CALL for individuals and legal entities interested in obtaining their registration in the Registry of Evaluators of Public Policies, programs derived from the National Development Plan, budgetary programs and federal resources transferred, corresponding to the fiscal exercise 2027.

JUAN ARMANDO RODRÍGUEZ LARA, Head of the Unit for Policy and Strategy for Results, based on what is provided by articles 134 of the Political Constitution of the United Mexican States; 14, first paragraph, 26, fraction VI, 31, fractions XVII and XIX of the Organic Law of the Federal Public Administration; 3, 6, 62, 78 and 110, third paragraph, fraction I of the Federal Budget and Fiscal Responsibility Law; and 22 of the Internal Regulations of the Secretariat of Finance and Public Credit, as well as guidelines 31 and 32 of the General Guidelines applicable to the management for results of federal public resources, published in the Official Gazette of the Federation on April 29, 2025; and guidelines 5 and 6 of the Guidelines for the integration of the Registry of Evaluators of Public Policies, programs derived from the National Development Plan, budgetary programs and federal resources transferred, published in the Official Gazette of the Federation on December 18, 2025, I have deemed it appropriate to issue the following:

CALL FOR INDIVIDUALS AND LEGAL ENTITIES INTERESTED IN OBTAINING THEIR REGISTRATION IN THE

REGISTRY OF EVALUATORS OF PUBLIC POLICIES, PROGRAMS DERIVED FROM THE NATIONAL DEVELOPMENT PLAN,

BUDGETARY PROGRAMS AND FEDERAL RESOURCES TRANSFERRED,

CORRESPONDING TO THE FISCAL EXERCISE 2027

This Call is directed to individuals and legal entities interested in obtaining their registration in the "Registry of Evaluators of Public Policies, programs derived from the National Development Plan, budgetary programs and federal resources transferred" (Registry of Evaluators), under the following:

BASES

I.

OBJECTIVE

The objective of this Call is to expand the Registry of Evaluators by incorporating individuals and legal entities that demonstrate their legal, tax, and technical status, as well as the required specialization and experience, with the purpose of expanding the supply of external evaluators available to the Departments and Entities of the Federal Public Administration, in order to guarantee the quality of evaluations within the framework of the Annual Evaluation Program, and the complementary ones determined by the Secretariat of Finance and Public Credit, through the Unit for Policy and Strategy for Results (UPER).

II.

REQUIREMENTS

The legal, administrative requirements and written statements that individuals and legal entities must fulfill for their registration in the Registry of Evaluators will be those established in guideline 8 of the Guidelines for the integration of the Registry of Evaluators of Public Policies, programs derived from the National Development Plan, budgetary programs and federal resources transferred (Guidelines), published in the Official Gazette of the Federation on December 18, 2025.

Regarding the Certificate of Non-Disqualification issued by the Anti-Corruption and Good Government Secretariat mentioned in subsection c), item 8 of the Guidelines, it will only be applicable for individuals and must have an age not greater than 30 natural days counted from the day following the publication of this Call.

Legal entities, to substantiate that they are not disqualified by said Secretariat, must present a screenshot of the Directory of Sanctioned Suppliers and Contractors that so certifies, clearly identifying the time, day, month, and year it was captured, which must have an age not greater than 30 natural days from the day following the publication of this Call. The UPER may verify, at any time, the information provided through direct consultation of said Directory, available at the following electronic address:

The professional and technical requirements referred to in guidelines 5 and 9 of the Guidelines, which individuals and legal entities must present, are the following:

Individual or Legal Entity:

1.- Curriculum Vitae:

The document must detail the aspects to assess experience in evaluations, as follows:

a)

Indicate the evaluations carried out at the federal and state level in the period covering the years 2020 to 2025, according to the types of evaluation indicated in guideline 27 of the Guidelines, including those of the design type (the five considered most representative and whose execution is accredited in the name of the individual or legal entity applicant). It is specified that, if consultation links are provided, they must lead directly to the document. Evaluations outside the indicated period will not be accepted.

b)

To assess the quality of the evaluations referred to in the previous subsection, the document containing the assessment or opinion on the performance of the individual or legal entity in carrying them out (Institutional Position Document or equivalent) must be presented, which is issued or requisitioned by the public entity contracting the evaluation.

Every evaluation presented must be supported by its respective final report. If less than five evaluations are indicated and substantiated, the assessment will be based on those delivered, on the maximum score of the five required, as established in Base V of this Call.

Evaluation Coordinators.

Individuals or legal entities may designate up to five evaluation coordinators, who must individually meet the following requirements:

1.- Curriculum Vitae:

The document must detail the aspects to assess experience in evaluations, academic training, and technical and professional strengthening, as follows:

a)

Indicate the evaluations carried out at the federal and state level in the period covering the years 2020 to 2025, according to the types of evaluation indicated in guideline 27 of the Guidelines, including those of the design type (the five considered most representative). It is specified that, if consultation links are provided, they must lead directly to the document. Evaluations outside the indicated period will not be accepted.

Every evaluation presented must be supported by its respective final report. If less than five evaluations are indicated and substantiated, the assessment will be based on those delivered, on the maximum score of the five required, as established in Base V of this Call.

b)

Present Title and Professional License accrediting at least a Master's degree, issued by the competent Mexican authorities. In cases where Titles are issued abroad, the validation resolution issued by the Secretariat of Public Education must be presented.

c)

Indicate and accredit, the realization of at least one publication or research in the field of Results Management (Rm), Budget Based on Results (BBR), Performance Evaluation System (PEV), design and operation of public policies, government strategic planning, public financial management, regulations and institutional framework, government management and public administration. It is specified that, if consultation links are sent, they must lead directly to the documents.

d)

Indicate and accredit, the teaching of at least 120 hours of technical courses in the field of Rm, BBR, PEV, design and operation of public policies, government strategic planning, public financial management, regulations and institutional framework, government management and public administration, within the 2022 to 2025 period. To this end, certificates or equivalent documents accrediting said activity must be presented, in which the number of hours taught is expressly indicated. It is specified that, if consultation links are sent, they must lead directly to the documents. Evaluations outside the indicated period will not be accepted.

e)

Indicate and accredit, the realization of at least 240 hours of diplomas, courses, and workshops in the field of Rm, BBR, PEV, design and operation of public policies, government strategic planning, public financial management, regulations and institutional framework, government management and public administration, within the 2022 to 2025 period. To this end, diplomas, certificates, or equivalent documents in which the number of hours taken are stated must be presented. It is specified that, if consultation links are sent, they must lead directly to the documents. Evaluations outside the indicated period will not be accepted.

2.- Presentation of the technical and normative capacities exam:

For individuals and legal entities whose applications are admissible due to compliance with legal, administrative, professional, and technical requirements, as well as written statements, the UPER will apply within the period indicated in Base IV of this Call, the technical and normative capacities exam, of which, prior to its application, the corresponding study guide will be shared, where topics related to the subject matter will be addressed.

III.

APPLICATIONS

Individuals or legal entities must send by email to the address uper_padron@hacienda.gob.mx , the documentation with which they accredit the entirety of the requirements established in item 8 of the Guidelines and in Base II of this Call, with the exception of the technical and normative capacities exam, following the indicated order and including the following information:

a)

Subject: Registration request of the individual or legal entity (full name, trade name, or corporate name of the individual or legal entity).

b)

In the body of the email, indicate the name of the Call and the list of attached files.

c)

Attached Documents: In PDF format, individually and identified according to the name of the section, item, and subsection to which they refer. Compressed files or links that must lead directly to the information to be consulted for the download of documents will be accepted.

It is important to note that applications not sent in the requested terms will be automatically rejected.

The UPER will communicate to the applicant individuals or legal entities, on a single occasion, the omission or inconsistencies of any of the requirements, by official notice notified through the registered email, within 10 business days following the confirmation of receipt of the applications; this in observance of guideline 12 of the Guidelines.

Individuals and legal entities will have a maximum deadline of 5 business days following the notification to rectify what corresponds, in terms of guideline 12 of the Guidelines. In their case, the UPER will notify the inadmissibility of their application if the observed issues are not rectified within the established deadline, this in compliance with guideline 13 of the Guidelines.

Admissible applications will be granted a folio number for the corresponding follow-up, which the UPER will communicate by official notice, through the registered email, within ten business days following the confirmation of their receipt, as well as the link to access the technical and normative capacities exam.

V.

ASSESSMENT

The Advisory Group will analyze and authorize the registration applications of applicants to the Registry of Evaluators, in strict compliance with the administrative, professional, and technical requirements established in this Call and in the Guidelines.

The technical and professional assessment comprises two independent components, which are:

Evaluation of the individual or legal entity (Maximum score: 25 points).

Evaluation of the evaluation coordinator (Maximum score: 75 points).

The total score is 100 points, considering both components, with a minimum score of 80 for authorization of the Registration. In cases where more than one evaluation coordinator is designated (up to a maximum of 5), it is specified that each of them in their joint assessment with that of the individual or legal entity in question, must obtain a minimum score of 80 points to be able to obtain their registration in the Registry of Evaluators linked to said individual or legal entity.

1.1. Evaluation of the individual or legal entity - Maximum score: 25 points

A.

Experience in evaluations (Maximum score: 15 points)

The assessment will be on five evaluations. The score assigned will depend on the type and number of evaluations presented, up to a maximum of 5 evaluations in total, regardless of the type.

The score assigned for each evaluation is determined based on the technical and methodological complexity required for its execution, according to the following multipliers:

Calculation Formula:

(Upto a global maximum of 15 points)

Operational Notes:

·

Only up to 5 evaluations are considered in total, regardless of their distribution by type.

·

The multiplier increases the score of evaluations according to the complexity of the corresponding type.

·

If the resulting sum exceeds 15 points, the final score will be limited to the maximum allowed.

B.

Performance in the execution of evaluations (Maximum score: 10 points)

In this criterion, the performance of the applicant in carrying out the evaluations will be assessed, considering the technical quality of the evaluations presented.

B.1 Technical quality of evaluations

Each evaluation will be graded according to its technical quality, assigning the following values:

Acceptable (A): 2.0

·

Acceptable with reservations (AR): 1.0

·

Not acceptable (NA): 0.0

To assess the quality of the evaluations, the information contained in the Institutional Position Documents or equivalent will be taken into account, in order to provide transparency and objectivity to the obtained grade.

B.2 Calculation of the score

The final score will be the sum of the values assigned to each evaluation:

1.2. Evaluation of the evaluation coordinator - Maximum score: 75 points

A. Specific experience by type of evaluation (Maximum score: 25 points)

In this criterion, the specific experience of the evaluation coordinator will be assessed, considering the type of evaluation and the role performed (as Coordinator or team member).

A.3 Calculation of the score

For each evaluation presented, a score will be calculated according to the following expression:

The final score of this criterion is obtained with the sum of individual scores, with a maximum of 25 points, through the formula:

B. Academic Training (Maximum score: 15 points).

For the purposes of the call, the score corresponding only to the highest academic degree accredited by the evaluation coordinator will be granted. The different academic degrees presented will not be cumulative, so the assessment will be carried out considering exclusively that corresponding to the highest level of studies and applicable score. The corresponding score will be assigned according to the following table:

C. Technical and Professional Strengthening in the field of Rm, BBR, PEV, design and operation of public policies, Government Strategic Planning, Public Financial Management, Regulations and Institutional Framework, Government Management and Public Administration (Maximum score: 10 points).

For the assessment of this section, the evidence presented in each of the items indicated will be considered. The corresponding scores will be cumulative among themselves, up to a maximum of 10 points, which constitutes the maximum score assignable to this section.

Research or academic publications (at least one): up to 10 points

·

Technical courses taught ( 120 hrs): up to 5 points

·

Diplomas, courses, and workshops completed ( 240 hrs): up to 3 points

D. Technical and normative capacities exam (Maximum score: 25 points).

The grades to accredit technical and normative knowledge will be assigned as follows:

Any grade lower than 8.0 will not be considered in the assessment and no score will be assigned.

VI.

RESULTS

The UPER will communicate by official notice through the email registered with the individuals or legal entities the authorized applications based on the assessment of the requirements established in this Call and in the Guidelines, as well as their registration number in the Registry of Evaluators. It will also communicate the rejection of those applications that were determined as such by the Advisory Group.

The registration in the Registry of Evaluators will be granted to individuals and legal entities, which will be linked with the evaluation coordinators for the purposes of corresponding contracting.

VII.

VALIDITY OF THE REGISTRATION

The granted registration will have a validity of two years, from its communication by the UPER.

VIII. ADDITIONAL CONSIDERATIONS

Situations not foreseen in this Call will be resolved by the UPER, who will determine what is appropriate.

Likewise, what is mandated in the Law on Acquisitions, Leases and Services of the Public Sector and its Regulations must be observed, regarding restrictions to participate in contracting procedures.

IX. ADDITIONAL INFORMATION

The UPER will abstain from admitting applications presented by individuals or legal entities when the rejection of a previous registration application to the Registry of Evaluators is subject to an administrative recourse, lawsuit, or any other means of appeal pending final resolution, until there is a withdrawal or a final resolution.
