Oregon Insurance Division Bulletin INS 2014-2: Autism Spectrum Disorder and Applied Behavior Analysis Therapy Coverage

The Oregon Insurance Division issued Bulletin INS 2014-2 to mandate that health insurers cover Applied Behavior Analysis (ABA) therapy for Autism Spectrum Disorder as a medically necessary mental health service. Insurers are prohibited from categorically denying ABA claims as experimental or investigational and must ensure that coverage limits do not violate state and federal mental health parity laws. The bulletin also establishes credentialing rules, including a grandfathering provision for providers active before August 2013, and outlines enforcement measures for non-compliance.
