The Bangko Sentral ng Pilipinas mandates that Rural Banks and Cooperative Banks commence live implementation of the COCREE 2.0 reporting framework starting with the September 30, 2025 reporting period. Institutions must utilize the BRMS-Live Module for submissions, with a November 28, 2025 deadline to initiate live reporting to qualify for a three-period grace period or exemption from penalties. Banks failing to meet this deadline must transition from the pilot sandbox by January 30, 2026, after which all reporting is strictly enforced through the live system.

M-2025-____ To : ALL RURAL BANKSAND COOPERATIVE BANKS Subject : Live Implementation of the Enhanced Comprehensive Credit and Equity Exposures Report of 2023 (COCREE 2.0) The following shall be observed for the live implementation of the Enhanced Comprehensive Credit and Equity Exposures Report of 2023, referred to as COCREE 2.0, as prescribed under Circular No. 1184 dated 15 December 20231 :
The live implementation of COCREE 2.0 for Rural Banks and Cooperative Banks (RCBs) will commence with the reporting period 30 September 2025. All live submissions shall be transmitted through the BRMS-COCREE 2.0 Live Module (BRMS-LM). The quarterly reporting deadlines for the live submission of RCBs are, as follows:
RCBs confirmed by the Credit Reporting System Unit (CRSU) to have successfully completed two (2) reporting cycles of pilot testing can proceed with the maiden live submission through the BRMS-LM. RCBs that have commenced live submission by 28 November 2025 shall be eligible to a grace period covering three (3) reporting periods. The grace period shall however only apply to RCBs that remain actively engaged in submitting the live COCREE 2.0 through the BRMS-LM.
RCBs unable to commence live submission by 28 November 2025 can continue pilot testing through the BRMS-COCREE 2.0 Sandbox (BRMS-SB) until 30 January 2026. After this date, the BRMS-SB shall no longer be accessible since by then all COCREE 2.0 are expected to be live and submitted through the BRMS-LM.
RCBs that commenced live submission after 28 November 2025 but before the closure of the BRMS-SB are also granted a grace period from penalties for reporting violations applicable only for the maiden reporting period (i.e., 30 September 2025). 1 Other related regulatory issuances of COCREE 2.0 are BSP Memorandum Nos.
