BOARD RESOLUTION NO. 192/2025
SUBJECT: INTERNATIONAL OPERATIONS DEPARTMENT – APPROVING THE SERVICE COMMISSIONS TABLE AND THE FINES TABLE OF THE CENTRAL BANK OF BOLIVIA FOR THE 2026 MANAGEMENT PERIOD.
VIEWED:
Law No. 1670 of October 31, 1995, of the Central Bank of Bolivia (BCB) and its amendments.
Board Resolution No. 128/2003 of November 11, 2003, which approves the Regulations on Operations with Securities Issued by the General Treasury of the State for Fiscal Policy Purposes and its modification.
Board Resolution No. 095/2022 of October 6, 2022, which approves the Statute of the BCB.
Board Resolution No. 123/2022 of December 27, 2022, which approves the BCB Service Commissions Table and Fines Table and its amendments.
Board Resolution No. 040/2024 of March 26, 2024, which approves the Open Market Operations Regulations.
Board Resolution No. 163/2024 of November 27, 2024, which approves the Regulations of the Integrated Payment Liquidation System.

CONSIDERING:
That Law No. 1670 in its Article 1 establishes that the BCB is a state institution,

of public law, of an autarkic nature, of indefinite duration, with its own legal personality and assets and with legal domicile in the city of La Paz. In its Article 44, it determines that the highest authority of the BCB is its Board of Directors, which is responsible for defining its policies, specialized regulations of general application, and internal rules. In subsection a) of its Article 54, it provides that the Board has the authority to issue regulations and adopt general decisions that are necessary for the BCB to fulfill the functions, competencies, and powers assigned to it by Law.
That the Regulations on Operations with Securities Issued by the General Treasury of the State for Fiscal Policy Purposes in its Article 25 determines that if on the day of sale, the successful bidder does not have sufficient resources to make payment for the securities issued for fiscal policy purposes, the BCB will consolidate in favor of the GTS, as a fine, 2% of the nominal value thereof, without prejudice to other sanctions that may be determined by the Board of Directors of Securities of the General Treasury of the Nation (CAVT).
That the Statute of the BCB in items 1) and 3) of its Article 5, provides that its Board has normative competence to issue specialized regulations in the fields assigned by Law and technical competence for the formulation of policies and the application of instruments that allow it to fulfill its object. In items 1) and 44) of its Article 10, it establishes that the Board has the authority to approve general decisions and issue regulations that are necessary for the BCB to fulfill the functions, competencies, and powers assigned to it by Law and to fix the table of commissions that the BCB must charge for the services it provides.
That through Board Resolution No. 123/2022, the BCB Service Commissions Table and Fines Table were approved, which was modified in subsequent management periods and remained in effect until the current management period.
That the Open Market Operations Regulations, in paragraph III of its Article 21 and in its Article 29 establishes that the Issuing Entity will apply the collection of fines established in the BCB commission and fine table, which will be automatically debited from the current account and/or reserve of the liquidating entity.

That the Regulations of the Integrated Payment Liquidation System, in subsections b) and h) of its Article 31, provides as obligations of the participants of the Integrated Payment Liquidation System (LIP) to know and apply the Operational and IT Guides of the LIP modules, as well as their operational and security requirements, and to correctly classify the Payment Orders processed in the system with complete and reliable information as required by the BCB.
CONSIDERING:
That through report BCB-GOI-SOEXT-DOCC-INF-2025-56, the GOI presents the proposal for the new BCB Service Commissions Table and Fines Table for the 2026 Management Period, stating that for the evaluation of items regarding BCB services and fines, the BCB areas related to the subject have been requested for their conformity, modifications, and additions in relation to the current Tables, recommending that the Board consider their approval.
That through report BCB-GAL-SANO-DLBCI-INF-2025-434, the GAL concludes that from the analysis of the request for approval of the BCB Service Commissions Table and Fines Table for the 2026 Management Period presented by the GOI through report BCB-GOI-SOEXT-DOCC-INF-2025-56, it is viable for approval by the BCB Board of Directors in conformity with what is established in Articles 44 and 54 subsection a) of Law No. 1670 and items 1) and 44) of Article 10 of the BCB Statute, within the framework of paragraph I of Article 24 and Article 26 of the latter cited norm, as it does not contravene any legal provision and is within the attributions of the BCB.
THEREFORE,
THE BOARD OF DIRECTORS OF THE CENTRAL BANK OF BOLIVIA
RESOLVES:
Article 1.- Approve the Service Commissions Table and the Fines Table of the Central Bank of Bolivia for the 2026 Management Period, which form part of this Resolution as an Annex.

Article 2.- The Service Commissions Table and the Fines Table of the Central Bank of Bolivia will enter into force as of January 5, 2026.
Article 3.- As of January 5, 2026, Board Resolutions No. 123/2022 of December 27, 2022, No. 12/2024 of January 18, 2024, No. 59/2024 of May 7, 2024, No. 76/2024 of June 18, 2024, No. 181/2024 of December 30, 2024, No. 46/2025 of April 1, 2025, and No. 115/2025 of September 16, 2025, are hereby repealed.
Article 4.- The Presidency and General Management are charged with the execution and compliance of this Resolution.
