BRPD Circular No. 18: To Allocate a Particular Number for Banking Diploma Examination, Part-1 and Part-2 in the Promotion Policy of Bank Officers

The circular instructs all scheduled banks operating in Bangladesh to incorporate specific marks for the Banking Diploma Examination (Part-1 and Part-2) into their existing officer promotion policies. Banks must allocate a defined number of marks for these examinations at each promotion step from Officer to Managing Director, ensuring that the marks allocated for Part-2 are not less than those for Part-1. These requirements apply to all staff except technical roles (such as IT, doctors, engineers, and legal staff) and cash-handling employees, and the revised policy must be approved by the bank's Board of Directors. The directive is effective immediately under the authority of Section 45 of the Bank Company Act, 1991.

Dear Sir,

Regarding the inclusion of a specific number for the Banking Diploma Examination, Part-1 and Part-2 in the Promotion Policy of Bank Officers.

The Institute of Bankers, Bangladesh (IBB) conducts a two-part Banking Diploma Examination for bank officers/employees. The main objective of this examination is to enhance bankers' decision-making abilities through basic knowledge related to the banking sector. Furthermore, the Banking Diploma Examination plays a helpful role in the professional development of bank employees alongside acquiring banking-related knowledge.

  1. Considering the subject matter, it is advised to incorporate the following instructions into your bank's existing promotion policy to formulate an amended promotion policy with the aim of creating more efficient and practically knowledgeable staff in the banking sector:

(a) A specific number of marks for the Banking Diploma Examination, Part-1 (BDE-1) and Banking Diploma Examination, Part-2 (BDE-2) must be allocated within the total allocated marks for promotion at each step from Officer and equivalent positions up to Managing Director and equivalent (all other staff, regardless of designation, except for the level immediately below the Chief Executive);

(b) The number of marks fixed for the Banking Diploma Examination, Part-2 (BDE-2) must not be less than the number of marks fixed for Part-1 (BDE-1) in any way;

(c) This may be relaxed for listed technical positions (IT staff, doctors, engineers, legal staff, etc.) and for staff working in cash;

(d) The policy regarding this must be approved by the bank's Board of Directors.

These instructions are issued under the powers granted by Section 45 of the Bank Company Act, 1991.

These instructions will come into force immediately.
