BRPD Circular Letter No. 28: Limitation on Ex-Bangladesh travel of bank officials and employees
This circular maintains the prohibition on bank officials and employees traveling abroad for training, seminars, workshops, or study tours, while permitting travel for personal reasons such as Hajj or medical treatment, for foreign nationals returning to their home country, for staff at foreign bank branches in Bangladesh traveling to their headquarters, for official duties at sister banks, and for training organized by foreign investors. The previous restrictions on personal travel and the subsequent relaxations issued in Circular Letters No. 16 and 17 dated May 22 and 23, 2022, are hereby repealed, though actions taken under those prior directives remain valid. The existing instructions regarding the travel of Managing Directors and Chief Executive Officers remain unchanged.

Dear Sir,
Regarding the limitation on the ex-Bangladesh travel of bank-company employees
Reference is drawn to your attention to BRPD Circular Letter No. 16 dated 22 May 2022 and BRPD Circular Letter No. 17 dated 23 May 2022 on the subject cited above.

Through BRPD Circular Letter No. 16/2022, a ban was imposed on the ex-Bangladesh travel of bank employees for personal travel as well as for participation in training/meetings/seminars/workshops/study tours. Through BRPD Circular Letter No. 17/2022, the ban imposed on ex-Bangladesh travel earlier was relaxed in certain cases.

It is now directed that the ex-Bangladesh travel of bank employees for participation in training/seminars/workshops/study tours authorized by the bank shall remain banned. However, in accordance with the bank's policy on ex-Bangladesh travel, employees may travel abroad for the following purposes with the approval of the competent authority of their respective bank:
(a) Personal purposes for special needs under their own authorization, for performing the holy Hajj, and for receiving medical treatment based on the recommendation of a specialist doctor; (b) Foreign nationals working at the bank traveling to their home country; (c) Staff working at branches of foreign banks in Bangladesh traveling to their headquarters; (d) Participation in meetings where they play an important role in official work, including business meetings with sister banks abroad; and (e) Participation in training/seminars/workshops/study tours fully authorized and operated by foreign investor organizations.

In addition, the existing instructions regarding the ex-Bangladesh travel of the Managing Director/Chief Executive Officer of the bank shall remain unchanged.

BRPD Circular Letter No. 16 dated 22 May 2022 and BRPD Circular Letter No. 17 dated 23 May 2022 are hereby repealed. However, all programs previously taken under the directives mentioned in the aforementioned circular letters shall be considered valid and effective.

These instructions are issued under the powers conferred by Section 45 of the Bank Companies Act, 1991.
