BRPD Circular Letter No. 21: Resolving Existing Difficulties of Raw Jute Exporters

The Bangladesh Bank extends the deadline for raw jute exporters to apply for loan rescheduling with a 2% down payment and a 2-year moratorium until December 31, 2025. This extension applies to borrowers who had a loan status as of December 31, 2024, and all other instructions from the referenced circulars remain unchanged. The directive is issued under Section 45 of the Bank Company Act, 1991, and takes immediate effect.

Dear Sir,

With reference to the appropriate subject, we draw your attention to BRPD Circular Letter No. 27 dated July 07, 2022, attached with the Memorandum No. 53.00.0000.331.38.005.21.169 dated June 29, 2022, from the Financial Institutions Department, Ministry of Finance, and BRPD Circular Letter No. 04 dated 16/02/2025, regarding the resolution of existing difficulties of 100% foreign currency earning raw jute exporters.

  1. In order to resolve the existing difficulties of raw jute exporters, under the aforementioned Memorandum and Circular Letter, the time limit for submitting an application to the concerned bank for rescheduling of loan/investment accounts by depositing a 2% down payment based on the existing loan status as of March 31, 2024, was fixed at 06 (six) months from the date of issuance of the Circular. However, it has come to our knowledge that due to various reasons, most borrowers in this sector have not yet been able to submit applications to the respective banks by paying the down payment and fulfilling other percentages to avail the benefits mentioned in the Circular Letter.

  2. In this regard, the time limit for submitting an application to the bank for rescheduling benefits with a 2% down payment based on the loan status as of December 31, 2024, along with a moratorium of 2 (two) years, is hereby extended until December 31, 2025. In addition, all other instructions mentioned in the aforementioned Circular Letter shall remain unchanged.

  3. This directive is issued under the powers conferred by Section 45 of the Bank Company Act, 1991, and shall take immediate effect.
