Dear Sir,
Reference is invited to the letter No. MALPRIB(Visesh) 267/2004-3918-3966 dated 19/10/2004 of the then Anti-Money Laundering Department of Bangladesh Bank.
In the aforementioned letter, instructions were issued to implement a system for the transfer of all branch staff, including branch managers, every 2 (two) or 3 (three) years, and to provide every employee with a minimum of 15 (fifteen) days of mandatory leave in a lump sum each year, and to verify loans and advances during this period.
Now, in order to effectively implement the objectives of the aforementioned instructions, the following measures are hereby instructed:
(a) Banks shall arrange for the transfer of all branch and head office staff, including branch managers, every 3 (three) years; excluding employees from the Bank's Managing Director down to the Deputy Managing Director or equivalent, and employees appointed as special officers or experts.
(b) Branches shall provide all employees working in the branch with 10 (ten) days of mandatory leave continuously once every year. However, in banks where earned leave (Jopoti Binodon Chuti) is operational in accordance with government policy or the bank's own policy, any employee in the branch who avails earned leave in a particular year shall not be entitled to mandatory leave in that year;
(c) During the period of availing earned leave or mandatory leave, employees working in the branch shall internally review the official activities performed by the concerned employee from their respective branches over the previous 1 (one) year. If any suspicious activity is observed, a report regarding the same shall be submitted to the bank's Human Resources Department. The bank's Human Resources Department shall take necessary measures based on the received report.
