Working Hours During the Holy Month of Ramadan and Holidays of Eid al-Fitr and Eid al-Adha for the Year 1446H

The Saudi Central Bank issued Circular No. 1,687,827 mandating adjusted daily working hours for financial institutions during Ramadan, specifying 10:00 AM to 4:00 PM for banks and six flexible hours (9:30 AM–5:30 PM) for financial transfer centers and payment service providers. The circular establishes six working-day holidays for both Eid al-Fitr (March 30–April 2, 2025) and Eid al-Adha (June 5–10, 2025), while requiring continuous operations at branches in Makkah, Madinah, and border crossings during Hajj. Institutions must notify the regulator of specific holiday-operating branches in high-traffic areas and publicly announce their schedules.

To Whom It May Concern,

Peace, mercy, and blessings of God be upon you,

Subject: Working Hours During the Holy Month of Ramadan and Holidays of Eid al-Fitr and Eid al-Adha for 1446H.

Reference is made to the Saudi Central Bank's authority to issue instructions related to financial institutions under its supervision and their operations, based on the provisions of the system issued by Royal Decree No. (36/M) dated 1447/4/11H, and other relevant applicable regulations. Accordingly, the Saudi Central Bank wishes to confirm compliance with the following:

  1. Daily working hours for banks regarding public dealings during the working days of Ramadan shall be from (10:00) AM to (4:00) PM.

  2. Daily working hours for banks' financial transfer centers and payment service providers during Ramadan shall be (six) flexible working hours, starting from (9:30) AM to (5:30) PM.

  3. The Eid al-Fitr holiday for financial institutions shall commence on Sunday, 1446/10/1H (corresponding to 2025/3/30M), and end on Wednesday, 1446/10/4H (corresponding to 2025/4/2M), totaling (6 working days according to the Umm al-Qura calendar).

  4. The Eid al-Adha holiday for financial institutions shall commence on Thursday, 1446/12/9H (corresponding to 2025/6/5M), and end on Tuesday, 1446/12/14H (corresponding to 2025/6/10M), totaling (6 working days according to the Umm al-Qura calendar).

  5. Bank branches, exchange centers, payment service providers and their seasonal branches in the cities of air and sea pilgrims and the holy shrines in Makkah Al-Mukarramah and Madinah Al-Munawwarah, as well as border crossings, shall remain continuously open during the Hajj season, including Fridays and Saturdays, to serve pilgrims, expatriates, and visitors.

  6. Banks, exchange centers, and payment service providers must open a number of their branches, in addition to financial transfer center branches, in populated and crowded areas, locations requiring service, airports, and various border crossings to operate for specific periods during the Eid holidays, and notify the Saudi Central Bank of the names of these branches and their working hours, announcing this through appropriate means.
