Regulatory Charter: Financial markets regulatory system

The Council of Financial Regulators, comprising MBIE, the FMA, the RBNZ, and the Treasury, issued this Charter to promote active management and collaborative stewardship of New Zealand's financial markets regulatory system. The document establishes a twin peaks model with separate prudential and conduct regulators, defining core objectives of market conduct, soundness, and efficiency. It outlines the respective roles of core agencies, the legislative framework, and mandates a five-year review cycle to ensure the system remains a living, adaptive mechanism for addressing risks and gaps.
