BRPD Circular Letter No. 16: Regulatory Reporting to Banking Regulation and Policy Department

The document instructs scheduled banks in Bangladesh to cease submitting hard copies of data previously required by specific BRPD circulars and letters, as this information is now submitted via the UOD portal or directed to other departments. Dear Sir,

Context of submitting reports to the Banking Regulation and Policy Department.

Bangladesh Bank has been collecting updated information on various banking matters from scheduled banks through various circulars and circular letters. Now, it has been decided by various departments of Bangladesh Bank to conduct a thorough review of the collected information to ensure informational consistency, reduce the frequency of submitting certain reports (avoiding redundancy), avoid repetition in the data received, and identify and avoid unnecessary reports. In this context, the Banking Regulation and Policy Department and the Department of Off-Site Supervision advise you to follow the following instructions by drawing your attention to the circulars/circular letters issued from time to time:

a) There is no need to submit information regarding outstanding and other court cases filed and decided by banks to this department in accordance with the instructions of BRPD Circular No. 11 dated 13/09/2000, BRPD Circular Letter No. 01 dated 01/01/2003, and BRPD Circular Letter No. 12 dated 04/09/2016.

b) In paragraph 5(4) of BRPD Circular No. 04 dated 18/02/2024 regarding loan/investment write-off, it is advised to submit a hard copy of the relevant report to this department. However, since the relevant data is submitted via the UOD portal, there is no need to submit the aforementioned hard copy report to this department.

c) In accordance with the instructions of BRPD Circular No. 12 dated 13/06/2021 and DOS Circular Letter No. 31 dated 30/12/2024 regarding Import Post-Approval (IPA), a hard copy of the relevant report was previously submitted to both the Department of Off-Site Supervision and this department. Now, to avoid repetition, it is advised to submit the said report only to the Department of Off-Site Supervision.

d) BRPD Circular No. 11 dated 12/05/2024 instructed that the report on outstanding loan recovery through pre-litigation mediation be submitted to Bangladesh Bank on a half-yearly basis along with the report on outstanding and other court cases filed and decided by banks. Now, it is instructed to submit a hard copy/soft copy of the aforementioned report separately to this department twice a year (based on 30 June and 31 December).

  1. Other instructions contained in the aforementioned circulars and circular letters will remain unchanged, and the instructions of this circular letter will be effective from the September 2025 quarter.

  2. It is advised to inform all concerned about the above instructions.
