BRPD Circular Letter No. 24: Precautionary measures to ensure safety of the business centers of banks

The Banking Policy and Development Department (BRPD) of Bangladesh Bank directs all scheduled banks operating in Bangladesh to strictly comply with previous circulars regarding security measures at bank business centers. Banks are required to install and maintain CCTV/IP cameras at entrances, interiors, perimeters, and IT rooms, connecting them to the central network, and ensure armed security guards are properly trained. This directive addresses reports that some banks have not been adequately implementing these safety protocols.

Dear Sir,

Context regarding taking precautionary measures to ensure the safety of bank business centers.

Reference is invited to BRPD Circular No. 07 dated 05/07/2015, BRPD Circular Letter No. 06 dated 05/03/2020, and BRPD Circular Letter No. 61 dated 20/11/2023.

  1. Through the aforementioned circulars and circular letters, instructions were issued to all scheduled banks to ensure the safety of their business centers. These instructions included installing the necessary number of CCTV/IP cameras/spy cameras at branch entrances, inside branches, in the surrounding perimeter, and in all types of IT rooms (including those), connecting them to the bank's central information network, keeping the CCTV/cameras operational 24/7, bringing them under monitoring, and taking necessary arrangements so that video footage recorded by the cameras can be accessed by nearby police stations/police when needed. Additionally, instructions were issued to deploy sufficient/excess numbers of armed security guards for the bank's safety and to ensure that armed security guards receive adequate training on the use of weapons. However, the department has been informed that some banks are not properly complying with the aforementioned instructions to ensure the safety of their business centers.

  2. Therefore, instructions are hereby issued to you to properly comply with the instructions contained in the aforementioned circulars and circular letters to ensure the safety of your bank's business centers.
