours at Financial Attention Points to 08:00 to 12:00, excluding ATMs, and publish these hours in visible locations. Entities are required to align electronic fund transfer and check clearing operations with Central Bank of Bolivia provisions, promote electronic payment instruments, and ensure continuous cash replenishment and sanitary security measures. Additionally, entities must implement actions to mitigate operational risks related to consumer attention, labor relations, and workplace safety. This circular declares Circular Letter ASFI/DNP/CC-2440/2020 of March 16, 2020, null and void.

Gentlemen:

In virtue of the emergency actions established by the National Government for the prevention and containment of the Coronavirus (COVID-19) outbreak and within the framework of the attributions of this Financial System Supervisory Authority (ASFI), supervised entities are instructed to adopt the following measures:

  1. Extraordinarily adjust their public service hours to 08:00 to 12:00 at all Financial Attention Points (PAF), with the exception of automated teller machines (ATMs), and must publish these service hours in oral and written media of their choice, with the frequency they determine, and display them in visible locations at the PAFs.

  2. Adjust their operations for the clearing of electronic fund transfer orders, as well as checks, complying with the provisions issued by the Central Bank of Bolivia in coordination with the Clearing and Settlement Chamber Administrator.

  3. Promote the use of electronic payment instruments, communicating and educating financial consumers about them.

  4. Take the necessary precautions for the continuous replenishment of cash in automated teller machines and the supply of paper for printing

receipts, as well as to have in place sanitary security measures in these premises.

  1. Implement actions to mitigate operational risk within each entity, related to the attention of financial consumers, labor relations, and workplace safety.

Likewise, it is communicated that ASFI has enabled the telephone line 2174450 and the email address comunicacionasfi@asfi.gob.bo, so that entities may report extraordinary closures of PAFs due to health emergencies or other unforeseen situations, during the hours of 08:00 to 13:00.

Finally, Circular Letter ASFI/DNP/CC-2440/2020 of March 16, 2020, is declared null and void.
