First: Initiative to Activate the Real Estate Finance Sector for Low- and Middle-Income Segments (1)

Given the main role of real estate finance in activating the economy and achieving social justice, the Central Bank of Egypt has decided to activate the real estate finance sector by providing facilities and incentives to banks and financial institutions to serve the low- and middle-income segments through appropriate products, as follows:

On February 18, 2014, the Board of Directors of the Central Bank of Egypt issued a decision to activate the real estate finance sector by providing facilities and incentives to banks and financial institutions to serve the low- and middle-income segments, through the following new specific facilities and incentives:

  1. The Central Bank of Egypt shall provide a lending rate of 9% for loans to the low- and middle-income segments, with a maximum duration of 20 years, and a maximum unit price of 2,100 EGP for low income and 3,500 EGP for middle income.
  2. The Board of Directors of the Central Bank of Egypt shall have the right to review the interest rates for the new facilities in light of market developments and the Central Bank's lending rate.
  3. The Central Bank of Egypt shall periodically publish the interest rates for the facilities.
  4. The Central Bank of Egypt shall coordinate with the Ministry of Housing, Utilities, and Urban Communities to implement the facilities and incentives for the low- and middle-income segments.
  5. The Central Bank of Egypt shall monitor the implementation of the facilities and incentives by banks and financial institutions.
  6. The Board of Directors of the Central Bank of Egypt shall have the right to amend the provisions of this decision.

The facilities and incentives for the low- and middle-income segments are as follows:

  1. The Central Bank of Egypt shall provide a lending rate of 9% for loans to the low- and middle-income segments.
