BRPD Circular No. 08 mandates that all scheduled banks in Bangladesh implement the 'Guideline on Providing Integrity Award' starting in 2018. The guideline requires banks to annually award one employee from specified categories based on a 100-point evaluation across 20 integrity indicators, with a minimum qualifying score of 80. Eligible employees must have at least three years of service, and recipients are barred from re-qualification for three subsequent years. The award consists of a certificate and an amount equivalent to one month's basic salary, subject to approval by the bank's Board of Directors.

Dear Sir,
With the resolve to build 'Sonar Bangla', the 'National Integrity Strategy' under the title 'Resolve to Build Sonar Bangla: National Integrity Strategy' was approved in the Cabinet meeting in 2012. The vision of the National Integrity Strategy is 'Happy and Prosperous Sonar Bangla' and the objective is 'Establishment of Good Governance in State Institutions and Society'. To implement this strategy, the National Integrity Advisory Council has been formed under the leadership of the Honorable Prime Minister, and the Executive Committee of the Advisory Council has been formed under the leadership of the Honorable State Minister. In accordance with the decision of the National Integrity Advisory Council, Ethics Committees have been formed in all ministries/departments/other state institutions for the implementation of the Integrity Strategy. All ministries/departments/other state institutions have formulated and implemented Integrity Action Plans for the implementation of the National Integrity Strategy. The matter of providing Integrity Awards is included in the said Action Plan along with other activities.
Along with the government's work on Integrity, similar work has been undertaken in scheduled banks operating in Bangladesh. In order to implement the National Integrity Strategy in all banks, instructions were issued by Bangladesh Bank on 10/10/2013 for the formation of Ethics Committees, designation of focal points, and implementation of action plans.
Now, as part of the Integrity Action Plan, the 'Guideline on Providing Integrity Award' has been formulated with the purpose of awarding officers/employees of banks. Following this guideline, you are required to provide awards to the officers/employees of your bank for their integrity efforts every English calendar year.
This instruction will be effective from the year 2018.

Background: After the 'National Integrity Strategy' under the title 'Resolve to Build Sonar Bangla: National Integrity Strategy' was approved in the Cabinet meeting in 2012, it was published in the form of the Ministry of Public Administration's website, Gazette, and booklet. The vision of the National Integrity Strategy is 'Happy and Prosperous Sonar Bangla' and the objective is 'Establishment of Good Governance in State Institutions and Society'. To implement this strategy, the National Integrity Advisory Council has been formed under the leadership of the Honorable Prime Minister, and the Executive Committee of the Advisory Council has been formed under the leadership of the Honorable State Minister. In accordance with the decision of the National Integrity Advisory Council, Ethics Committees have been formed in all ministries/departments/other state institutions for the implementation of the Integrity Strategy, and the Member-Secretary of the Ethics Committee is working as the Integrity Focal Point. All ministries/departments/other state institutions have formulated and implemented Integrity Action Plans for the implementation of the National Integrity Strategy. The matter of providing Integrity Awards is included in the said Action Plan along with other activities. Along with the government's work on Integrity, similar work has been undertaken in scheduled banks operating in Bangladesh. Ethics Committees have been formed in all banks for the implementation of the National Integrity Strategy, focal points have been designated, and action plans have been formulated. To encourage Integrity, the activity of providing awards to officers/employees has been included in the Integrity Action Plan.
Objective: This guideline has been formulated with the purpose of providing awards to selected officers/employees of all scheduled banks operating in Bangladesh. Following this guideline, banks must provide awards to officers/employees for their integrity efforts every English calendar year.
Areas for Providing Awards: Banks must consider the following areas for Integrity Awards: 3.1 In the case of State-owned and Specialized Banks: 3.1.1 Officers from the Chief Executive of the bank up to the next two lower levels; 3.1.2 Officers from the fourth level of the bank to the sixth level; 3.1.3 Officers from the seventh level of the bank to the next lower levels; 3.1.4 Branch Managers of the bank*; 3.1.5 Employees of the bank**. 3.2 In the case of Private and Foreign Banks: 3.2.1 Officers from the Chief Executive of the bank up to the next three lower levels; 3.2.2 Officers from the fifth level of the bank to the seventh level; 3.2.3 Officers from the eighth level of the bank to the next lower levels; 3.2.4 Branch Managers of the bank*; 3.2.5 Employees of the bank**.
Page=2 4. Evaluation Method: Officers/employees will be selected for this award based on the indicators (Criteria) mentioned in the guideline and following the given method. In recommending for the award, a total of 100 marks must be considered based on the 20 indicators specified in the table below for Integrity efforts:

Determination of Eligibility for Award: 5.1 The officer/employee to be considered must have served in the respective bank for a minimum of 3 (three) years. 5.2 The best officer/employee must be selected based on the total marks obtained against the indicators of qualities of any officer/employee. 5.3 If the total marks obtained by any officer/employee are not at least 80, he/she will not be considered for the Integrity Award. 5.4 The officer/employee who obtains the highest marks will be considered for the Integrity Award. 5.5 If multiple officers/employees obtain the same marks after evaluation, the best officer/employee must be selected based on a lottery. 5.6 If any officer/employee receives the Integrity Award once in any English calendar year, he/she will not be considered for the award again for the next 3 (three) English calendar years.
