Board Resolution No. 67/2026

The Board of Directors of the Central Bank of Bolivia repeals the Regulation for the Administration of Other International Financial Assets, originally approved by Board Resolution No. 168/2024. This repeal is enacted because no such assets are currently recorded under the administration of the Monetary Operations Management and no further operations under this regulation are planned. The resolution takes effect immediately upon its approval on May 20, 2026.

SUBJECT: MONETARY OPERATIONS MANAGEMENT - INTERNATIONAL OPERATIONS MANAGEMENT - REPEAL OF THE REGULATION FOR THE ADMINISTRATION OF OTHER INTERNATIONAL FINANCIAL ASSETS.

VIEWED:

Law No. 1670 of October 31, 1995, of the Central Bank of Bolivia (BCB) and its modifications.

Board Resolution No. 95/2022 of October 6, 2022, which approves the Statute of the BCB.

Board Resolution No. 168/2024 of December 3, 2024, which approves the Regulation for the Administration of Other International Financial Assets.

Report BCB-GOM-SOMA-DACOMA-INF-2026-4 of May 19, 2026, from the Monetary Operations Management (GOM) and the International Operations Management (GOI).

Report BCB-GAL-SANO-DLBCI-INF-2026-121 of May 19, 2026, from the Legal Affairs Management (GAL).

CONSIDERING:

That Law No. 1670 in its Article 1 establishes that the BCB is the sole monetary and exchange authority of the country, with administrative, technical, and financial competence and specialized normative powers of general application. In its Articles 44 and 54, subsections a) and o), it provides that the Board of Directors is its highest authority, which has the attributes to issue norms and adopt general decisions that are necessary for the BCB to fulfill the functions, competencies, and powers assigned to it by the Law; as well as the power to approve, modify, and interpret the Statute and Regulations of the BCB, by two-thirds of the votes of all its members, without the need for any additional administrative act.

That the Statute of the BCB in items 1) and 30) of its Article 10 provides that its Board of Directors has the attributes to approve general decisions and issue norms that are necessary for the BCB to fulfill the functions, competencies, and powers assigned to it by the Law; and may approve, modify, and interpret the Statute and Regulations of the BCB.

That the Regulation for the Administration of Other International Financial Assets in its Article 1 establishes that its object is to establish the guidelines and general norms to carry out financial operations with Other International Financial Assets, which are administered by a Management different from the International Operations Management, provided that they strengthen the liquidity of the International Reserves, allowing the normal functioning of Bolivia's international payments.

CONSIDERING:

That through report BCB-GOM-SOMA-DACOMA-INF-2026-4, the GOM and the GOI conclude that as of the date, according to the accounting balance of the GOM, no Other International Financial Assets are recorded under their administration and there is no plan to carry out other operations under the Regulation for the Administration of Other International Financial Assets, making it technically feasible to repeal it.

That through report BCB-GAL-SANO-DLBCI-INF-2026-121, the GAL concludes that it is legally feasible to repeal the Regulation for the Administration of Other International Financial Assets approved by Board Resolution No. 168/2024, as it does not violate the current legal framework, and it corresponds to the Board of Directors of the BCB to approve such determination in accordance with what is established in Article 54 subsections a) and o) and items 1) and 30) of Article 10 of the Statute of the BCB.

THEREFORE, THE BOARD OF DIRECTORS OF THE CENTRAL BANK OF BOLIVIA RESOLVES:

Article 1.- Repeal the Regulation for the Administration of Other International Financial Assets, approved by Board Resolution No. 168/2024 of December 3, 2024.

Article 2.- This Resolution shall enter into force from the date of its approval.

Article 3.- The Presidency and the General Management are entrusted with the execution and compliance of this Resolution.
