BRPD Circular Letter No. 35: Implementation of Programs for National Mourning Day 2024

The Banking Regulation and Policy Department of Bangladesh Bank directs all scheduled banks operating in Bangladesh to implement specific programs for National Mourning Day 2024, observed on August 15, 2024. Banks are required to lower national flags, wear black badges throughout August, install banners, hold discussions on the day's significance, organize seminars on Bangabandhu Sheikh Mujibur Rahman, provide humanitarian aid, plant trees, display authentic documentaries on digital screens, and publish photographs of these events on their websites. These instructions are issued under the authority granted by Section 45 of the Companies Act, 1991.

Regarding the implementation of programs adopted for the observance of 'National Mourning Day 2024',

In order to observe 'National Mourning Day 2024' with due respect on the 49th death anniversary of the great architect of independence and the Father of the Nation, Bangabandhu Sheikh Mujibur Rahman, you are hereby instructed to implement the following programs:

a) Lower the national flag at bank buildings (owned/leased) on August 15, 2024; b) Employees/clerks to wear black badges throughout the month of August; c) Install special banners/festoons at bank buildings (owned/leased) on the occasion of National Mourning Day and pay homage on August 15, 2024; d) Include the observance of National Mourning Day in the agenda of the bank's management committee meetings and take necessary measures to discuss it with emphasis; e) Organize a discussion seminar on the life and work of Bangabandhu on August 15, 2024, or on a convenient date and time; f) Provide humanitarian aid/food assistance items to the helpless and poor, considering the capacity of their own institution; g) Take necessary measures for tree planting and conservation at their own office or a convenient location according to their own planning, and send short messages to customers' mobile phones calling for tree planting; h) If there are own digital display boards, take necessary measures to display authentic documentaries/speeches on the Father of the Nation, Bangabandhu Sheikh Mujibur Rahman, thereon; and i) Ensure that photographs of all organized events are taken and displayed on the bank's own website.
