The circular instructs all scheduled banks operating in Bangladesh to approve and disburse working capital loans to leather sector traders for the purchase of raw hides from sacrificial animals during the upcoming Eid-ul-Azha 2026. It relaxes the obligation to recover compromised amounts for previously rescheduled loans until June 30, 2026, and mandates that the loan disbursement target for 2026 must not be lower than the target set for Eid-ul-Azha 2025. Context of loan disbursement in favor of leather traders on the occasion of the upcoming Eid-ul-Azha.
The leather industry is an export-oriented industry based on domestic raw materials. It is a promising sector for national growth, commerce, foreign exchange earnings, savings, and value addition. Almost more than half of the raw materials used in the leather industry throughout the year come from the hides of animals sacrificed on the occasion of the holy Eid-ul-Azha every year. The sacrificial Eid of 2026 is approaching. Therefore, if there is a supply of necessary funds to raw hide (Kacha Chama) traders at this time, it will play a significant role in the purchase, conservation, and marketing of the national resource, leather.
In this regard, you are hereby directed to approve and ensure the disbursement of working capital loans in favor of concerned traders in accordance with the rules, based on the bank-customer relationship, for the purchase of raw hides on the occasion of the upcoming Eid-ul-Azha. To this end, efforts must be continued to ensure the proper distribution of allocated loans and to reach the grassroots-level raw hide purchase programs involved.
If leather traders have previously rescheduled loans, the obligation to recover the compromised amount against the rescheduled loan status is relaxed until June 30, 2026, in the context of providing new loan facilities for the purchase of raw hides from sacrificial animals in 2026.
To comply with the above instructions, banks must determine a target for loan disbursement for the purchase of raw hides from sacrificial animals in 2026. The target determined for 2026 must not be lower than the target determined for the previous Eid-ul-Azha in 2025. Information on the determined target and disbursed loans must be sent to the Director, Banking Regulation and Policy Department-1, Bangladesh Bank, Head Office, by July 31, 2026, according to 'Annexure-A'.
This instruction is issued under the powers conferred by Section 45 of the Bank Company Act, 1991.
