SUBJECT: TREASURY MANAGEMENT – AUTHORIZE THE MONETIZATION OF MONETARY MATERIAL FROM THE CUTS OF Bs2, Bs1, c.50, AND Bs2 OF THE BICENTENNIAL OF LEGAL TENDER.
HAVING SEEN:
Law No. 901 of November 28, 1986, creating a new monetary unit.
Law No. 1670 of the Central Bank of Bolivia (BCB) of October 31, 1995, and its modifications.
The Regulation on Monetization, Distribution, Destruction of Monetary Material, and Destruction of Counterfeit Material, approved by Board Resolution No. 094/2018 of July 24, 2018, and its modifications.
The Statute of the BCB approved by Board Resolution No. 095/2022 of October 6, 2022.
Contract SANO-DLABS No. 140/2023 of "Coin Minting" dated August 8, 2023, and Amending Contract SANO-DLABS No. 76/2024 dated June 3, 2024, signed between the BCB and the company MINT OF FINLAND LTD.
Contract SANO-DLABS No. 4/2025 dated January 28, 2025, and Amending Contract SANO-DLABS No. 98/2025 dated May 19, 2025, signed between the BCB and the company MENNICA POLSKA S.A.
Report BCB-GTES-SAMM-DAMM-INF-2026-7 dated January 21, 2026, issued by the Treasury Management (GTES).

CONSIDERING:

That Law No. 901, in its articles 1 and 3, provides for the creation of the Boliviano as a new unit of the monetary system, through banknotes and coins that the BCB will issue and circulate with the status of legal and mandatory tender, being this the sole issuer of banknotes and coins.
That Law No. 1670 in its article 1 determines that the BCB is the sole monetary authority of the country, with administrative, technical, and financial competence and specialized regulatory powers of general application. In its articles 10 and 11, it provides that the BCB will exercise, exclusively and inalienably, the function of issuing the monetary unit of Bolivia called the "Boliviano" in the form of banknotes and metallic coins that are means of payment of legal tender throughout the territory of the Plurinational State of Bolivia, with unlimited liberatory power.
That the aforementioned Law, in its article 44, establishes that the highest authority of the BCB is its Board of Directors. In its article 54, subsections a) and m), it determines that the Board has the attributes to issue norms and adopt general decisions that are necessary for the BCB to fulfill the functions, competencies, and powers assigned to it by the Law, and to authorize and supervise the printing, issuance, and destruction of banknotes, and the minting and withdrawal of coins, within the norms of the aforementioned Law.
That the Regulation on Monetization, Distribution, Destruction of Monetary Material, and Destruction of Counterfeit Material in its article 2 defines monetization as a privative function of the BCB as the sole issuer of the Boliviano to put into circulation banknotes and coins of legal and mandatory tender with unlimited liberatory power. Likewise, in its articles 3 and 4, it provides that the Board of Directors of the BCB, through express resolution, will authorize the monetization of monetary material based on reports from the GTES and the GAL, according to the issuance or storage requirements determined by the GTES. The authorization of monetization will be recorded in an Act and Verification Sheet signed by a Director designated by the Board of Directors of the BCB, the General Manager, the Treasury Manager, and the Deputy Manager of Monetary Material Operations.
That the Statute of the BCB in numeral 11) of its article 10 determines that the Board of Directors of the BCB has the attribute to approve the printing, issuance, and destruction of banknotes and coins

of Boliviano and those issued for commemorative and numismatic purposes, as well as their denominations, dimensions, designs, and colors, according to Regulations when applicable.
That Contract SANO-DLABS-140/2023 of "Coin Minting" and Amending Contract SANO-DLABS No. 76/2024, signed between the BCB and the company MINT OF FINLAND LTD., establishes the minting of coins to cover the demand of financial intermediation entities and the general public.
That Contract SANO-DLABS No. 4/2025 of "Acquisition of Legal Tender and Commemorative Coins" and Amending Contract SANO-DLABS No. 98/2025, signed between the BCB and the company MENNICA POLSKA S.A., establishes the acquisition of legal tender coins and commemorative coins to cover the demand of financial intermediation entities and the general public, as well as for the celebration of historical dates.
CONSIDERING:
That through report BCB-GTES-SAMM-DAMM-INF-2026-7, the GTES concludes that the current existence of the denominations of Bs2, Bs1, and c.50 is insufficient to cover the requirements of financial intermediation entities and the general population in the short term; therefore, it is necessary to proceed with the monetization of coins from the aforementioned cuts, along with the Bs2 Bicentennial legal tender coins, to generally meet issuance requirements, in accordance with current regulations, which is considered technically viable.
That through report BCB-GAL-SANO-DLBCI-INF-2026-22, the GAL concludes that the request of the GTES through Report BCB-GTES-SAMM-DAMM-INF-2026-7, regarding the monetization of 22,200,000 pieces of Bs2 (equivalent to Bs44,400,000); 6,000,000 pieces of Bs1 (equivalent to Bs6,000,000), 5,000,000 pieces of c.50 (equivalent to Bs2,500,000) and 6,428,500 pieces of Bs2 of Legal Tender Bicentennial (equivalent to Bs12,857,000), is legally appropriate, therefore, it corresponds to the Board of Directors of the BCB to authorize the monetization of coins within the framework of what is provided for in articles 3 and 4 of the Regulation on Monetization, Distribution, Destruction of Monetary Material, and Destruction of

Counterfeit Material and its modifications, and to designate one of its members to participate in the corresponding monetization act.
THEREFORE,
THE BOARD OF DIRECTORS OF THE CENTRAL BANK OF BOLIVIA
RESOLVES:
Article 1.- Authorize the monetization of coins from the cuts of Bs2, Bs1, c.50, and Bs2 of the Legal Tender Bicentennial, according to the following detail:
