BRPD Circular No. 03: Inclusion of Passing Banking Diploma Examination in the Promotion Policy of Officers as Mandatory Requirement

The Bangladesh Bank mandates that passing both the Diploma in Banking (DBA) and Advanced Diploma in Banking (ADBA) examinations is a mandatory requirement for promotion to the position of Senior Officer or any equivalent or higher post. This requirement applies to officers in banking-related roles but excludes staff in non-banking functions such as medical, engineering, and publication positions. The directive becomes effective on January 1, 2024, and simultaneously revokes the previous instructions issued under BRPD Circular No. 18 dated October 13, 2020.

Dear Sir, Regarding the inclusion of passing the Banking Diploma Examination as a mandatory requirement in the Staff Promotion Policy.

  1. Reference is drawn to BRPD Circular No.-18 dated 13 October 2020 on the above subject.

  2. Through the said circular, it was directed that for every step of promotion, a specific number of marks must be allocated for passing the Banking Diploma (DBA and ADBA) examination within the total marks allocated for promotion at each stage for all officers and posts equivalent to them working in banks, regardless of the designation, from the post of Officer up to the post of Managing Director and equivalent (excluding the post immediately below the Chief Executive Officer).

  3. The importance of the banking sector in the overall development of the country is immeasurable. Therefore, the necessity of creating skilled human resources with basic banking knowledge and enhancing officers' capacity for decision-making is undeniable. A benchmark of knowledge and experience of the staff of banks and financial institutions regarding banking laws and regulations is the two-tier Banking Diploma Degree (DBA and ADBA) conducted by The Institute of Bankers, Bangladesh (IBB). The curriculum of the Banking Diploma Examination is designed to encompass all theoretical and practical knowledge related to banking, where the DBA examination tests primary and basic knowledge related to banking, and the ADBA examination tests advanced banking knowledge and skills. It is mentioned that the Banking Diploma Certificate is awarded to those who pass the DBA and ADBA examinations.

  4. Now, to enhance the skills, qualifications, and capacity of bank staff, passing both tiers of the Banking Diploma is made mandatory for inclusion in the list of eligibility criteria for promotion to the post of Senior Officer or any subsequent post equivalent to it. However, this directive will not apply to staff employed in posts not directly related to banking programs, such as Doctors, Engineers (Civil, Mechanical, Electrical, and IT Professionals), and Publication posts.

  5. This directive will come into effect from 01 January 2024 and the directives given through BRPD Circular No.-18 dated 13 October 2020 shall be considered revoked.

  6. This directive is issued under the powers conferred by Section 45 of the Bank Company Act, 1991.
