PRUDENTIAL CONTROL AND RESOLUTION AUTHORITY

Instruction No. 2025-I-20 regarding the composition of the prior declaration file for the affiliation, withdrawal, or exclusion of a mutual insurance group company (SGAM), a mutualist group union (UMG), or a social protection insurance group company (SGAPS) replacing Instruction No. 2015-I-17 of June 30, 2015 as amended by Instruction No. 2018-I-15 of July 11, 2018, Instruction No. 2019-I-11 of April 18, 2019 and Instruction No. 2024-I-11 of October 21, 2024

The Prudential Control and Resolution Authority, Having regard to the Insurance Code, particularly its Articles L. 322-1-3, L. 322-1-4, and R. 322-161; Having regard to the Monetary and Financial Code, particularly its Articles L. 612-14, L. 612-24, and R. 612-21; Having regard to the Mutual Code, particularly its Articles L. 111-4-2 and R. 115-2; Having regard to the Social Security Code, particularly its Articles L. 931-2-2 and R. 931-1-16; Having regard to Ordinance No. 2015-378 of April 2, 2015; Having regard to Decree No. 2015-513 of May 7, 2015; Having regard to the opinion of the Prudential Affairs Consultative Commission of October 1, 2025,

DECIDES

Article 1: The prior declaration file for affiliation, withdrawal, or exclusion provided for in Article R. 322-161 of the Insurance Code for mutual insurance group companies, Article R. 115-2 of the Mutual Code for mutualist group unions, and Article R. 931-1-16 of the Social Security Code for social protection insurance group companies shall consist of the elements defined in the annex to this instruction.

Article 2: This file must be sent in electronic format to the Prudential Control and Resolution Authority by depositing it at the following address: https://acpr-portail.banque-france.fr

Article 3: This instruction replaces Instruction No. 2015-I-17 of June 30, 2015, as amended by Instructions No. 2018-I-15 of July 11, 2018, Instruction No. 2019-I-11 of April 18, 2019, and Instruction No. 2024-I-11 of October 21, 2024, in order to update its annexes. References to Instruction No. 2015-I-17 of June 30, 2015 shall be understood as referring to this instruction.

Article 4: This instruction shall enter into force on January 1, 2026.
