3 Central Bank of Djibouti Movable Property Register In this user guide, you will find all the necessary information to familiarize yourself with the Movable Property Register application and its operation. You can access the online Registry at: http://sic.banque-centrale.dj. The application is exclusively accessible to users authorized by the Office of the General Registrar, represented by the Central Bank of Djibouti. The application offers the following features: Ø Registration of a movable security by the creditor Ø Modification of a movable security by the creditor (in case of data entry errors or contractual changes) Ø Closure of a movable security by the creditor Ø Cancellation of a movable security by the creditor Ø Consultation and search by the general public

1. Access to the application a. Connection To access the application, users go through an authentication phase. Visit the following access page: https://sic.banque-centrale.dj and enter your username and password to connect to your portal. Below is a screenshot showing the application's authentication page.

4 Central Bank of Djibouti Movable Property Register Once your username and password are entered, the user is connected to the Movable Property Register and initially views the "Dashboard", explained below. b. Dashboard Ø General statistics for all institutions derived from the Registry o Number of registered entities (individual/company) o Number of securities registered (individual/ company) Ø Statistics specific to your institution (logged-in user) o Number of individuals registered by your institution o Number of securities registered by your institution (individual/ company) o Number of securities closed by your institution (individual/ company) o Number of securities cancelled by your institution (individual/ company) o Number of securities by type of pledged assets (individual/ company) § Click "Details" to view the complete list of these securities.

Client Search Ø Company The list of companies officially registered with the General Directorate of Taxes is already available in the system. You simply need to search for it in the database using the following parameters: Þ Search for a company by: o The Central Bank key (NIF) o The company name (one word is sufficient for the search) o The legal status of the company o The company's date of creation o The company's address Your search results will appear on your screen; click the name to view the client's complete profile. Ø Individual Þ Search for an individual by: o The Central Bank Identification Key o One of the two maternal names o Date of birth Click "Search" then "Company Search" Select the field on which you wish to perform the search

6 Central Bank of Djibouti Movable Property Register ü If the individual already exists in the database, click their name to display their profile. ü If the individual does not exist, you must first add their profile to the system and save it in order to be able to add a security. b. Adding an individual profile To create the "individual" profile, click on "Individual Management" and then fill out the form as indicated below; for Djiboutians, two maternal names are required, and for foreigners, the passport number. Once the individual's profile is created, you can easily search for this individual and add a security.

7 Central Bank of Djibouti Movable Property Register c. Security Search To search for a security, click on the "movable securities" tab and choose the type of security (individual or company). Þ The search can be performed by: o The security registration number (if you have it) o The name of the individual or company o The Central Bank Identification Key Click on the name of the client whose security you are searching for (individual or company) to display the security certificate. This certificate contains the following information: o Creditor name o Debtor name o Type of guarantee o Registration number o Description of encumbered assets o Maturity date and registration date of the security

8 Central Bank of Djibouti Movable Property Register The certificate can be exported in PDF format. The security may be modified, closed, or cancelled from the registry. d. Registration of a security Ø Company The list of companies officially registered with the General Directorate of Taxes is already available in the Registry's database. You simply need to search for the company within the Registry to add the security. Ø Individual Unlike companies, individuals are added to the Registry progressively by creditors during the registration of a security. However, before adding an individual's profile, verify whether they already exist in the system in case another creditor has already registered them.

9 Central Bank of Djibouti Movable Property Register In both cases, once your search result is obtained, locate the client in question and click on their name to display their profile. On this profile, you will find the client's name (company or individual), the Central Bank key (NIF for a company), the date of creation for a company and the date of birth for an individual, the legal framework (company) or gender (individual), as well as the client's address. The profile also contains a section dedicated to securities, composed of three parts: o Securities in progress (Collaterals) o Closed securities (Collaterals Closed) o Cancelled securities (Collaterals Radiated) To register a security, click on "Add collateral" in the "Collaterals" section, then fill out the form with the security details (asset type, short description, date of maturity, value of pledged assets or loan amount) as shown in the figure below. Finally, click on "submit" to finalize the registration of the movable security.

Modification of a security Search for the security you wish to modify, click on its name to display the details of the security and then click the "Modify" button. You now have the security in editable mode (see image below). Make the necessary changes (data entry error or contractual change) and then save these changes.

Closure of a security Search for the security you wish to close, click on its name to display the details of the security and then click the "Close/Cancel" button. Once the details are displayed, click on "Close" and choose the reason for this closure, then save to finalize the closure of the security.

Cancellation of a security Search for the security you wish to cancel from the Registry, click on its name to display the details of the security and then click the "Close/Cancel" button. Once the details are displayed, click on "Cancel" and choose the reason for this cancellation, then finally save to complete.
