Updated Guidelines on the Implementation of the Enhanced Comprehensive Credit and Equity Exposures Report of 2023 (COCREE 2.0)

The memorandum establishes specific due dates for reporting periods from April to September 2025 and mandates that submissions be complete, accurate, and reconciled with other regulatory reports. Strict penalties for reporting violations will be enforced starting with the September 2025 period, following a grace period for prior months to allow institutions to adjust their compliance processes.

M-2025-____ To : ALL UNIVERSAL/COMMERCIAL BANKS, DIGITAL BANKS, THRIFT BANKS, NON-BANK FINANCIAL INSTITUTIONS WITH QUASI￾BANKING FUNCTIONS, AND TRUST CORPORATIONS Subject : Updated Guidelines on the Implementation of the Enhanced Comprehensive Credit and Equity Exposures Report of 2023 (COCREE 2.0) Pursuant to Circular No. 1184 dated 15 December 20231 , the following guidelines shall be observed for the ongoing live submission of the Enhanced Comprehensive Credit and Equity Exposures Report of 2023, referred to as COCREE 2.0:

As practiced, COCREE 2.0 shall be submitted monthly through the BSP Relationship Management System (BRMS) – COCREE 2.0 Live Module which is accessible daily from 6:00 a.m. to 8:00 p.m., except on weekends (Saturday and Sunday) and holidays. Any change in the schedule of availability of the BRMS – COCREE 2.0 Live Module shall be announced by the Credit Reporting System Unit (CRSU).

  3. COCREE 2.0 submissions must be complete, accurate, consistent, and timely to be considered compliant with the reporting standards prescribed under existing regulations. BSP-Supervised Financial Institutions (BSFIs) should therefore ensure the COCREE 2.0 reconciles with other regulatory reports submitted to the BSP and contains true and correct information on borrowers/counterparties. The use of any form of proxy or dummy data is strictly prohibited, except for default values for specific data items that are explicitly provided in the Data Dictionary (DD), Line-item Instructions (LI) and DD-LI Guide of the COCREE 2.0 Report Package (CRP). 1 / Other related regulatory issuances are BSP Memorandum Nos. Page 2 of 2 4) Imposition of penalties for COCREE 2.0 reporting violations shall be strictly enforced beginning with reporting period 30 September 2025. The prior reporting periods shall serve as a grace period for BSFIs to make the necessary adjustments to ensure compliance with the above stated reporting standards. Only BSFIs that are actively engaged in submitting COCREE 2.0 through the BRMS-COCREE 2.0 Live Module shall be eligible for the grace period.
