The Department of the Treasury’s Office of Foreign Assets Control published six general licenses to authorize specific transactions otherwise prohibited by the Russian Harmful Foreign Activities Sanctions Regulations. These licenses permit activities related to agricultural and medical commodities, energy sector transactions with designated banks, telecommunications services, and the wind-down or divestment of debt and equity involving blocked entities like MOEX and NSD. Each license includes specific expiration dates and exclusions for transactions involving correspondent accounts or prohibited directives under Executive Order 14024.
