BRPD-1 Circular Letter No. 17: Interest/Profit Rate of Loan/Investment

The document amends paragraph 3(g) of BRPD-1 Circular No. 10/2024 to reduce the maximum penalty interest rate applicable during the moratorium period for overdue loans or installments from 1.5% to 0.5%. This directive applies to all scheduled banks operating in Bangladesh and takes effect immediately.

  1. Attention is drawn to BRPD-1 Circular No. 10 dated 08 May 2024 on the subject above.

  2. Through the aforementioned BRPD-1 Circular No. 10/2024, the following instructions were provided in paragraph 3(g) regarding the determination of market-based interest rates for loans:

"If any loan or loan installment is identified as a full or partial moratorium (Moratorium), the maximum penalty interest of 1.5% may be charged on the total outstanding amount for current/overdraft loans and on the moratorium installment for term loans for the period of the moratorium."

  1. Now, considering the existing global economic situation, with the aim of increasing investment and productivity, the instructions mentioned in paragraph 3(g) of BRPD-1 Circular No. 10/2024 are hereby replaced as follows:

"If any loan or loan installment is identified as a full or partial moratorium (Moratorium), the maximum penalty interest of 0.5% may be charged on the total outstanding amount for current/overdraft loans and on the moratorium installment for term loans for the period of the moratorium."

  1. In addition, all other instructions of BRPD-1 Circular No. 10/2024 will remain unchanged, and actions taken previously under the said circular will be considered valid.

  2. This instruction will take effect immediately.

  3. This instruction is issued under the powers conferred by Section 29(2)(c) of the Bank Company Act, 1991.
