CONSIDERING:

That Law No. 901 in its articles 1 and 3 provides for the creation of the Boliviano as a new unit of the monetary system, through banknotes and coins that the BCB will issue and circulate with the quality of legal and mandatory tender, being the sole issuer of banknotes and coins.

That Law No. 1670 in its article 1 determines that the BCB is the sole monetary authority of the country, with administrative, technical, and financial competence and specialized regulatory powers of general application. In its articles 10 and 11, it provides that the BCB will exercise, exclusively and inalienably, the function of issuing the monetary unit of Bolivia

BOARD OF DIRECTORS

//2. B.R. No. 81/2026

denominated the "Boliviano" in the form of banknotes and metallic coins that are means of payment of legal tender throughout the territory of the Plurinational State of Bolivia, with unlimited liberating power.

That the aforementioned Law, in its article 44, establishes that the highest authority of the BCB is its Board of Directors. In its article 54, subsections a) and m), it determines that the Board has the attributes to issue norms and adopt general decisions that are necessary for the BCB to fulfill the functions, competencies, and powers assigned to it by the Law, and to authorize and supervise the printing, issuance, and destruction of banknotes, and the minting and withdrawal of coins, within the norms of the aforementioned Law.

That the Regulation on Monetization, Distribution, Destruction of Monetary Material, and Destruction of Counterfeit Material in its article 2 defines monetization as a privative function of the BCB as the sole issuer of the Boliviano, through which nominal value is granted to Boliviano banknotes and coins for their entry into circulation. Likewise, in its articles 3 and 4, it provides that the BCB Board of Directors, through an express resolution, will authorize the monetization of monetary material based on reports from GTES and GAL, according to the issuance or storage requirements determined by GTES. The authorization of monetization will be recorded in an Act and Verification Sheet signed by a Director designated by the BCB Board of Directors, the General Manager, the Treasury Manager, and the Deputy Manager of Monetary Material Operations.

That the BCB Statute in numeral 11) of its article 10, determines that the BCB Board of Directors has the attribute to approve the printing, issuance, and destruction of Boliviano banknotes and coins, and those issued for commemorative and numismatic purposes, as well as their denominations, dimensions, designs, and colors, according to Regulations when applicable.

That Contract SANO-DLABS No. 3/2025 establishes that the object of the contract is the acquisition of legal tender banknotes of Series "B" of the New Family of Banknotes (NFB) and the commemorative banknote of the Bicentennial of the Plurinational State of Bolivia, to cover the demand of financial entities and the general public; and the Amending Contracts SANO-DLABS No. 43/2025, SANO-DLABS No. 69/2025, and SANO-DLABS No. 61/2026, signed between the BCB and the company CRANE CURRENCY MALTA LIMITED, which modify the delivery deadline and numeral 10.1 of Contract SANO-DLABS No. 3/2025.

BOARD OF DIRECTORS

//3. B.R. No. 81/2026

CONSIDERING:

That through report BCB-GTES-SAOMM-DAMM-INF-2026-7, GTES concludes that with the purpose of satisfying the demand for banknotes from financial intermediation entities and, in general terms, meeting issuance requirements, in conformity with current regulations, it is technically viable to proceed with the monetization of banknotes from the Bs100 and Bs200 denominations, recommending to the Board of Directors to authorize the monetization of 84 million pieces of the Bs100 denomination (Bs8.4 billion) and 75 million pieces of the Bs200 denomination (Bs15.0 billion), and to designate a member of the Board of Directors to participate in the monetization act of the cited material on its behalf.

That through report BCB-GAL-SANO-DLBCI-INF-2026-152, GAL concludes that the GTES proposal to authorize the monetization of 84 million pieces of the Bs100 denomination (Bs8.4 billion) and 75 million pieces of the Bs200 denomination (Bs15.0 billion) and to designate a member of the Board of Directors to participate in the monetization act, is legally viable, as it does not violate the current legal framework, corresponding to the BCB Board of Directors to consider such determination through a Board Resolution, in accordance with subsections a) and m) of article 54 of Law No. 1670, numeral 11) of article 10 of the BCB Statute, and articles 3 and 4 of the Regulation on Monetization, Distribution of Monetary Material, and Destruction of Counterfeit Material and its modifications.
