BFIU Circular Letter No. 01: Regarding Account Opening in the Scheduled Banks by Non-Resident Bangladeshis

The Bangladesh Financial Intelligence Unit (BFIU) directs scheduled banks operating in Bangladesh to cease requiring verification of supporting documents from Bangladesh diplomatic missions abroad for account opening by Non-Resident Bangladeshis. This directive applies to documents issued under the procedures specified in the Anti-Money Laundering Act, 2012, and the Anti-Terrorism Act, 2009. The instruction is effective immediately.

Dear Sir,

In the matter of account opening by Non-Resident Bangladeshis residing abroad, it has been the practice of Scheduled Banks operating in Bangladesh to impose the requirement of verifying supporting documents from Bangladesh diplomatic missions abroad, along with other matters, which is not mentioned in any directive of the Bangladesh Financial Intelligence Unit.

  1. Supporting documents issued by Scheduled Banks operating in Bangladesh for account opening by Non-Resident Bangladeshis residing abroad, under the verification procedures specified in the Anti-Money Laundering Act, 2012 (AML Act) and the Anti-Terrorism Act, 2009 (AT Act) by the Government of Bangladesh, do not require verification from the concerned diplomatic missions.

  2. This directive shall be effective immediately.
