The Department of the Treasury's Office of Foreign Assets Control (OFAC) issued General Licenses 55E and 115C to authorize specific services and transactions related to the Sakhalin-2 project and civil nuclear energy. OFAC also amended eight Russia-related Frequently Asked Questions and updated its Specially Designated Nationals and Blocked Persons List. The SDN List update includes the designation of Jose Antonio Yepez Ortiz and the Cartel de Santa Rosa de Lima as transnational criminal organizations.
