All other instructions in the referenced circular remain unchanged.

Reference is drawn to your attention to BRPD Circular No. 09, dated May 26, 2022, on the subject mentioned above.
The deadline for participating banks to apply to Bangladesh Bank for obtaining refinance facilities under the BDT 2,000 (Two Thousand Crore) refinance scheme established by Bangladesh Bank for the development, operation, and expansion of the shipbuilding industry through the aforementioned circular was previously fixed until June 30, 2024. Now, considering the potential of the shipbuilding industry to increase the country's export earnings, the deadline for participating banks to apply to Bangladesh Bank for obtaining refinance facilities for providing customer loans/investments under the said scheme has been extended to December 31, 2026.
In order to continue the program of the said scheme, the following paragraphs of the aforementioned circular are hereby replaced:
Paragraph No. 4. All scheduled banks operating in Bangladesh will be considered eligible to avail this refinance facility. Banks interested in availing the refinance must enter into a participation agreement (Participation Agreement) with the Banking Regulation and Policy Department-3 of Bangladesh Bank.
Paragraph No. 5. The operational program of this scheme will be carried out by the Banking Regulation and Policy Department-3. The application procedure for refinance, submission of required documents, and fund management must follow the instructions provided by the Banking Regulation and Policy Department-3.
Paragraph No. 11. Banks may take decisions to distribute loans in favor of any customer under their own policy. However, before approving loans under this fund, banks must ensure the availability of the fund from the Banking Regulation and Policy Department-3. The application for fund availability must be accompanied by the relevant loan distribution schedule and repayment schedule.
Paragraph No. 13. Participating banks will distribute loans in favor of customers in various installments according to the distribution schedule attached with the application for fund availability, subject to ensuring the proper use of the loans. After loan distribution, banks will apply for refinance facilities to the Banking Regulation and Policy Department-3 of Bangladesh Bank. Banks may also avail refinance facilities against interim installments if necessary.
Paragraph No. 15. (d) Banks will provide investments to customers under this fund based on their approved investment methods without making any difference in percentage for banks operated on Islamic Shariah basis and investments approved through Islamic banking methods in other banks. In this regard, refinance facilities will be obtained from the fund through the pre-approval procedure determined by the Banking Regulation and Policy Department-3.
In addition, other instructions mentioned in the aforementioned circular will remain unchanged.
These instructions are issued under the powers conferred by Section 45 of the Bank Company Act, 1991.
