ASFI Circular Letter DNP CC-7795 2020 of November 26, 2020
Financial Intermediation Entities must pay the Hunger Against Bonus at all Financial Attention Points with cash service counters or via account credit. Entities are required to validate that receiving accounts are individual, active, and record the beneficiary's Identity Card number before processing payments. Financial Intermediation Entities must also provide sufficient resources to maintain COVID-19 prevention measures and avoid overcrowding at these locations.

Gentlemen:
Within the framework established by Law N° 1330 of September 16, 2020, and subject to what is stipulated in Supreme Decree N° 4392 of November 13, 2020, Financial Intermediation Entities (FIEs) are instructed to make the payment of the Hunger Against Bonus at all Financial Attention Points (FAPs) that have cash service counters; or through account credit. It is the responsibility of the FIEs, prior to the credit or deposit, to validate that the account receiving the Bonus is individual, records the beneficiary's Identity Card number, and is active, without any restrictions on balance movements. The data of said beneficiaries must enjoy the right to reserve and confidentiality, in accordance with current provisions.
To this effect, FIEs must provide the necessary human, physical, and technological resources so that efficient and timely attention is provided to financial consumers at the FAPs, avoiding overcrowding and maintaining at all times the prevention and care measures against the contagion and spread of the Coronavirus (COVID-19).
